White House Unveils $623 Million In Funding To Boost EV Charging Points (theguardian.com) 101

An anonymous reader quotes a report from The Guardian: Joe Biden's administration has unveiled $623 million in funding to boost the number of electric vehicle charging points in the U.S., amid concerns that the transition to zero-carbon transportation isn't keeping pace with goals to tackle the climate crisis. The funding will be distributed in grants for dozens of programs across 22 states, such as EV chargers for apartment blocks in New Jersey, rapid chargers in Oregon and hydrogen fuel chargers for freight trucks in Texas. In all, it's expected the money, drawn from the bipartisan infrastructure law, will add 7,500 chargers to the US total.

There are about 170,000 electric vehicle chargers in the U.S., a huge leap from a network that was barely visible prior to Biden taking office, and the White House has set a goal for 500,000 chargers to help support the shift away from gasoline and diesel cars. "The U.S. is taking the lead globally on electric vehicles," said Ali Zaidi, a climate adviser to Biden who said the US is on a trajectory to "meet and exceed" the administration's charger goal. "We will continue to see this buildout over the coming years and decades until we've achieved a fully net zero transportation sector," he added.
On Thursday, the House approved legislation to undo a Biden administration rule meant to facilitate the proliferation of EV charging stations. "S. J. Res. 38 from Sen. Marco Rubio (R-Fla.), would scrap a Federal Highway Administration waiver from domestic sourcing requirements for EV chargers funded by the 2021 bipartisan infrastructure law. It already passed the Senate 50-48," reports Politico.

"A waiver undercuts domestic investments and risks empowering foreign nations," said Rep. Sam Graves (R-Mo.), chair of the Transportation and Infrastructure Committee, during House debate Thursday. "If the administration is going to continue to push for a massive transition to EVs, it should ensure and comply with Buy America requirements." The White House promised to veto it and said it would backfire, saying it was so poorly worded it would actually result in fewer new American-made charging stations.

Broadcom Ditches VMware Cloud Service Providers (theregister.com) 70

An anonymous reader quotes a report from The Register: Broadcom is tossing the majority of VMware's Cloud Services Providers as part of its shakeup of the virtualization titan's partner programs, say sources, leaving customers unclear who their IT supplier will be. The $61 billion purchase of VMware by Broadcom in November was swiftly followed by news of how it planned to reorganize the business into several Broadcom divisions. A month later we revealed that Broadcom intended to discontinue VMware's channel program, and that some solution providers/ resellers would be transitioned to its own scheme, but on an invitation-only basis, from February. However, while Broadcom informed one part of VMware's channel of this change, a second notice was also sent to Cloud Services Providers (CSPs), informing them that their program is going to be terminated at the end of April. This program allows service providers such as smaller cloud operators to sell a VMware-based cloud service.

In the letter, seen by The Register, Broadcom tells its cloud provider partners: "Effective April 30, 2024, the ability to transact as a VMware Cloud Services Provider, under the VMware Partner Connect Program, will come to an end. However, we want to emphasize that you may have the opportunity to join the Broadcom Expert Advantage Partner Program. This invite-only program has simpler requirements and offers expanded benefits, and we will begin inviting partners to join in early 2024." One service provider told us their company had been left in the dark since that letter was received, and Broadcom has given them no indication of whether they will be invited to join its partner program or not, or what their customers are supposed to do if the company loses the right to operate a VMware cloud service. "I don't know how many smaller providers are affected by this but it must be a very large number," the source told us. "The VCSP program was the only way for MSPs and service providers to offer a multi-tenant VMware-based cloud service."

Chatter among some in the industry is that Broadcom is only interested in keeping the largest and most profitable customers, and the company simply doesn't care about the smaller users and the providers that service them. Unconfirmed fears that are only ten percent of Vmware's biggest CSPs will be invited to the new master program. "This all sounds very much like Broadcom taking an aggressive approach to its route to market and focusing on those partners that can deliver growth and significant revenue," said Omdia chief analyst Roy Illsley. "I suspect the intention is to ensure that VMware consists of only profitable products and they are sold in a more cohesive way with the rest of Broadcom. So I expect to see some news on this continuing to come out for most of 2024 as the company puts this plan into action. I would not rule out disposals of some assets in a drive to streamline the portfolio to those that fit with Broadcom's strategy."
"How can they just cancel a major program affecting hundreds, perhaps thousands of customers, with zero notice, and zero details?" said one service provider. "They sent the notices out the Friday before the holidays, with no follow-up, which makes the situation even more egregious. What are we supposed to tell our customers? It's mind-boggling."

