1 in 9 American Kids Were Diagnosed With ADHD, New Study Finds (npr.org) 175

"About 1 in 9 children in the U.S., between the ages of 3 and 17, have been diagnosed with ADHD," reports NPR: That's according to a new report from the Centers for Disease Control and Prevention that calls attention-deficit/hyperactivity disorder an "expanding public health concern."

Researchers found that in 2022, 7.1 million kids and adolescents in the U.S. had received an ADHD diagnosis — a million more children than in 2016. That jump in diagnoses was not surprising, given that the data was collected during the pandemic, says Melissa Danielson, a statistician with the CDC's National Center on Birth Defects and Developmental Disabilities and the study's lead author. She notes that other studies have found that many children experienced heightened stress, depression and anxiety during the pandemic. "A lot of those diagnoses... might have been the result of a child being assessed for a different diagnosis, something like anxiety or depression, and their clinician identifying that the child also had ADHD," Danielson says. The increase in diagnoses also comes amid growing awareness of ADHD — and the different ways that it can manifest in children...

The study, which appears in the Journal of Clinical Child & Adolescent Psychology, was based on data from the National Survey of Children's Health, which gathers detailed information from parents.

America Has One Public Charger for Every 20 Electric Cars (msn.com) 131

This week the Washington Post noted that just last year nearly 1.2 million more electric vehicles were sold in America, "accounting for over 7 percent of total new car sales and a new national record." But "data show that EV sales are far outpacing growth in the U.S. charging network... In 2016, there were seven electric cars for each public charging point; today, there's more than 20 electric cars per charger."

The article points out that 80% of America's EV's are just charging at home, according to the U.S. Energy Department. (Which seems to leave one public charger for every four EVs that don't charge at home.) And the article notes several other important caveats: Experts say that there is no "magic number" for the best ratio of EVs on the road to public chargers. "It absolutely depends on the local landscape," said Peter Slowik, U.S. passenger vehicles lead for the International Council on Clean Transportation. Globally, there is about 1 public charger for every 11 EVs, according to the International Energy Agency. But in countries where there are more single-family homes and garages, the ratio could be lower....

In a way, the United States' slow charging build-out could be a benefit in the long-term: Many automakers have now promised to switch to Tesla's charging connector in the next few years, which could help put most cars on the same system.

Not everyone agrees there is a delay. Slowik says that his team's research shows that the United States is on-track for building out the charging needed over the next eight years. An increase in the number of EVs per public charger is a natural part of the adoption process, he argues, that will subside with more sales and as more chargers come online.

Still, the article argues if Americans continue buying electric cars, public chargers will be essential "to support long road trips, help apartment-dwellers go electric and alleviate overnight pressure on electricity grids."

Today U.S. Transportation Secretary Pete Buttigieg reiterated America's commitment to having a national network of 500,000 charges by 2030, saying the country is at "the absolute very, very beginning stages of the construction to come."

Feds Add Nine More Incidents To Waymo Robotaxi Investigation (techcrunch.com) 36

Nine more accidents have been discovered by federal safety regulators during their safety investigation of Waymo's self-driving vehicles in Phoenix and San Francisco. TechCrunch reports: The National Highway Traffic Safety Administration Office of Defects Investigation (ODI) opened an investigation earlier this month into Waymo's autonomous vehicle software after receiving 22 reports of robotaxis making unexpected moves that led to crashes and potentially violated traffic safety laws. The investigation, which has been designated a "preliminary evaluation," is examining the software and its ability to avoid collisions with stationary objects and how well it detects and responds to "traffic safety control devices" like cones. The agency said Friday it has added (PDF) another nine incidents since the investigation was opened.

