As Amazon and Walmart-owned Flipkart spend billions to make a dent in India's retail market and reel from recent regulatory hurdles, the two companies have stumbled upon a new challenge: Mukesh Ambani, Asia's richest man. From a report: Reliance Retail and Reliance Jio, two subsidiaries of Ambani's Reliance Industries, said they have soft-launched JioMart, their e-commerce venture that works closely with neighborhood stores, in parts of the state of Maharashtra -- Navi Mumbai, Kalyan and Thane. The e-commerce venture, which is being marketed as "Desh Ki Nayi Dukaan" (Hindi for new store of the country), currently offers a catalog of 50,000 grocery items and promises "free and express delivery." In an email to Reliance Jio users, the two aforementioned subsidiaries that are working together on the e-commerce venture said they plan to expand the service to many parts of India in coming months. The joint venture has also urged Jio subscribers to sign up to JioMart to access introductory offers. A Reliance spokesperson declined to share more. The soft launch this week comes months after Ambani, who runs Reliance Industries -- India's largest industrial house -- said that he wants to service tens of millions of retailers and store owners across the country. If there is anyone in India who is positioned to compete with heavily backed Amazon and Walmart, it's Ambani. Reliance Retail, which was founded in 2006, is the largest retailer in the country by revenue. It serves more than 3.5 million customers each week through its nearly 10,000 physical stores in more than 6,500 Indian cities and towns. Reliance Jio is the second largest telecom operator in India, with more than 360 million subscribers.

Nuclear Fusion Startup Raises $100 Million To Design and Build a Demo Power Plant (bloomberg.com) 141

An anonymous reader quotes a report from Bloomberg: A nuclear fusion start-up backed by billionaire Jeff Bezos raised more than $100 million to help design and build a demonstration power plant. The company lined up $65 million in Series E financing led by Singapore's Temasek Holdings Pte, and is getting another $38 million from Canada's Strategic Innovation Fund, General Fusion Inc. said in a statement Monday. It's now attracted more than $200 million in financing.

Canada-based General Fusion is one of about two dozen companies seeking to commercialize nuclear fusion technology. It relies on the same process that powers stars, generating huge amounts of energy by fusing small atoms into larger ones. While it holds out the promise of cheap, carbon-free energy, researchers have been working for decades to overcome significant technical hurdles. Firms pursuing such designs are hoping they can start generating power sooner than the 35-nation, $25 billion Tokamak fusion reactor known as ITER. Collaborators on that facility -- the largest research project in history -- have been laboring on a gigantic demonstration reactor in France since 2010.

As 5G Rolls Out, Troubling New Security Flaws Emerge (wired.com) 19

It's not yet prime time for 5G networks, which still face logistical and technical hurdles, but they're increasingly coming online in major cities worldwide. Which is why it's especially worrying that new 5G vulnerabilities are being discovered almost by the dozen. From a report: At the Association for Computing Machinery's Conference on Computer and Communications Security in London today researchers are presenting new findings that the 5G specification still has vulnerabilities. And with 5G increasingly becoming a reality, time is running out to catch these flaws. The researchers from Purdue University and the University of Iowa are detailing 11 new design issues in 5G protocols that could expose your location, downgrade your service to old mobile data networks, run up your wireless bills, or even track when you make calls, text, or browse the web. They also found five additional 5G vulnerabilities that carried over from 3G and 4G. They identified all of those flaws with a new custom tool called 5GReasoner.

One purported benefit of 5G is that it protects phone identifiers, like your device's "international mobile subscriber identity," to help prevent tracking or targeted attacks. But downgrade attacks like the ones the researchers found can bump your device down to 4G, or put it into limited service mode, then force it to send its IMSI number unencrypted. Increasingly, networks use an alternative ID called a Temporary Mobile Subscriber Identity that refreshes periodically to stymie tracking. But the researchers also found flaws that could allow them to override TMSI resets, or correlate a device's old and new TMSI, to track devices. Mounting those attacks takes only software-defined radios that cost a few hundred dollars. The 5GReasoner tool also found issues with the part of the 5G standard that governs things like initial device registration, deregistration, and paging, which notifies your phone about incoming calls and texts. Depending on how a carrier implements the standard, attackers could mount "replay" attacks to run up a target's mobile bill by repeatedly sending the same message or command. It's an instance of vague wording in the 5G standard that could cause carriers to implement it weakly.