Earth Shattered Global Heat Record In 2023 (apnews.com) 227

The European climate agency Copernicus said Earth shattered global annual heat records in 2023, flirting with the world's agreed-upon warming threshold of 1.5 degrees Celsius. "On average, global temperatures in 2023 were 1.48 degrees Celsius higher than pre-industrial times," reports the Associated Press. "If annual averages reach above 1.5 degrees Celsius, the effects of global warming could become irreversible, climate scientists say." From the report: The record heat made life miserable and sometimes deadly in Europe, North America, China and many other places last year. But scientists say a warming climate is also to blame for more extreme weather events, like the lengthy drought that devastated the Horn of Africa, the torrential downpours that wiped out dams and killed thousands in Libya and the Canada wildfires that fouled the air from North America to Europe. In a separate Tuesday press event, international climate scientists who calculate global warming's role in extreme weather, the group's leader, Imperial College climate scientist Friederike Otto said "we definitely see in our analysis the strong impact of it being the hottest year."

The World Weather Attribution team only looks at events that affect at least 1 million people or kill more than 100 people. But Otto said her team was overwhelmed with more than 160 of those in 2023, and could only conduct 14 studies, many of them on killer heat waves. "Basically every heat wave that is occurring today has been made more likely and is hotter because of human-induced climate change," she said. [....] Antarctic sea ice hit record low levels in 2023 and broke eight monthly records for low sea ice, Copernicus reported.

Copernicus calculated that the global average temperature for 2023 was about one-sixth of a degree Celsius (0.3 degrees Fahrenheit) warmer than the old record set in 2016. While that seems a small amount in global record-keeping, it's an exceptionally large margin for the new record, [Copernicus Deputy Director Samantha Burgess] said. Earth's average temperature for 2023 was 14.98 degrees Celsius (58.96 degrees Fahrenheit), Copernicus calculated.

How Does FreeBSD Compare to Linux on a Raspberry Pi? (0x.no) 71

Klaus Zimmermann (a self-described "friendly hacker") recently posted a "State of the Distro" post, choosing his favorite distributions for things like portable installation from a USB drive (Alpine Linux) and for a desktop OS (Debian Linux or Devuan).

But when it comes to a distro for the Raspberry Pi, (at least until the 4), Zimmerman argues that FreeBSD's performance is "unlike any other Linux distribution I've ever seen, even with cpupower activated and overclocking." Nope, no match — FreeBSD's performance on the Pi is still way better, even without overclocking. You can browse a modern web, have things scroll smoothly, watch videos and even play some 3D games like Quake with it! And if you overclock it a little (2GHz) you can even make it run that gargantua MS Teams.

But what about all that lackluster driver support? WiFi drivers still on the 802.11g standard and all? Surely you can't be serious about it when Linux offers all that support out of the box, right? Wrong, actually. For starters, the drivers provided for the Pi's hardware are often half-assed proprietary blobs... I no longer think FreeBSD is really at fault if the driver support for the hardware is not helpful to begin with. Even drivers you find for Linux are shaky at best.

So yes, I will keep using FreeBSD on the Pi. As a desktop. With USB WiFi and audio adapters for those services, because the existing hardware is sort of moot even otherwise. And with those USB adapters — and FreeBSD — the Pi works really well, truly desktop-like.

I'd be curious to hear from Slashdot's readers about their own experiments with Linux (and FreeBSD) on a Raspberry Pi. Zimmerman's final winner, for the "Server" category, was Debian — though of his two servers, one is just an XMPP server set up on a Raspberry Pi. "I found that using Debian on the Pi is a real joy. Easy and simple to set up, familiar environment and all. So I'm keeping it.

"This concept is about to be overshadowed, however, by my growing like of FreeBSD lately..."

2023 Will Be Remembered as the Year Climate Change Arrived (msn.com) 159

This summer 80 million Americans were experiencing 105-degree heat. And tonight the Washington Post identifies what was unique about 2023's weather: "the heat's all-consuming relentlessness.

"It went day by day, continent by continent, until people all over the map, whether in the Amazon or the Pacific islands or rural Greece, had glimpsed a climate future for which they are not prepared..." Even if its extremes are ultimately eclipsed, as seems inevitable, 2023 will mark a point when humanity crossed into a new climate era — an age of "global boiling," as United Nations Secretary General António Guterres called it. The year included the hottest single day on record (July 6) and the hottest ever month (July), not to mention the hottest June, the hottest August, the hottest September, the hottest October, the hottest November, and probably the hottest December. It included a day, November 17, when global temperatures, for the first time ever, reached 2 degrees Celsius above the preindustrial levels.

Discomfort, destruction, and death are the legacy of those records.