Waymo reported some of these incidents. The others were discovered by regulators via public postings on social media and forums like Reddit, YouTube and X. The additional nine incidents include reports of Waymo robotaxis colliding with gates, utility poles, and parked vehicles, driving in the wrong lane with nearby oncoming traffic and into construction zones. The ODI said it's concerned the robotaxis "exhibiting such unexpected driving behaviors may increase the risk of crash, property damage, and injury." The agency said that while it's not aware of any injuries from these incidents, several involved collisions with visible objects that "a competent driver would be expected to avoid." The agency also expressed concern that some of these occurred near pedestrians. NHTSA has given Waymo until June 11 to respond to a series of questions regarding the investigation.

IRS Extends Free File Tax Program Through 2029 (cnbc.com) 21

The IRS has extended the Free File program through 2029, "continuing its partnership with a coalition of private tax software companies that allow most Americans to file federal taxes for free," reports CNBC. From the report: This season, Free File processed 2.9 million returns through May 11, a 7.3% increase compared to the same period last year, according to the IRS. "Free File has been an important partner with the IRS for more than two decades and helped tens of millions of taxpayers," Ken Corbin, chief of IRS taxpayer services, said in a statement Wednesday. "This extension will continue that relationship into the future."

"This multi-year agreement will also provide certainty for private-sector partners to help with their future Free File planning," Corbin added. IRS Free File remains open through the Oct. 15 federal tax extension deadline. You can use Free File for 2023 returns with an adjusted gross income of $79,000 or less, which is up from $73,000 in 2022. Fillable Forms are also still available for all income levels.

Apple executive Phil Schiller admitted in court on Wednesday that the company's court-mandated changes to its iPhone app store payment system have not significantly increased competition. The ongoing hearings in Oakland, California, are determining whether Apple is properly complying with an antitrust order to allow developers to display links to alternative payment options. Despite Apple's implementation of the changes in January, only a small number of apps have sought approval for external payment links.

T-Mobile Is Raising Prices On Some of Its Older Plans (cnet.com) 68

In a memo sent to employees, T-Mobile said it will be raising prices on some of its older plans, starting with the next bill. CNET reports: The memo was sent out by Jon Freier, president of T-Mobile's consumer group. The note doesn't list which plans are affected, but Freier specifically says that those on the carrier's latest assortment of Go5G plans will not see their prices increase. The same goes for the "millions of customers" who are covered by T-Mobile's Price Lock guarantee, which he says will continue to be in effect for those people. Freier says in the memo that T-Mobile is raising prices on older plans "for the first time in nearly a decade" and that the increases are designed to "keep up with rising inflation and costs."

It isn't known exactly how many people will be affected by the change. The note says that it will affect a "small portion" of T-Mobile's customers. Those with free lines from the carrier will not see increases on those lines, T-Mobile confirmed to CNET. The company expects to notify all affected customers on Wednesday.

T-Mobile previously tried to move customers on older, generally cheaper plans to some of its newer, pricier ones last year, only to back off the plan amid backlash. Whereas with that move people had the option to call T-Mobile's support and push back against the change, a source familiar with the company's plans tells CNET that this option won't be available with this new rate hike.

Hopes For Sustainable Jet Fuel Not Realistic, Report Finds (theguardian.com) 170

An anonymous reader quotes a report from The Guardian: Hopes that replacement fuels for airplanes will slash carbon pollution are misguided and support for these alternatives could even worsen the climate crisis, a new report has warned. There is currently "no realistic or scalable alternative" to standard kerosene-based jet fuels, and touted "sustainable aviation fuels" are well off track to replace them in a timeframe needed to avert dangerous climate change, despite public subsidies, the report by the Institute for Policy Studies, a progressive thinktank, found. "While there are kernels of possibility, we should bring a high level of skepticism to the claims that alternative fuels will be a timely substitute for kerosene-based jet fuels," the report said. In the U.S., Joe Biden's administration has set a goal for 3 billion gallons of sustainable aviation fuel, which is made from non-petroleum sources such as food waste, woody biomass and other feedstocks, to be produced by 2030, which it said will cut aviation's planet-heating emissions by 20%. [...] Burning sustainable aviation fuels still emits some carbon dioxide, while the land use changes needed to produce the fuels can also lead to increased pollution. Ethanol biofuel, made from corn, is used in these fuels, and meeting the Biden administration's production goal, the report found, would require 114m acres of corn in the U.S., about a 20% increase in current land area given over to to the crop. In the UK, meanwhile, 50% of all agricultural land will have to be given up to sustain current flight passenger levels if jet fuel was entirely replaced. "Agricultural land use changes could threaten global food security as well as nature-based carbon sequestration solutions such as the preservation of forests and wetlands," the report states. "As such, SAF production may actively undermine the Paris agreement goal of achieving greatly reduced emissions by 2050."
Chuck Collins, co-author of the report, said: "To bring these fuels to the scale needed would require massive subsidies, the trade-offs would be unacceptable and would take resources aware from more urgent decarbonization priorities."