The Microsoft of the 2000s, under Steve Ballmer, was almost exactly the opposite. Bruised and battered by the consent decree handed down by the Department of Justice for the very same ambition that brought it to dominance, Ballmer's Microsoft was sales-forward and cautious. It was either gazing at its own Windows-shaped navel or nervously clutching its pearls at the approach of Google in its rearview mirror. This inattention to anything resembling the imaginative or innovative caused it to hemorrhage talent, flatline its stock, bore its customers, and miss (or at least be very late to) the next three technology megatrends -- web, cloud, and mobile -- on the trot. It was an era of hand-wringing and coming to grips with a profitable but uninspired slide into irrelevance...

Satya Nadella has embarked on a culture-forward vision, which presents some serious historical hurdles to clear. Namely: how does a company move toward a new version of itself when its ranks are replete with people who made their fame and fortune under the previous versions...? Nadella's public fight against the old Microsoft is tacit recognition of the long shadows that both Gates and Ballmer cast. Each exited the company, but their legacies linger... If Windows was the only refuge for recycled failures -- the wannabe leaders who energetically and emphatically backed Gates' and Ballmer's strategy that whiffed on the web, cloud, and mobile -- Microsoft might be ok. But the residue of the past is thick in enough places that it is suffocating the culture of tomorrow...

At its core, Microsoft is a company that makes its money the old fashioned way: by creating products of value that people willingly part with their money to use. They stand as a bulwark against the data mongering and user exploitation that Google and Facebook see as the future of humanity. The entire world has a stake in Nadella's fledgling culture-forward strategy prevailing over the 40-year momentum of the made-men standing squarely in its way.

The Most Important Right-To-Repair Hearing Yet Is On Monday (vice.com) 32

An anonymous reader quotes a report from Motherboard: On Monday, the right-to-repair movement will have its best chance at advancing legislation that would make it easier to repair your gadgets. The Massachusetts state legislature is holding a three-hour hearing on the Digital Right to Repair act, a bill that would require electronics manufacturers to sell repair parts and tools, make repair guides available, and would prevent them from using software to artificially prevent repair.

So far this year, 19 other states have considered similar legislation. It hasn't passed in any of them. But Massachusetts is one of the most likely states to pass the legislation, for a few different reasons. Most notably, the legislation is modeled on a law passed unanimously in Massachusetts in 2012 that won independent auto shops the right to repair, meaning lawmakers there are familiar with the legislation and the benefits that it has had for auto repair shops not just in Massachusetts but around the country. Crucially, important legislative hurdles have already been cleared in the state: Both the House and Senate bills are identical and has broad support from both Democrats and Republicans in the legislature. The hearing is going to be held in the Gardner Auditorium, which holds 600 people, making this the largest and highest-profile hearing on the topic in any state thus far.

Some Colleges Are Using Students' Smartphones To Track Their Locations on Campus (chronicle.com) 54

Lee Gardner, reporting for Chronicle: James Dragna had his work cut out for him when he became "graduation czar" at California State University at Sacramento, in 2016. The university's four-year graduation rate sat at 9 percent. It hadn't moved in about 30 years, he says. Like many student-success experts at public colleges these days, Dragna combed through academic data about students that the university had on hand -- grades, attendance, advising information -- to track how they were doing as each semester wore on. He fed those data into predictive-analytics software to look for potential problems or hurdles that might lead to failing grades or dropping out, and to identify students who might benefit from a little extra support. Three years later, the university's four-year graduation rate is up to 20 percent. Its six-year rate has risen to 54 percent from 47 percent.