In Phoenix, a heat wave went on for so long, with 31 consecutive days above 110 Fahrenheit, that one NASA atmospheric scientist called it "mind-boggling." The surrounding county recorded a record number of heat deaths, nearly 600. In Brazil, drought sapped the normally lush Amazon, causing towns to ration drinking water, contributing to the deaths of endangered pink dolphins, and choking off the river-based system of travel and commerce... At one point the coastal Florida Keys waters reached 100 degrees, comparable to a hot tub...

One explanation for 2023's extreme heat is El Niño — a recurring oceanic phenomenon that warms the waters in the Pacific and causes a global ripple of consequences. But the scale of this year's heat — amplified by human-caused factors and the burning of fossil fuels — is still well beyond what most scientists had thought possible. Some have theorized that planetary warming may be accelerating. Others have said there's not enough evidence. What they agree upon, though, is that the earth is trending toward more extreme heat. That means that the experiences of 2023 can seem astonishing in the short-term but will one day look tame.

This year, then, will wind up as the first — and almost surely not the last — in which temperatures were at or near 1.5 Celsius above preindustrial levels, a threshold the Paris agreement has aimed to avoid.

The article includes two more sobering statistics:

Is the Internet About to Get Weird Again? (rollingstone.com) 83

Long-time tech entrepreneur Anil Dash predicts a big shift in the digital landscape in 2024. And "regular internet users — not just the world's tech tycoons — may be the ones who decide how it goes." The first thing to understand about this new era of the internet is that power is, undoubtedly, shifting. For example, regulators are now part of the story — an ironic shift for anyone who was around in the dot com days. In the E.U., tech giants like Apple are being forced to hold their noses and embrace mandated changes like opening up their devices to allow alternate app stores to provide apps to consumers. This could be good news, increasing consumer choice and possibly enabling different business models — how about mobile games that aren't constantly pestering gamers for in-app purchases? Back in the U.S., a shocking judgment in Epic Games' (that's the Fortnite folks') lawsuit against Google leaves us with the promise that Android phones might open up in a similar way.

That's not just good news for the billions of people who own smartphones. It's part of a sea change for the coders and designers who build the apps, sites, and games we all use. For an entire generation, the imagination of people making the web has been hemmed in by the control of a handful of giant companies that have had enormous control over things like search results, or app stores, or ad platforms, or payment systems. Going back to the more free-for-all nature of the Nineties internet could mean we see a proliferation of unexpected, strange new products and services. Back then, a lot of technology was created by local communities or people with a shared interest, and it was as likely that cool things would be invented by universities and non-profits and eccentric lone creators as they were to be made by giant corporations....

In that era, people could even make their own little social networks, so the conversations and content you found on an online forum or discussion were as likely to have been hosted by the efforts of one lone creator than to have come from some giant corporate conglomerate. It was a more democratized internet, and while the world can't return to that level of simplicity, we're seeing signs of a modern revisiting of some of those ideas.

Dash's article (published in Rolling Stone) ends with examples of "people who had been quietly keeping the spirit of the human, personal, creative internet alive...seeing a resurgence now that the web is up for grabs again. "
  • The School for Poetic Computation (which Dash describes as "an eccentric, deeply charming, self-organized school for people who want to combine art and technology and a social conscience.")
  • Mask On Zone, "a collaboration with the artist and coder Ritu Ghiya, which gives demonstrators and protesters in-context guidance on how to avoid surveillance."

Dash concludes that "We're seeing the biggest return to that human-run, personal-scale web that we've witnessed since the turn of the millennium, with enough momentum that it's likely that 2024 is the first year since then that many people have the experience of making a new connection or seeing something go viral on a platform that's being run by a regular person instead of a commercial entity.

40% of US Electricity Is Now Emissions-Free (arstechnica.com) 129

An anonymous reader quotes a report from Ars Technica: Just before the holiday break, the US Energy Information Agency released data on the country's electrical generation. Because of delays in reporting, the monthly data runs through October, so it doesn't provide a complete picture of the changes we've seen in 2023. But some of the trends now seem locked in for the year: wind and solar are likely to be in a dead heat with coal, and all carbon-emissions-free sources combined will account for roughly 40 percent of US electricity production. [...]

At this point last year, coal had produced nearly 20 percent of the electricity in the US. This year, it's down to 16.2 percent, and only accounts for 15.5 percent of October's production. Wind and solar combined are presently at 16 percent of year-to-date production, meaning they're likely to be in a dead heat with coal this year and easily surpass it next year. Year-to-date, wind is largely unchanged since 2022, accounting for about 10 percent of total generation, and it's up to over 11 percent in the October data, so that's unlikely to change much by the end of the year. Solar has seen a significant change, going from five to six percent of the total electricity production (this figure includes both utility-scale generation and the EIA's estimate of residential production). And it's largely unchanged in October alone, suggesting that new construction is offsetting some of the seasonal decline.