"It's a huge greenwashing exercise by the aviation industry. It's magical thinking that they will be able to do this."

Phil Ansell, director of the Center for Sustainable Aviation at the University of Illinois, added: "There's an underappreciation of how big the energy problem is for aviation. We are still many years away from zero pollution flights. But it's true that the industry has been slow to pick things up. We are now trying to find solutions, but we are working at this problem and realizing it's a lot harder than we thought. We are late to the game. We are in the dark ages in terms of sustainability, compared to other sectors."

AI 'Godfather' Geoffrey Hinton: If AI Takes Jobs We'll Need Universal Basic Income (bbc.com) 250

"The computer scientist regarded as the 'godfather of artificial intelligence' says the government will have to establish a universal basic income to deal with the impact of AI on inequality," reports the BBC: Professor Geoffrey Hinton told BBC Newsnight that a benefits reform giving fixed amounts of cash to every citizen would be needed because he was "very worried about AI taking lots of mundane jobs".

"I was consulted by people in Downing Street and I advised them that universal basic income was a good idea," he said. He said while he felt AI would increase productivity and wealth, the money would go to the rich "and not the people whose jobs get lost and that's going to be very bad for society".

"Until last year he worked at Google, but left the tech giant so he could talk more freely about the dangers from unregulated AI," according to the article. Professor Hinton also made this predicction to the BBC. "My guess is in between five and 20 years from now there's a probability of half that we'll have to confront the problem of AI trying to take over".

He recommended a prohibition on the military use of AI, warning that currently "in terms of military uses I think there's going to be a race".

US Defense Department 'Concerned' About ULA's Slow Progress on Satellite Launches (stripes.com) 33

Earlier this week the Washington Post reported that America's Defense department "is growing concerned that the United Launch Alliance, one of its key partners in launching national security satellites to space, will not be able to meet its needs to counter China and build its arsenal in orbit with a new rocket that ULA has been developing for years." In a letter sent Friday to the heads of Boeing's and Lockheed Martin's space divisions, Air Force Assistant Secretary Frank Calvelli used unusually blunt terms to say he was growing "concerned" with the development of the Vulcan rocket, which the Pentagon intends to use to launch critical national security payloads but which has been delayed for years. ULA, a joint venture of Boeing and Lockheed Martin, was formed nearly 20 years ago to provide the Defense Department with "assured access" to space. "I am growing concerned with ULA's ability to scale manufacturing of its Vulcan rocket and scale its launch cadence to meet our needs," he wrote in the letter, a copy of which was obtained by The Washington Post. "Currently there is military satellite capability sitting on the ground due to Vulcan delays...."

ULA originally won 60 percent of the Pentagon's national security payloads under the current contract, known as Phase 2. SpaceX won an award for the remaining 40 percent, but it has been flying its reusable Falcon 9 rocket at a much higher rate. ULA launched only three rockets last year, as it transitions to Vulcan; SpaceX launched nearly 100, mostly to put up its Starlink internet satellite constellation. Both are now competing for the next round of Pentagon contracts, a highly competitive procurement worth billions of dollars over several years. ULA is reportedly up for sale; Blue Origin is said to be one of the suitors...