Stories like that dot the higher-education landscape as more colleges take advantage of burgeoning Big Data technology to keep tabs on their students and find more places where they can successfully intervene. But recently, the practice of tracking students has taken a more literal turn. Sacramento State plans to gather data on where some of its students spend time on the campus and for how long, joining 14 other institutions using software from a company called Degree Analytics. When a tracked student -- a freshman who has opted in -- enters the student union, her smartphone or laptop will connect to the local Wi-Fi router, and the software will make note of it. When the student leaves and her phone connects to the router in the chemistry building, or the library, or the dorm, it will capture that, too, 24 hours a day, seven days a week. It isn't hard to imagine the wealth of observational data such location tracking might produce, and the student-success insights that might arise from it. For example, knowing that A students spend a certain number of hours in the library every week -- and eventually communicating that to students -- might motivate them to study there more often.

Teens Choose YouTube Over Netflix For the First Time, Survey Finds 54

According to Piper Jaffray's fall 2019 survey, teens prefer watching videos on YouTube more than Netflix. CNBC reports: Piper Jaffray found 37% of teens surveyed are streaming video most often on the Google-owned platform, narrowly edging out longtime leader Netflix, which came in at 35%. The firm attributed the shift to YouTube's diversified content library, which includes a "wide array of teen-oriented content" like music videos, video game playthroughs, how-to videos and videos from social media influencers, among other things.

Despite Netflix ceding its pole position to YouTube, teens are flocking to it far more than other streaming services, Piper Jaffray found. Hulu and Amazon's Prime Video served as the preferred platforms for 7% and 3% of teens surveyed, respectively. Cable TV ranked third at 12%, down from 14% in the spring, indicating that cord-cutting continues to be on the rise, the firm said.
"Among the subscription services, Netflix is the leader in category that contains massive multi-year growth potential as more content viewing shifts online," Piper Jaffray analysts said. "There will be increasing competition (Disney's Disney+ and Apple's Apple TV+) and unforeseen hurdles, but we believe the market will support multiple players, with Netflix leading the way."

Transferring Vaginal Fluids Could 'Revolutionize' Women's Health, Researchers Say (arstechnica.com) 83

While fecal transplants have proven to be quite successful, researchers are now experimenting with swapping vaginal fluids to improve health. "If [vaginal microbiota transplants (VMTs)] work as researchers hypothesize, they could rub out many common problems at once," reports Ars Technica. "And based on what we know of vaginas, they could be far less messy than transplants involving poop." From the report: The basic idea behind VMTs is identical to that of poop transplants, aka fecal microbiota transplants (FMTs), which have been around for centuries. Generally, FMTs aim to use microbe-laden bodily products -- in this case excrement -- to introduce or restore rich, complex microbial communities into the innards of ailing recipients. In healthy human intestines, thriving microbial inhabitants are involved in everything from cycling hormones and influencing immune responses to protecting from pathogenic germs, not to mention helping extract nutrients from food. When these communities die off, get out of balance (a condition generally called dysbiosis), or become overrun by disease-causing germs, our health can wane. That's where FMTs come in.

Modern FMT recipients now take in the goods by piping them into their bowels, gulping them in capsules, or injecting them in enemas. And researchers are looking into using FMTs to treat a range of conditions including obesity, food allergies, inflammatory bowel disease, depression and multiple sclerosis. But despite the fact that the medicine has come a long way from serving poopy soup, researchers are still straining to squeeze out all of FMTs potential. So far, the only condition for which there's firm evidence that FMTs are effective is recalcitrant Clostridium difficile infections, which cause severe diarrhea -- echoing the centuries-old uses of FMTs. [...] Vaginal microbiota transplants, on the other hand, may not face such onerous hurdles. Based on what researchers have gathered so far, the microbial communities of a healthy vagina are relatively simple compared with that of the gut, and they play key roles in health.