Hydroelectric production has dropped by about six percent since last year, causing it to slip from 6.1 percent to 5.8 percent of the total production. Depending on the next couple of months, that may allow solar to pass hydro on the list of renewables. Combined, the three major renewables account for about 22 percent of year-to-date electricity generation, up about 0.5 percent since last year. They're up by even more in the October data, placing them well ahead of both nuclear and coal. Nuclear itself is largely unchanged, allowing it to pass coal thanks to the latter's decline. Its output has been boosted by a new, 1.1 Gigawatt reactor that come online this year (a second at the same site, Vogtle in Georgia, is set to start commercial production at any moment). But that's likely to be the end of new nuclear capacity for this decade; the challenge will be keeping existing plants open despite their age and high costs. If we combine nuclear and renewables under the umbrella of carbon-free generation, then that's up by nearly 1 percent since 2022 and is likely to surpass 40 percent for the first time.
"The only thing that's keeping carbon-free power from growing faster is natural gas, which is the fastest-growing source of generation at the moment, going from 40 percent of the year-to-date total in 2022 to 43.3 percent this year," notes Ars.

"Outside of natural gas, however, all the trends in US generation are good, especially considering that the rise of renewable production would have seemed like an impossibility a decade ago. Unfortunately, the pace is currently too slow for the US to have a net-zero electric grid by the end of the decade."

The First Secret Asteroid Mission Won't Be the Last (nytimes.com) 60

AstroForge, a private company, wants to mine a space rock, but it doesn't want the competition to find out which one. From a report: For generations, Western space missions have largely occurred out in the open. We knew where they were going, why they were going there and what they planned to do. But the world is on the verge of a new era in which private interests override such openness, with big money potentially on the line. Sometime in the coming year, a spacecraft from AstroForge, an American asteroid-mining firm, may be launched on a mission to a rocky object near Earth's orbit. If successful, it will be the first wholly commercial deep-space mission beyond the moon. AstroForge, however, is keeping its target asteroid secret.

The secret space-rock mission is the latest in an emerging trend that astronomers and other experts do not welcome: commercial space missions conducted covertly. Such missions highlight gaps in the regulation of spaceflight as well as concerns about whether exploring the cosmos will continue to benefit all humankind. "I'm very much not in favor of having stuff swirling around the inner solar system without anyone knowing where it is," said Jonathan McDowell, an astronomer at the Harvard-Smithsonian Center for Astrophysics in Massachusetts. "It seems like a bad precedent to set." But for AstroForge, the calculation is simple: If it reveals the destination, a competitor may grab the asteroid's valuable metals for itself. "Announcing which asteroid we are targeting opens up risk that another entity could seize that asteroid," said Matt Gialich, AstroForge's chief executive.

Microsoft Announces More Xbox Leadership Changes As Activision's Bobby Kotick Departs (theverge.com) 7

Tom Warren and Ash Parrish report via The Verge: Activision Blizzard CEO Bobby Kotick is stepping down officially December 29th. Microsoft has not appointed a direct replacement and instead has rolled the suite of Activision Blizzard executives -- including Blizzard president Mike Ybarra, Activision publishing president Rob Kostich, and Activision Blizzard vice chair Thomas Tippl -- under Microsoft's game content and studios president Matt Booty. Kotick's departure comes just two months after some big Xbox leadership changes that saw Sarah Bond promoted to Xbox president, leading all Xbox platform and hardware work, and Matt Booty promoted to president of game content and studios, including overseeing Bethesda and ZeniMax studios. Now Booty is getting even more responsibilities with Bethesda, Activision Blizzard, and Xbox Game Studios all under his watch.

Microsoft is largely keeping the leadership team of Activision Blizzard in place, with some executive-level exceptions. Activision Blizzard chief communications officer Lulu Meservey will leave the company at the end of January. Humam Sakhnini (vice chairman, Blizzard and King) will also depart at the end of December. A number of Activision Blizzard executives will depart in March, too. Brian Bulatao (chief administrative officer), Julie Hodges (chief people officer), Armin Zerza (chief financial officer), and Grant Dixton (chief legal officer) are all reporting to their Microsoft Gaming equivalents. While Thomas Tippl (vice chairman, Activision Blizzard) is reporting to Matt Booty for now, he will depart Microsoft in March alongside other Activision Blizzard executives. "Thomas, Brian, Julie, Grant and Armin will continue to help us with the transition through March 2024," says Xbox chief Phil Spencer, in an internal memo obtained by The Verge.