In a statement to The Post, ULA said that its "factory and launch site expansions have been completed or are on track to support our customers' needs with nearly 30 launch vehicles in flow at the rocket factory in Decatur, Alabama." Last year, ULA CEO Tory Bruno said in an interview that the deal with Amazon would allow the company to increase its flight rate to 20 to 25 a year and that to meet that cadence it was hiring "several hundred" more employees. The more often Vulcan flies, he said, the more efficient the company would become. "Vulcan is much less expensive" than the Atlas V rocket that the ULA currently flies, Bruno said, adding that ULA intends to eventually reuse the engines. "As the flight rate goes up, there's economies of scale, so it gets cheaper over time. And of course, you're introducing reusability, so it's cheaper. It's just getting more and more competitive."

The article also notes that years ago ULA "decided to eventually retire its workhorse Atlas V rocket after concerns within the Pentagon and Congress that it relied on a Russian-made engine, the RD-180. In 2014, the company entered into a partnership with Jeff Bezos' Blue Origin to provide its BE-4 engines for use on Vulcan. However, the delivery of those engines was delayed for years — one of the reasons Vulcan's first flight didn't take place until earlier this year."

The article says Cavelli's letter cited the Pentagon's need to move quickly as adversaries build capabilities in space, noting "counterspace threats" and adding that "our adversaries would seek to deny us the advantage we get from space during a potential conflict."

America Takes Its Biggest Step Yet to End Coal Mining (msn.com) 162

The Washington Post reports that America took "one of its biggest steps yet to keep fossil fuels in the ground," announcing Thursday that it will end new coal leasing in the Powder River Basin, "which produces nearly half the coal in the United States...

"It could prevent billions of tons of coal from being extracted from more than 13 million acres across Montana and Wyoming, with major implications for U.S. climate goals." A significant share of the nation's fossil fuels come from federal lands and waters. The extraction and combustion of these fuels accounted for nearly a quarter of U.S. carbon dioxide emissions between 2005 and 2014, according to a study by the U.S. Geological Survey. In a final environmental impact statement released Thursday, Interior's Bureau of Land Management found that continued coal leasing in the Powder River Basin would harm the climate and public health. The bureau determined that no future coal leasing should happen in the basin, and it estimated that coal mining in the Wyoming portion of the region would end by 2041.

Last year, the Powder River Basin generated 251.9 million tons of coal, accounting for nearly 44 percent of all coal produced in the United States. Under the bureau's determination, the 14 active coal mines in the Powder River Basin can continue operating on lands they have leased, but they cannot expand onto other public lands in the region... "This means that billions of tons of coal won't be burned, compared to business as usual," said Shiloh Hernandez, a senior attorney at the environmental law firm Earthjustice. "It's good news, and it's really the only defensible decision the BLM could have made, given the current climate crisis...."

The United States is moving away from coal, which has struggled to compete economically with cheaper gas and renewable energy. U.S. coal output tumbled 36 percent from 2015 to 2023, according to the Energy Information Administration. The Sierra Club's Beyond Coal campaign estimates that 382 coal-fired power plants have closed down or proposed to retire, with 148 remaining. In addition, the Environmental Protection Agency finalized an ambitious set of rules in April aimed at slashing air pollution, water pollution and planet-warming emissions spewing from the nation's power plants. One of the most significant rules will push all existing coal plants by 2039 to either close or capture 90 percent of their carbon dioxide emissions at the smokestack.

"The nation's electricity generation needs are being met increasingly by wind, solar and natural gas," said Tom Sanzillo, director of financial analysis at the Institute for Energy Economics and Financial Analysis, an energy think tank. "The nation doesn't need any increase in the amount of coal under lease out of the Powder River Basin."