Cloudflare Relaunches Its Security-Focused Mobile VPN Warp (cloudflare.com) 19

tearmeapart writes (edited to add more details): Cloudflare is opening up its security and speed-focused mobile VPN service called WARP and WARP Plus to the general public. WARP is a mobile app for Android and Apple to establish a VPN to CloudFlare's huge global network. Cloudflare is promising:
1. No user-identifiable log data to disk;
2. No selling browsing data;
3. No need to provide any personal information
4. Regularly get audited.
This is the second time Cloudflare is launching Warp. The VPN builds on Cloudflare's existing mobile app 1.1.1.1, which encrypts domain name system connections. But Warp goes beyond this protection to encrypt the whole journey from your device to a web server and back -- even if the website itself still isn't offering HTTPS web encryption. And all of this happens quickly, without draining your battery, and without complicated setup. In an interview with Wired, Cloudflare CEO Matthew Prince said: Yeah, what we thought was going to be easy back in April turned out to be a lot harder than we expected. We had been testing this primarily in San Francisco and Austin and London, which is where the teams that were working on this are based. But as soon as users started to get anywhere that didn't have a fairly reliable internet connection, just all hell broke loose. The report adds: In describing the hurdles Cloudflare faced getting Warp off the ground, John Graham-Cumming, the company's chief technology officer, and Dane Knecht, its head of product strategy, note that many of the challenges came from dealing with interoperability issues between mobile device models, operating system versions, and different mobile network and Wi-Fi configurations around the world. For example, Warp is built on a newer secure communication protocol for VPNs known as WireGuard, which isn't ubiquitous yet and therefore isn't always natively supported by devices. The team also faced challenges dealing with web protocols and standards that are implemented inconsistently across different wireless carriers and internet service providers around the world. Cloudflare's 1.1.1.1 focuses on encrypting DNS connections specifically, but Warp aims to encompass everything in one protected tunnel. Keeping everything together as data traverses the labyrinth of servers that make up the internet, including Cloudflare's own massive network, was tough. Warp is free to use without any bandwidth caps or limitations. But Warp Plus, which is being offered through a monthly subscription fee, offers a "faster version of Warp that you can optionally pay for. The fee for Warp Plus varies by region and is designed to approximate what a McDonald's Big Mac would cost in the region. On iOS, the Warp Plus pricing as of the publication of this post is still being adjusted on a regional basis, but that should settle out in the next couple days. Warp Plus uses Cloudflare's virtual private backbone, known as Argo, to achieve higher speeds and ensure your connection is encrypted across the long haul of the Internet. We charge for it because it costs us more to provide," the company said in the blog post.

Startups Are Using Insect Larvae To Produce Protein-Rich Ingredients For Animals (nytimes.com) 57

An anonymous reader quotes a report from The New York Times: AgriProtein is among a small number of start-ups that are using insect larvae to produce protein-rich ingredients for animal feed. This nascent industry could help feed a growing human population in a way that's less damaging to the environment. Protix opened one of the world's largest insect farms in June in the Netherlands, while other producers, including Enviroflight, Ynsect and AgriProtein, are building large facilities to turn billions of insects into animal protein every month. Large farming companies like Cargill and Wilbur-Ellis are also investing in this sector. By breeding insects in vertical farms, these companies can produce large amounts of feed in less space than traditional farms, their proponents say. Proponents say this industry makes sense from a biological standpoint because insects are part of the natural diet of many animals, especially chicken and fish.

Despite the possibilities, the insect protein industry faces many challenges. Regulatory hurdles have hampered its growth in Europe and the United States, where black soldier fly products can be used to feed poultry and some fish species but not other animals, and there is no regulatory approval for the use of other insect species for this purpose. But companies are confident that regulators in the United States will lift those restrictions soon.
The report notes that black soldier fly larvae is favored by the "insect protein" industry because it "can become 200 times bigger after eating organic waste for 10 days."

Does America's First Commercial Offshore Wind Farm Portend a Clean Energy Revolution? (thebulletin.org) 175

In the Bulletin of the Atomic Scientists, Slashdot reader Dan Drollette describes visiting one of North America's biggest experiments in renewable energy, off the coast of Rhode Island.