Additionally, a memo from Matt Booty announced some of the changes taking place at ZeniMax and Bethesda, including that Jill Braff has been named the new head of those studios. Braff worked on the integration team when ZeniMax and Bethesda joined Xbox back in 2021 and will lead the studios' development teams. [Both memos can be read below The Verge's reporting.]

Orbit Fab Wants to Create 'Gas Stations' in Space for Satellites (cnn.com) 53

Of the 15,000 satellites humans have sent into space, "just over half are still functioning," reports CNN. "The rest, after running out of fuel and ending their serviceable life, have either burned up in the atmosphere or are still orbiting the planet as useless hunks of metal" — scattering "an aura of space junk around the planet."

"One way to start tackling the problem would be to stop producing more junk — by refueling satellites rather than decommissioning them once they run out of power." "Right now you can't refuel a satellite on orbit," says Daniel Faber, CEO of Orbit Fab. But his Colorado-based company wants to change that... "The lack of fuel creates a whole paradigm where people design their spacecraft missions around moving as little as possible. That means that we can't have tow trucks in orbit to get rid of any debris that happens to be left. We can't have repairs and maintenance, we can't upgrade anything. We can't inspect anything if it breaks. There are so many things we can't do and we operate in a very constrained way. That's the solution we're trying to deliver...."

Orbit Fab has no plans to address the existing fleet of satellites. Instead, it wants to focus on those that have yet to launch, and equip them with a standardized port — called RAFTI, for Rapid Attachable Fluid Transfer Interface — which would dramatically simplify the refueling operation, keeping the price tag down. "What we're looking at doing is creating a low-cost architecture," says Faber. "There's no commercially available fuel port for refueling a satellite in orbit yet. For all the big aspirations we have about a bustling space economy, really, what we're working on is the gas cap — we are a gas cap company." Orbit Fab, which advertises itself with the tagline "gas stations in space," is working on a system that includes the fuel port, refueling shuttles — which would deliver the fuel to a satellite in need — and refueling tankers, or orbital gas stations, which the shuttles could pick up the fuel from. It has advertised a price of $20 million for on-orbit delivery of hydrazine, the most common satellite propellant.

In 2018, the company launched two testbeds to the International Space Station to test the interfaces, the pumps and the plumbing. In 2021 it launched Tanker-001 Tenzing, a fuel depot demonstrator that informed the design of the current hardware. The next launch is now scheduled for 2024. "We are delivering fuel in geostationary orbit for a mission that is being undertaken by the Air Force Research Lab," says Faber. "At the moment, they're treating it as a demonstration, but it's getting a lot of interest from across the US government, from people that realize the value of refueling." Orbit Fab's first private customer will be Astroscale, a Japanese satellite servicing company that has developed the first satellite designed for refueling. Called LEXI, it will mount RAFTI ports and is currently scheduled to launch in 2026.

According to Simone D'Amico, an associate professor of astronautics at Stanford University, who's not affiliated with Orbit Fab, on-orbit servicing is one of the keys to ensuring a safe and sustainable development of space... "The development of space infrastructure and the proliferation of space assets is reaching a critical volume that is not sustainable anymore without a change of paradigm."

"In 10 or 15 years, we'd like to be building refineries in orbit," CEO Faber tells CNN, "processing material that is launched from the ground into a range of chemicals that people want to buy: air and water for commercial space stations, 3D printer feedstock minerals to grow plants. We want to be the industrial chemical supplier to the emerging commercial space industry."

Why Google Will Stop Telling Law Enforcement Which Users Were Near a Crime (yahoo.com) 69

Earlier this week Google Maps stopped storing user location histories in the cloud. But why did Google make this move? Bloomberg reports that it was "so that the company no longer has access to users' individual location histories, cutting off its ability to respond to law enforcement warrants that ask for data on everyone who was in the vicinity of a crime." The company said Thursday that for users who have it enabled, location data will soon be saved directly on users' devices, blocking Google from being able to see it, and, by extension, blocking law enforcement from being able to demand that information from Google. "Your location information is personal," said Marlo McGriff, director of product for Google Maps, in the blog post. "We're committed to keeping it safe, private and in your control."

The change comes three months after a Bloomberg Businessweek investigation that found police across the US were increasingly using warrants to obtain location and search data from Google, even for nonviolent cases, and even for people who had nothing to do with the crime. "It's well past time," said Jennifer Lynch, the general counsel at the Electronic Frontier Foundation, a San Francisco-based nonprofit that defends digital civil liberties. "We've been calling on Google to make these changes for years, and I think it's fantastic for Google users, because it means that they can take advantage of features like location history without having to fear that the police will get access to all of that data."