WD Rolls Out New 2.5-Inch HDDs For the First Time In 7 Years (tomshardware.com) 63

Western Digital has unveiled new 6TB external hard drives -- "the first new capacity point for this hard drive drive form factor in about seven years," reports Tom's Hardware. "There is a catch, though: the HDD is slow and will unlikely fit into any mobile PCs, so it looks like it will exclusively serve portable and specialized storage products." From the report: Western Digital's 6TB 2.5-inch HDD is currently used for the latest versions of the company's My Passport, Black P10, and G-Drive ArmorATD external storage devices and is not available separately. All of these drives (excluding the already very thick G-Drive ArmorATD) are thicker than their 5 TB predecessors, which may suggest that in a bid to increase the HDD's capacity, the manufacturer simply installed another platter and made the whole drive thicker instead of developing new platters with a higher areal density.

While this is a legitimate way to expand the capacity of a hard drive, it is necessary to note that 5TB 2.5-inch HDDs already feature a 15-mm z-height, which is the highest standard z-height for 2.5-inch form-factor storage devices. As a result, these 6TB 2.5-inch drives will unlikely fit into any desktop PC. When it comes to specifications of the latest My Passport, Black P10, and G-Drive ArmorATD external HDDs, Western Digital only discloses that they offer up to 130 MB/s read speed (just like their predecessors), feature a USB 3.2 Gen 1 (up to 5 GT/s) interface using either a modern USB Type-C or Micro USB Type-B connector and do not require an external power adapter.

Google and Samsung used to update smartphone software for only three years. That has changed. From a report: Every smartphone has an expiration date. That day arrives when the software updates stop coming and you start missing out on new apps and security protections. With most phones, this used to happen after about only three years. But things are finally starting to change. The new number is seven. I first noticed this shift when I reviewed Google's $700 Pixel 8 smartphone in October. Google told me that it had committed to provide software updates for the phone for seven years, up from three years for its previous Pixels, because it was the right thing to do.

I was skeptical that this would become a trend. But this year, Samsung, the most profitable Android phone maker, set a similar software timeline for its $800 Galaxy S24 smartphone. Then Google said it would do the same for its $500 Pixel 8A, the budget version of the Pixel 8, which arrived in stores this week. Both companies said they had expanded their software support to make their phones last longer. This is a change from how companies used to talk about phones. Not long ago, tech giants unveiled new devices that encouraged people to upgrade every two years. But in the last few years, smartphone sales have slowed down worldwide as their improvements have become more marginal. Nowadays, people want their phones to endure.

Samsung and Google, the two most influential Android device makers, are playing catch-up with Apple, which has traditionally provided software updates for iPhones for roughly seven years. These moves will make phones last much longer and give people more flexibility to decide when it's time to upgrade. Google said in a statement that it had expanded its software commitment for the Pixel 8A because it wanted customers to feel confident in Pixel phones. And Samsung said it would deliver seven years of software updates, which increase security and reliability, for all its Galaxy flagship phones from now on.

Microsoft's ambitious goal to be carbon negative by 2030 is threatened by its expanding AI operations, which have increased its carbon footprint by 30% since 2020. To meet its targets, Microsoft must quickly adopt green technologies and improve efficiency in its data centers, which are critical for AI but heavily reliant on carbon-intensive resources. Bloomberg reports: Now to meet its goals, the software giant will have to make serious progress very quickly in gaining access to green steel and concrete and less carbon-intensive chips, said Brad Smith, president of Microsoft, in an exclusive interview with Bloomberg Green. "In 2020, we unveiled what we called our carbon moonshot. That was before the explosion in artificial intelligence," he said. "So in many ways the moon is five times as far away as it was in 2020, if you just think of our own forecast for the expansion of AI and its electrical needs." [...]