As the only commercial offshore wind farm in North America, Block Island is "setting the stage for what could be a rapid explosion in the number of commercial offshore windmills on the entire East Coast of the United States, assuming they leap the latest set of ever-changing legal hurdles set by fossil-fuel friendly regulators in Washington, DC." The goal of the Block Island test wind farm -- which started construction in the summer of 2015 and started generating some power in December 2016 -- is to see if it is technologically, environmentally, and scientifically possible to transfer offshore wind power technology from Europe to North America... This five-turbine, 30-megawatt endeavor has been effectively acting as a multi-year, real-world experiment in offshore wind power for the United States, paving the way for offshore wind farms on the northeast coast and the mid-Atlantic that could each be as much as 600 times the size of this test site, with hundreds of turbines generating electricity for hundreds of thousands of homes from just one full-scale, industrial-sized wind farm. There are more than a dozen large offshore "wind lease areas" suitable for wind farms currently up for bid from the federal Bureau of Ocean Energy Management, stretching from Massachusetts to North Carolina. Massachusetts alone is soliciting contracts for 1,600 megawatts of offshore wind development (half have now been sold), which is more than 50 times the size of this pilot project off of Block Island.... Once it is built and running, the Massachusetts project off Martha's Vineyard alone will provide enough energy to power at least 230,000 households, or about a third of the state's residential energy demand.

Other states are working on a similar gargantuan scale. All told, there are 28 offshore wind projects in the works on the East Coast, with a total capacity of 24 gigawatts, or 24,000 megawatts. To give a sense of the massive size of the generating power of the wind farms now in the works, the first commercial civilian nuclear reactor in the United States -- Massachusetts' Yankee Rowe Nuclear Power Station, now decommissioned -- generated just 185 megawatts at its peak. But after decades of false starts and tangled litigation, a sea change appears to be occurring for offshore wind in the United States, as this country races to catch up with Northern Europe, where this renewable energy source has become increasingly mainstream and increasingly cheap... And these offshore wind projects could have a big impact on the environment. The Union of Concerned Scientists estimates that the newly contracted wind farms would offset carbon emissions equivalent to removing about 270,000 cars from the road. They could play a key role in reducing the region's climate change footprint, while allowing the New England economy to grow...

Consequently, this handful of windmills in one test plot have been closely watched, studied, and debated, from multiple points of view, by many different "stakeholders," as the parlance goes -- including Wall Street analysts, investment firms, engineers, economists, sociologists, fisheries experts, environmental activists, historic preservationists, ornithologists, marine mammal biologists, Native American tribes, scallopers, long-liners, oystermen, sport fisherman, real estate investors, the tourism industry, and homeowners. And, of course, lawyers. Many, many lawyers...

The article notes that often windmill power companies "can piggyback on existing infrastructure, in the form of the high-tension power lines built for decommissioned nuclear plants or retired coal-fired plants such as the 1,500 megawatt Brayton Point Power Station on the mainland -- the last coal-burning plant in Massachusetts, which was shut down in May 2017..."

After talking to several locals, he concludes that "If there is a common thread to the comments, it is that the windmills are quiet and distant, and that with a steady and predictable source of power, islanders no longer have to worry about blackouts or brownouts... If nothing else, wind had turned out to be more reliable than ferrying barrels of diesel fuel to a generator located on an island 13 miles out to sea."

MIT Unveils the World's Most Advance Carbon Nanotube Chip (technologyreview.com) 37

"A team of academics at MIT has unveiled the world's most advanced chip yet that's made from carbon nanotubes," reports MIT's Technology Review: Not only are nanotube transistors faster than silicon ones, studies have found that chips made from nanotubes could be up to ten times more energy efficient. This efficiency boost could significantly extend electronic gadgets' battery life. Researchers have been working on alternative chips involving the molecules for decades, but manufacturing headaches have kept the processors stuck in research labs. In a paper published in Nature, the MIT team says it has found ways to overcome some of the biggest hurdles to producing them at scale...

[C]hallenges intrigued Max Shulaker, an MIT professor who has worked on other notable projects in the field, and has received funding from the US Defense Advanced Projects Research Agency to develop nanotube technology. The group of researchers he leads has developed a working 16-bit microprocessor [based on the RISC-V instruction set and running standard 32-bit instructions] built from over 14,000 carbon nanotube transistors that Shulaker claims is the most complex ever demonstrated. The techniques they have come up with can be implemented with equipment used for making conventional silicon chips, which means chipmakers won't have to invest in expensive new gear if they want to make nanotube processors...