Google said it would roll out the changes gradually through the next year on its own Android and Apple Inc.'s iOS mobile operating systems, and that users will receive a notification when the update comes to their account. The company won't be able to respond to new geofence warrants once the update is complete, including for people who choose to save encrypted backups of their location data to the cloud.

The EFF general counsel also pointed out to Bloomberg that "nobody else has been storing and collecting data in the same way as Google." (Apple, for example, is technically unable to provide the same data to police.)

Researchers Develop World's First Antenna For Ultra-Secure 6G (interestingengineering.com) 48

Researchers from the City University of Hong Kong have developed a special antenna that can control all five important aspects of electromagnetic waves using computer software. Interesting Engineering reports: The antenna, which they have named 'microwave universal metasurface antenna,' is capable of dynamically, simultaneously, independently, and precisely manipulating all the essential properties of electromagnetic waves through software control. [...] The antenna adjusts how strong the waves are, their timing, frequency, direction, and even the way they vibrate, all at the same time. It's the first time anyone has made an antenna that can do all these things simultaneously, marking a significant breakthrough in this field.

The antenna is special because it can be used in advanced information systems, like the ones we might have in the future. It's great for handling a lot of data and keeping that data very safe. It can also transfer power wirelessly, meaning it can charge devices without physical connections. One cool thing about this antenna is that it can control the direction of its signals, adding an extra layer of privacy and security. This makes it a good choice for communication systems where we want to ensure nobody can eavesdrop or secretly listen in on our conversations.

Although demonstrated in the microwave band, the UMA's concept can be expanded to terahertz frequencies using specific technologies, enabling applications in augmented reality, holography, integrated sensing and communications for 6G, quantum optics, and quantum information science, noted the researchers in their study.

Every Homeopathic Eye Drop Should Be Pulled Off the Market, FDA Says 177

The seemingly innocuous teeny squeeze bottle made for alarming headlines numerous times during our current revolution around the sun, with lengthy lists of recalls, startling factory inspections, and ghastly reports of people developing near-untreatable bacterial infections, losing their eyes and vision, and dying.

Recapping this unexpected threat to health, the Food and Drug Administration on Tuesday released an advisory titled "What You Should Know about Eye Drops" in hopes of keeping the dangers of this year from leaking into the next. Among the notable points from the regulator was this stark pronouncement: No one should ever use any homeopathic ophthalmic products, and every single such product should be pulled off the market. The point is unexpected, given that none of the high-profile infections and recalls this year involved homeopathic products. But, it should be welcomed by any advocates of evidence-based medicine.

Cop28 Draft Agreement Calls for Fossil Fuel Cuts But Avoids 'Phase-Out' (theguardian.com) 73

A draft deal to cut global fossil fuel production is "grossly insufficient" and "incoherent" and will not stop the world from avoiding dangerous climate breakdown, according to delegates at the UN's Cop28 summit. From a report: The text put forward by the summit presidency after 10 days of wrangling was received with concern and anger by many climate experts and politicians, though others welcomed elements of the draft including the first mention in a Cop text of reducing fossil fuel production. Some countries are despairing that the text does not require a full phase-out of fossil fuels.

Cedric Schuster of Samoa, chair of the Alliance of Small Island States, said: "We will not sign our death certificate. We cannot sign on to text that does not have strong commitments on phasing out fossil fuels." The Cop28 presidency released a draft text in the early evening on Monday, which called for "reducing both consumption and production of fossil fuels, in a just, orderly and equitable manner, so as to achieve net zero by, before or around 2050, in keeping with the science."

The text avoids highly contentious calls for a "phase-out" or "phase-down" of fossil fuels, which have been the focus of deep disagreement among the more than 190 countries meeting in Dubai. But instead of requiring fossil fuel producers to cut their output, it frames such reductions as optional, by calling on countries to "take actions that could include" reducing fossil fuels. "That one word 'could' just kills everything," said Eamon Ryan, Ireland's environment minister.

SpaceX Will Help US Space Force Launch Its Secretive X-37B Space Plane (nbcnews.com) 36

"The United States military is preparing to launch its secretive X-37B space plane on a seventh mission in orbit," reports NBC News.

Shaped like a small space shuttle, "It's an itty-bitty spaceplane, not quite 30 feet long and under 10 feet tall," writes the Washington Post, "with a pair of stubby wings and a rounded, bulldog-like nose." Space.com says the launch window for the uncrewed vehicle opens Monday at 8:14 p.m. EST.