Despite AI's ravenous energy consumption, this actually contributes little to Microsoft's hike in emissions -- at least on paper. That's because the company says in its sustainability report that it's 100% powered by renewables. Companies use a range of mechanisms to make such claims, which vary widely in terms of credibility. Some firms enter into long-term power purchase agreements (PPAs) with renewable developers, where they shoulder some of a new energy plant's risk and help get new solar and wind farms online. In other cases, companies buy renewable energy credits (RECs) to claim they're using green power, but these inexpensive credits do little to spur new demand for green energy, researchers have consistently found. Microsoft uses a mix of both approaches. On one hand, it's one of the biggest corporate participants in power purchase agreements, according to BloombergNEF, which tracks these deals. But it's also a huge purchaser of RECs, using these instruments to claim about half of its energy use is clean, according to its environmental filings in 2022. By using a large quantity of RECs, Microsoft is essentially masking an even larger growth in emissions. "It is Microsoft's plan to phase out the use of unbundled RECs in future years," a spokesperson for the company said. "We are focused on PPAs as a primary strategy."

So what else can be done? Smith, along with Microsoft's Chief Sustainability Officer Melanie Nakagawa, has laid out clear steps in the sustainability report. High among them is to increase efficiency, which is to use the same amount of energy or computing to do more work. That could help reduce the need for data centers, which will reduce emissions and electricity use. On most things, "our climate goals require that we spend money," said Smith. "But efficiency gains will actually enable us to save money." Microsoft has also been at the forefront of buying sustainable aviation fuels that has helped reduce some of its emissions from business travel. The company also wants to partner with those who will "accelerate breakthroughs" to make greener steel, concrete and fuels. Those technologies are starting to work at a small scale, but remain far from being available in commercial quantities even if expensive. Cheap renewable power has helped make Microsoft's climate journey easier. But the tech giant's electricity consumption last year rivaled that of a small European country -- beating Slovenia easily. Smith said that one of the biggest bottlenecks for it to keep getting access to green power is the lack of transmission lines from where the power is generated to the data centers. That's why Microsoft says it's going to increase lobbying efforts to get governments to speed up building the grid.
If Microsoft's emissions remain high going into 2030, Smith said the company may consider bulk purchases of carbon removal credits, even though it's not "the desired course."

"You've got to be willing to invest and pay for it," said Smith. Climate change is "a problem that humanity created and that humanity can solve."

Bay Area City Orders Scientists To Stop Controversial Cloud Brightening Experiment (sfgate.com) 93

Last month, researchers from the University of Washington started conducting an experiment on a decommissioned naval ship in Alameda to test if spraying salt water into the air could brighten clouds and cool the planet. However, their project was forced to stop this month after the city got word of what was going on. SFGate reports: According to a city press release, scientists were ordered to halt the experiment because it violated Alameda's lease with the USS Hornet, the aircraft carrier from which researchers were spraying saltwater into the air using "a machine resembling a snowmaker." The news was first reported by the Alameda Post. "City staff are working with a team of biological and hazardous materials consultants to independently evaluate the health and environmental safety of this particular experiment," the press release states. Specifically, chemicals present in the experiment's aerosol spray are being evaluated to study whether or not they pose any threats to humans, animals or the environment. So far, there isn't any evidence that they do, the city stated.

The prospect of a city-conducted review was not unexpected, the University of Washington said in a statement shared with SFGATE. "In fact, the CAARE (Coastal Aerosol Research and Engagement) facility is designed to help regulators, community members and others engage with the research closely, and we consider the current interactions with the city to be an integral part of that process," the statement reads. "We are happy to support their review and it has been a highly constructive process so far."
The marine cloud brightening (MCB) technique involves spraying fine particles of sea salt into the atmosphere from ships or specialized machines. These sea salt particles are chosen because they are a natural source of cloud-forming aerosols and can increase the number of cloud droplets, making the clouds more reflective. The particles sprayed are extremely small, about 1/1000th the width of a human hair, ensuring they remain suspended in the air and interact with cloud droplets effectively.

By reflecting more sunlight, these brightened clouds can reduce the amount of solar energy reaching the Earth's surface, leading to localized cooling. If implemented on a large scale, this cooling effect could potentially offset some of the warming caused by greenhouse gases.