Researchers discovered that some kinds of logic gates, which are fundamental building blocks of digital circuits, were more resistant to problems triggered by metallic-like nanotubes than others. That led them to develop a new circuit design that prioritizes these gates, while minimizing the use of more sensitive metallic ones... The chip that the MIT researchers produced using these techniques is capable of running a simple program that produces the message "Hello, World."

Shulaker says the significance of their research is it clearly points the way for a transition from silicon to carbon nanotubes. "There's no leap of faith required anymore."

Why Canonical Views the Snap Ecosystem as a Compelling Distribution-Agnostic Solution (techrepublic.com) 93

Canonical's Martin Wimpress addresses Snaps, Flatpak, and other competing standards, and community unease around Canonical's control of the Snap store. intensivevocoder writes: With these advances in hardware support, the last significant challenge users face when switching from Windows or Mac to a Linux distribution is app distribution and installation. While distribution-provided repositories are useful for most open source software, the release model of distributions such as Ubuntu or Fedora lock in users to a major version for programs for the duration of a particular release. Because of differences in how they interact with the underlying system, certain configuration tasks are different between Snaps or Flatpaks than for directly-installed applications. Likewise, initial commits for the Snap and Flatpak formats were days apart -- while the formats were developed essentially in parallel, the existence of two 'universal' package formats has led to disagreement about competing standards. TechRepublic interviewed Martin Wimpress, engineering manager for Snapcraft at Canonical, about Ubuntu's long term plans for Snaps, its adoption and support in other Linux distributions, Canonical's position as the operator of the Snap Store, and the benefits Snaps provide over Flatpak. An excerpt from the interview: TechRepublic: Practically speaking, there are two competing standards for cross-platform application packaging -- three, if you count AppImage. What's the practical benefit that Canonical's Snap format offers over Flatpak or AppImage?
Martin Wimpress: If you look at the initial commits of both of those projects, Snaps have a lineage back to Click packages, which were developed for [Ubuntu Phone] originally. The Snap project developed out of what had been learned from doing the phones, with a view to solving problems in IoT. So, although technically snapd and xdg-apps -- and consequently Flatpak -- look like they emerged around the same time, Snaps can trace their lineage back to the Click project from several years previous. If we're looking at Flatpak specifically, we can probably include AppImage in most of these comparisons as well. Some of the similarities are that Snaps are self-contained software packages, which is something that Flatpak and AppImage strive to be as well. I think that Flatpak achieves that better than AppImage. I think AppImage still makes some assumptions on what's installed on the host operating system. It doesn't bundle everything inside the AppImage. Similarly, Snaps, Flatpak, and AppImage work across all the major Linux distributions without modification. We haven't all arrived at this solution by accident. We've clearly, independently, all realized that this is a problem that we need to solve in order to encourage software vendors to publish their applications on Linux, because Linux is a very broad platform to target. If you can lower the hurdles... to getting your software in front of users on Linux, then that's a good thing. And we're all aiming to do the same thing there.

T-Mobile Wins $26.5B Sprint Deal Approval With Plan To Create Rival (bloomberg.com) 40

The Justice Department approved T-Mobile's acquisition of Sprint, a deal it rejected under the previous administration, clearing one of the biggest hurdles to a takeover that will reshape the wireless industry. From a report: T-Mobile and Sprint agreed to sell multiple assets to Dish Network as a condition for approval, paving the way to creating a new wireless company, the Justice Department said in a statement Friday. The carriers have promised to deploy a 5G network that would cover 97% of the U.S. population within three years and 99% within six years. "The remedies set up Dish as a disruptive force in wireless," said Makan Delrahim, the head of the Justice Department's antitrust division, during a briefing with reporters.

Slashdot reader stevent1965 writes: The costs of running the International Space Station are a burden for NASA's budget. It has cost over $100 billion to construct and annual operating expenses run between $3 and $4 billion per year, representing a substantial percentage [about half] of NASA's manned space exploration budget. What to do, what to do?

A potential solution is to turn over operations (if not ownership) to private enterprise (Elon, are you listening?) Commercialization of space exploration may be anathema to some, but there is ample precedent for the government ceding control of publicly-funded endeavors to private enterprises. The Internet is the obvious example.