From NBC News: For the first time, the X-37B will ride into orbit atop a SpaceX Falcon Heavy rocket. Since its debut more than a decade ago, the X-37B has been a source of intrigue within the space community, mostly owing to the mysterious nature of its activities in low Earth orbit. Despite not knowing its true purpose or location, skywatchers have occasionally spotted and photographed the space plane in the night sky using telescopes... The military is tight-lipped about such operations, but the Space Force said the X-37B missions "are key to ensuring safe and responsible operations in space for all users of the space domain..."
The "U.S. Space Force says that launching on SpaceX's Falcon Heavy rocket will allow testing "in new orbital regimes, experimenting with space domain awareness technologies and investigating the radiation effects to NASA materials."

The Washington Post notes that "The reference about 'space domain awareness' could mean that it will be keeping an eye on other satellites, potentially watching for threats": At least one part of the mission is known. The vehicle will "expose plant seeds to the harsh radiation environment of long-duration spaceflight" in an experiment for NASA. In the past, the Pentagon has also used the X-37B to test some of its cutting edge technologies, including a small solar panel designed to transform solar energy into microwaves, a technology that one day could allow energy harnessed in space to be beamed back to Earth...

If Sunday's X-37B mission is like previous ones, the spaceplane could be in space for a while. Its first flight, which launched in 2010, lasted 224 days.

Jack Dorsey's Block Releases Bitkey Hardware Wallet (techcrunch.com) 29

An anonymous reader quotes a report from TechCrunch: Jack Dorsey's Block (the company formerly known as Square) announced today that it is releasing its hardware Bitcoin wallet, Bitkey, in 95 countries. However, users can only preorder the device at the moment, with shipping starting in early 2024. The device will cost $150 USD. Block's pitch to Bitcoin holders is that using a self-custodial crypto wallet is more secure than keeping their crypto assets in custodial wallets or exchanges.

Self-custodial wallets put the onus on users to remember -- or store securely -- passwords or long seed phrases to unlock their accounts. The Proto team at Block, which worked on developing the Bitkey wallet, said that it solved this problem by using a two-of-three authentication mechanism. Two keys lie with the customer: the hardware wallet and a mobile app. Bitkey stores the third key on its server. The company argues that by having access to just one key, it can't access or move customers' Bitcoins.

Block said that it uses its server-side key only to authenticate transactions to move Bitcoin when they just have their phone and to recover their account when their device or phone is lost. The company said the server-side key will also be able to handle the scenario when a customer loses both the phone and the hardware wallet. Recovery was recently detailed in a blog post by the company. [...] Block has partnered with crypto exchange Coinbase and the company's own Cash App to help people easily buy or transfer (or both) Bitcoins to the hardware wallet. The company said that the ability to transfer Bitcoin from Coinbase and Cash App will be rolled out immediately with other features coming later.

Global Carbon Emissions From Fossil Fuels To Hit Record High (theguardian.com) 70

WindBourne shares a report: Global carbon emissions from fossil fuels reached record levels again in 2023, as experts warned that the projected rate of warming had not improved over the past two years. The world is on track to have burned more coal, oil and gas in 2023 than it did in 2022, according to a report by the Global Carbon Project, pumping 1.1% more planet-heating carbon dioxide into the atmosphere at a time when emissions must plummet to stop extreme weather from growing more violent.

The finding comes as world leaders meet in Dubai for the fraught Cop28 climate summit. In a separate report published on Tuesday, Climate Action Tracker (CAT) raised its projections slightly for future warming above the estimates it made at a conference in Glasgow two years ago. As carbon clogs the atmosphere, trapping sunlight and baking the planet, the climate is growing more hostile to human life. The growth in CO2 emissions had slowed substantially over the past decade, the Global Carbon Project found, but the amount emitted each year had continued to rise. It projected that total CO2 emissions in 2023 would reach a record high of 40.9 gigatons. If the world continued to emit CO2 at that rate, the international team of more than 120 scientists found, it would burn through the remaining carbon budget for a half-chance of keeping global heating to 1.5C (2.7F) above pre-industrial temperatures in just seven years. In 15 years, the scientists estimated, the budget for 1.7C would be gone too.

Quantum Computer Sets Record For Largest Ever Number of 'Logical Quantum Bits' (newscientist.com) 16

A team has built a quantum computer with the largest ever number of so-called logical qubits (quantum bits). Unlike standard qubits, logical qubits are better able to carry out computations unmarred by errors, making the new device a potentially important step towards practical quantum computing. How complicated of a calculation a quantum computer can complete depends on the number of qubits it contains. Recently, IBM and California-based Atom Computing unveiled devices with more than 1000 qubits, nearly tripling the size of previously largest quantum computers. But the existence of these devices has not led to an immediate and dramatic increase in computing capability, because larger quantum computers often also make more errors.