How Microsoft Employees Pressured the Company Over Its Oil Industry Ties (grist.org) 144

The non-profit environmental site Grist reports on "an internal, employee-led effort to raise ethical concerns about Microsoft's work helping oil and gas producers boost their profits by providing them with cloud computing resources and AI software tools." There's been some disappointments — but also some successes, starting with the founding of an internal sustainability group within Microsoft that grew to nearly 10,000 employees: Former Microsoft employees and sources familiar with tech industry advocacy say that, broadly speaking, employee pressure has had an enormous impact on sustainability at Microsoft, encouraging it to announce industry-leading climate goals in 2020 and support key federal climate policies.

But convincing the world's most valuable company to forgo lucrative oil industry contracts proved far more difficult... Over the past seven years, Microsoft has announced dozens of new deals with oil and gas producers and oil field services companies, many explicitly aimed at unlocking new reserves, increasing production, and driving up oil industry profits...

As concerns over the company's fossil fuel work mounted, Microsoft was gearing up to make a big sustainability announcement. In January 2020, the company pledged to become "carbon negative" by 2030, meaning that in 10 years, the tech giant would pull more carbon out of the air than it emitted on an annual basis... For nearly two years, employees watched and waited. Following its carbon negative announcement, Microsoft quickly expanded its internal carbon tax, which charges the company's business groups a fee for the carbon they emit via electricity use, employee travel, and more. It also invested in new technologies like direct air capture and purchased carbon removal contracts from dozens of projects worldwide.

But Microsoft's work with the oil industry continued unabated, with the company announcing a slew of new partnerships in 2020 and 2021 aimed at cutting fossil fuel producers' costs and boosting production.

The last straw for one technical account manager was a 2023 LinkedIn post by a Microsoft technical architect about the company's work on oil and gas industry automation. The post said Microsoft's cloud service was "unlocking previously inaccessible reserves" for the fossil fuel industry, promising that with Microsoft's Azure service, "the future of oil and gas exploration and production is brighter than ever."

The technical account manager resigned from the position they'd held for nearly a decade, citing the blog post in a resignation letter which accused Microsoft of "extending the age of fossil fuels, and enabling untold emissions."

Prime Minister Anthony Albanese's government says the move is needed to shore up domestic energy supply while supporting a transition to net zero... Australia — one of the world's largest exporters of liquefied natural gas — has also said the policy is based on "its commitment to being a reliable trading partner". Released on Thursday, the strategy outlines the government's plans to work with industry and state leaders to increase both the production and exploration of the fossil fuel. The government will also continue to support the expansion of the country's existing gas projects, the largest of which are run by Chevron and Woodside Energy Group in Western Australia...

The policy has sparked fierce backlash from environmental groups and critics — who say it puts the interest of powerful fossil fuel companies before people. "Fossil gas is not a transition fuel. It's one of the main contributors to global warming and has been the largest source of increases of CO2 [emissions] over the last decade," Prof Bill Hare, chief executive of Climate Analytics and author of numerous UN climate change reports told the BBC... Successive Australian governments have touted gas as a key "bridging fuel", arguing that turning it off too soon could have "significant adverse impacts" on Australia's economy and energy needs. But Prof Hare and other scientists have warned that building a net zero policy around gas will "contribute to locking in 2.7-3C global warming, which will have catastrophic consequences".

The Earth's CO2 Levels Are Increasing Faster Than Ever (msn.com) 168

"Atmospheric levels of planet-warming carbon dioxide aren't just on their way to yet another record high this year," reports the Washington Post.

"They're rising faster than ever, according to the latest in a 66-year-long series of observations." Carbon dioxide levels were 4.7 parts per million higher in March than they were a year earlier, the largest annual leap ever measured at the National Oceanic Atmospheric Administration laboratory atop a volcano on Hawaii's Big Island. And from January through April, CO2 concentrations increased faster than they have in the first four months of any other year...