Sunday NPR noted that a few weeks ago NASA held a press event at Nasdaq's MarketSite to announce and promote "the commercialization of low Earth orbit," with astronaut Christina Koch beaming down a video from space to say that the crew was "so excited" to be a part of NASA "as our home and laboratory in space transitions into being accessible to expanded commercial and marketing opportunities" (as well as to "private astronauts.")

But there are big logistical and financial hurdles. (Even NASA admits to NPR that revenue-generating opportunities first "need to be cultivated by the creative and entrepreneurial private sector.") So leave your own best thoughts in the comments -- the how, why, what if, or why not.

Facebook Announces Libra Cryptocurrency (fb.com) 219

Facebook has finally revealed the details of its cryptocurrency Libra. From a blog post: Today we're sharing plans for Calibra, a newly formed Facebook subsidiary whose goal is to provide financial services that will let people access and participate in the Libra network. The first product Calibra will introduce is a digital wallet for Libra, a new global currency powered by blockchain technology. The wallet will be available in Messenger, WhatsApp and as a standalone app -- and we expect to launch in 2020. [...] For many people around the world, even basic financial services are still out of reach: almost half of the adults in the world don't have an active bank account and those numbers are worse in developing countries and even worse for women. The cost of that exclusion is high -- approximately 70% of small businesses in developing countries lack access to credit and $25 billion is lost by migrants every year through remittance fees. This is the challenge we're hoping to address with Calibra, a new digital wallet that you'll be able to use to save, send and spend Libra.

From the beginning, Calibra will let you send Libra to almost anyone with a smartphone, as easily and instantly as you might send a text message and at low to no cost. And, in time, we hope to offer additional services for people and businesses, like paying bills with the push of a button, buying a cup of coffee with the scan of a code or riding your local public transit without needing to carry cash or a metro pass. When it launches, Calibra will have strong protections in place to keep your money and your information safe. We'll be using all the same verification and anti-fraud processes that banks and credit cards use, and we'll have automated systems that will proactively monitor activity to detect and prevent fraudulent behavior. We'll also offer dedicated live support to help if you lose your phone or your password -- and if someone fraudulently gains access to your account and you lose some Libra as a result, we'll offer you a refund.
Facebook's currency is backed by more than two dozen companies ranging from Visa and Mastercard to Lyft and Spotify. Apple, Google, Amazon and Microsoft have not yet signed up. Banks decided not to join the starting roster because of uncertainties about regulation and concerns over logistical issues that could hamper take-up, Financial Times reported citing several industry executives. From the report: If successful, the project could dramatically reshape some corners of the finance industry, disintermediating payments platforms and stealing business from retail banks and fintech groups, particularly those that specialise in sending payments across borders. Jorn Lambert, executive vice-president for digital solutions at Mastercard, said he was not worried that fee-free transactions would threaten the payment card business. "It's an addition to what we do, not instead of what we do. It is not a zero-sum game. Today, 85 per cent of transactions are made in cash." It is unclear whether Libra will clear the steep hurdles needed to get off the ground, win over regulators, such as the US Securities and Exchange Commission, and be embraced, or strongly resisted, by the financial services industry. Central banks have already questioned the impact of company-created cryptocurrencies on financial stability. "We see hurdles to scale, we see hurdles to adoption, we see enough of this to decide that we would not participate in a scheme like this," said a senior payments executive at a large global bank.

FCC Chairman Backs T-Mobile, Sprint Merger With New Conditions (variety.com) 60

T-Mobile and Sprint submitted a new plan for their proposed $26 billion merger to the FCC -- including enhanced 5G buildout commitments and an agreement to spin off Sprint's Boost Mobile -- which got the nod from Federal Communications Commission Chairman Ajit Pai. From a report: T-Mobile and Sprint first announced their plans to merge in April 2018, looking to combine forces to take on the two industry leaders -- AT&T and Verizon. To clear regulatory hurdles, the companies have been forced to make additional guarantees. Those include a commitment to deploying a 5G network that would cover 97% of the U.S. population within three years of the closing of the merger and 99% within six years. In addition, the revised T-Mobile/Sprint plan guarantees that their 5G network would reach deep into rural areas, with 85% of rural Americans covered within three years and 90% covered within six years. T-Mobile and Sprint also have promised that 90% of Americans would have access to mobile broadband service at speeds of at least 100 megabits per second and 99% would have access to speeds of at least 50 Mbps.