To make a quantum computer that can correct its errors, researchers from the quantum computing start-up QuEra in Boston and several academics focused instead on increasing its number of logical qubits, which are groups of qubits that are connected to each other through quantum entanglement. In conventional computers, error-correction relies on keeping multiple redundant copies of information, but quantum information is fundamentally different and cannot be copied -- so researchers use entanglement to spread it across several qubits, which achieves a similar redundancy, says Dolev Bluvstein at Harvard University in Massachusetts who was part of the team. To make their quantum computer, the researchers started with several thousand rubidium atoms in an airless container. They then used forces from lasers and magnets to cool the atoms to temperatures close to absolute zero where their quantum properties are most prominent. Under these conditions, they could control the atoms' quantum states very precisely by again hitting them with lasers. Accordingly, they first created 280 qubits from the atoms and then went a step further by using another laser pulse to entangle groups of those – for instance 7 qubits at a time -- to make a logical qubit. By doing this, the researchers were able to make as many as 48 logical qubits at one time. This is more than 10 times the number of logical qubits that have ever been created before.

"It's a big deal to have that many logical qubits. A very remarkable result for any quantum computing platform" says Mark Saffman at the University of Wisconsin-Madison. He says that the new quantum computer greatly benefits from being made of atoms that are controlled by light because this kind of control is very efficient. QuEra's computer makes its qubits interact and exchange information by moving them closer to each other inside the computer with optical "tweezers" made of laser beams. In contrast, chip-based quantum computers, like those made by IBM and Google, must use multiple wires to control each qubit. Bluvstein and his colleagues implemented several computer operations, codes and algorithms on the new computer to test the logical qubits' performance. He says that though these tests were more preliminary than the calculations that quantum computers will eventually perform, the team already found that using logical qubits led to fewer errors than seen in quantum computers using physical qubits.

Western US Wildfires Undo Two Decades of Air Quality Progress (axios.com) 32

Fires have damaged federal efforts from the Environmental Protection Agency to improve air quality mainly through reductions in automobile emissions, per the study published Monday in The Lancet Planetary Health. From 2000 to 2020, air quality has worsened in the western U.S. due to wildfires. Black carbon concentrations have risen 55% on an annual basis, mostly due to the wildfires, researchers found. The fires have also caused an increase of 670 premature deaths per year in the region in the two-decade span. Meanwhile, the eastern U.S. had no major declines in air quality during the same time period.

Our air is supposed to be cleaner and cleaner due mostly to EPA regulations on emissions, but the fires have limited or erased these air-quality gains," said Jun Wang, the study's lead corresponding author and chair of the University of Iowa's Department of Chemical and Biochemical Engineering, in a statement. "[A]ll the efforts for the past 20 years by the EPA to make our air cleaner basically have been lost in fire-prone areas and downwind regions," Wang added. "We are losing ground."

[Daniel Swain, a climate scientist at UCLA] said the findings were consistent with other studies that contribute to the same overall picture that after the air quality regulations' great success, "the extremes of those air pollution episodes are actually now increasing again" due to wildfires. "On average, the air quality is still better, but the problem is, it's during these episodes of just-near apocalyptic conditions where we're really losing a lot of ground and that really is because the size and the intensity of wildfires has increased greatly," he said. Given climate change is a wildfire driver, keeping global heating to the lowest level possible will help. "But we're still going to see more warming no matter what moving forward, and so there will be further increases in the wildfire hazard," Swain said.

A Windows Update Bug Is Renaming Everyone's Printers To HP M101-M106 (xda-developers.com) 55

An anonymous reader quotes a report from XDA Developers: A few days ago, we spotted that the HP Smart App was being installed on people's PCs without their consent. Even worse, the app would reappear if users tried to uninstall it or clean-installed Windows. Now, the cause has finally been identified: a recent Windows 10 and 11 update is renaming everyone's printers to "HP LaserJet M101-M106" regardless of what model it actually is. As reported on Windows Latest, the latest update for Windows 10 and 11 seems to think that people's printers are an HP LaserJet model, regardless of their actual brand. It's believed that the bug appeared after HP pushed its latest metadata to Windows Update, but something went awry in the code and caused other printers to be labeled as HP LaserJet printers.

This explains why the HP Smart App has been sneaking onto people's computers without their consent. A key part of Windows Update is keeping third-party drivers and devices updated, including downloading any apps that the devices depend on. After the printer metadata incorrectly identified everyone's printers as HP LaserJet printers, Windows installed all the software needed for an HP printer to work smoothly, including the HP Smart App. Fortunately, the bug only affects the metadata for the printer. While the printer may show up with a different name on your system, you should still be able to send print jobs to it. Microsoft has since removed the fault metadata from Windows Update, so anyone performing a clean install from now on should get their original printer's name back and stop the HP Smart App from re-downloading.