For decades, CO2 concentrations at Mauna Loa in the month of May have broken previous records. But the recent acceleration in atmospheric CO2, surpassing a record-setting increase observed in 2016, is perhaps a more ominous signal of failing efforts to reduce global greenhouse gas emissions and the damage they cause to Earth's climate. "Not only is CO2 still rising in the atmosphere — it's increasing faster and faster," said Arlyn Andrews, a climate scientist at NOAA's Global Monitoring Laboratory in Boulder, Colorado. A historically strong El Niño climate pattern that developed last year is a big reason for the spike. But the weather pattern only punctuated an existing trend in which global carbon emissions are rising even as U.S. emissions have declined and the growth in global emissions has slowed. The spike is "not surprising," said Ralph Keeling, director of the CO2 Program at Scripps Institution, "because we're also burning more fossil fuel than ever...."

El Niño-linked droughts in tropical areas including Indonesia and northern South America mean less carbon storage within plants, Keeling said. Land-based ecosystems around the world tend to give off more carbon dioxide during El Niño because of the changes in precipitation and temperature the weather pattern brings, Andrews added. And for CO2 concentrations to fall back below 400 parts per million, it would take more than two centuries even if emissions dropped close to zero by the end of this century, she added.

This year's reading "is more than 50 percent above preindustrial levels and the highest in at least 4.3 million years, according to NOAA."

The Automotive Cold War Is Officially Underway (insideevs.com) 170

Tim Levin reports via InsideEVs: Two things of note in the electric vehicle world happened today around the same time. First, the Geely Group-owned Chinese EV brand Zeekr debuted on the New York Stock Exchange today at a valuation of around $5.2 billion. Then, around 250 miles south in Washington, D.C., news emerged that the Biden Administration is set to quadruple tariffs on Chinese-made electric cars if they hit American roads. The timing may be purely coincidental. But after this week, one thing feels clearer than ever: the automotive Cold War between China and the West is fully underway, and EVs specifically are at the center of it all.

The Wall Street Journal got the scoop that the White House plans to announce higher tariffs on Chinese clean-energy imports in the coming days. Under the reported new policies, tariffs on Chinese EVs are set to quadruple, rising from the current 25% to a whopping 100%, anonymous sources told the outlet. In theory, that would substantially increase the cost of any Chinese-made EVs on our market, including, potentially, ones sold by known Western and other Asian brands. It's no secret why the U.S. is attempting to push back on Chinese EVs, to say nothing of other clean energy imports from that country like solar panels. China has spent years aggressively building up its capacity to manufacture electric cars. It's developed a stranglehold on the supply chains for lithium-ion batteries and the critical minerals they contain. It has lavished state incentives on both EV production and purchasing. In recent years, the country has emerged as a global EV powerhouse -- and, for the first time ever, an exporter on par with leaders like Japan and Germany.

Many still believe that China's cars are cheap and technologically subpar. But the truth is China has learned to build cars very, very well, as InsideEVs' own Kevin Williams discovered during a recent trip to the Beijing auto show. China's homegrown electrified vehicles range from the inexpensive -- some, like the BYD Seagull, cost less than $10,000 in their home market -- to higher-end, luxury-focused offerings like the Yangwang U8, a kind of plug-in hybrid competitor to the Mercedes G-Class that can "float" on water. From batteries to software, most are incredibly advanced. Car companies and policymakers in the U.S. (and Europe) say these cars pose a real threat to our nascent EV market, where many options still remain unaffordable and things like batteries and software are works in progress. In response, European Union officials have also launched investigations into Chinese imports that could lead to stronger tariffs.
"In effect, the tariffs may end up buying the U.S. some time, rather than being a permanent solution here," concludes Levin. "After all, as Kevin Williams pointed out after going to Beijing: all of these crackdowns aren't guaranteed to yield better cars from Ford, General Motors and the rest."

According to the WSJ, the new tariffs on Chinese goods will also apply to solar panels, batteries and critical battery minerals. They're expected to be announced as soon as next week.