The UN Wants To Build Floating Cities To Save Us From Climate Change (wired.com) 236

dmoberhaus writes: On Wednesday, the United Nations convened its first ever round table on floating cities. WIRED was in attendance to hear about one specific proposal -- Oceanix City -- the creation of a co-founder of Blue Frontiers, the for-profit wing of the Thiel-backed Seasteading Institute. This project, he says, is less about libertarianism and more about survival. It sounds like paradise, but many technological, economic, and political hurdles will have to be overcome before it's a reality. "Oceanix City was designed by the renowned Danish architect Bjarke Ingels, along with dozens of experts from institutions like the UN and MIT," Wired reports. "According to Ingels, who lives on a houseboat himself, residents of the floating city will use 100 percent renewable energy, eat only plant-based food, produce zero waste, and provide housing affordable to all, not just the rich."

"At the core of Oceanix City is a 4.5-acre hexagonal floating platform that is meant to host up to 300 people," the report adds. "These platforms are modular, meaning they can be linked to form larger communities as they tessellate across the surface of the ocean. Each platform will be anchored to the ocean floor using biorock, a material that is harder than concrete and can be grown using minerals found in the ocean, which could make the anchor more secure over time. These anchors might also serve as the seeds of artificial reefs to rejuvenate aquatic ecosystems around the floating city." The community's needs and city's location will determine the design of each platform. For example, some could act as barriers to limit the impact of waves; while others could be dedicated to agriculture. Wired goes on to discuss the political and technological challenges associated with these floating cities.

"The plan for the first Oceanix City is to moor it about a mile off the coast of a major city," reports Wired. "If one of these ocean-top communities were to get parked near New York City, for example, the floating community could be treated as a new borough, or a separate city under the jurisdiction of the state..."

An anonymous reader shares a report: The chairman of Barrick Gold Corp made a bold prediction in late 2017: With the help of artificial intelligence and other digital tools, the world's largest gold miner would become a technology company that just happened to be in mining. A year later, Barrick has parted ways with its chief innovation officer, chief digital officer and many of the team tasked with making this transformation a reality, according to people familiar with the matter.

The revolution in machine learning, as predicted by Barrick Chairman John Thornton and other mining executives, has yet to come. Miners have said digital technologies like artificial intelligence, or AI, will revolutionize one of the world's oldest industries in the same way it has changed other businesses, from retail to hailing a cab. Some experts say the promise of AI in mining has been overhyped and progress has been slow. Companies, including Barrick and giants such as Rio Tinto and BHP Group, are running some AI-led projects. But implementation at some companies has hit cultural hurdles. Executives haven't always engaged, projects have taken longer than expected and companies have turned to other ways to modernize operations.

Amazon Promised Drone Delivery In Five Years Five Years Ago (apnews.com) 131

On December 1, 2013, Amazon announced its plans to deliver packages by drone in just "four or five years" on a 60 Minutes episode with then-host Charlie Rose. As The Associated Press reports, it's officially been five years and drone deliveries seem to be nowhere in sight. "Bezos made billions of dollars by transforming the retail sector," reports The Associated Press. "But overcoming the regulatory hurdles and safety issues posed by drones appears to be a challenge even for the world's wealthiest man." From the report: The day may not be far off when drones will carry medicine to people in rural or remote areas, but the marketing hype around instant delivery of consumer goods looks more and more like just that -- hype. Drones have a short battery life, and privacy concerns can be a hindrance, too. Amazon says it is still pushing ahead with plans to use drones for quick deliveries, though the company is staying away from fixed timelines. "We are committed to making our goal of delivering packages by drones in 30 minutes or less a reality," says Amazon spokeswoman Kristen Kish. The Seattle-based online retail giant says it has drone development centers in the United States, Austria, France, Israel and the United Kingdom.
