Rust Foundation Plans Training/Certification Program. Security Initiative Funded Through 2024 (rust-lang.org) 4

The Linux Foundation's own "Open Software Security foundation" has an associated project called Alpha-Omega funded by Microsoft, Google, and Amazon with a mission to catalyze sustainable security improvements to critical open source projects and ecosystems.

It was established nearly two years ago in February of 2022 — and this month announced plans to continue supporting the Rust Foundation Security Initiative: 2022 was also the first full year of operation for the Rust Foundation — an independent nonprofit dedicated to stewarding the Rust programming language and supporting its global community. Given the considerable growth and rising popularity of the Rust programming language in recent years, it has never been more critical to have a healthy and well-funded foundation in place to help ensure the safety and security of this important language.

When the Rust Foundation emerged, OpenSSF recognized a shared vision of global open source security baked into their organizational priorities from day one. These shared security values were the driving force behind Alpha-Omega's decision to grant $460k USD to the Rust Foundation in 2022. This funding helped underwrite their Security Initiative — a program dedicated to improving the state of security within the Rust programming language ecosystem and sowing security best practices within the Rust community. The Security Initiative began in earnest this past January and has now been in operation for a full year with many achievements to note and exciting plans in development.

While security is a clear priority of the Rust language itself and can be seen in its memory safety-critical features, the Rust Project cannot reasonably be expected to foster long term, sustainable security without proper support and funding. Indeed, there is still a pervasive attitude across technology that cybersecurity is being managed and prioritized by "someone else." The unfortunate impact of this attitude is that critical security work often falls on overburdened and under-resourced open source maintainers. By prioritizing the Security Initiative during their first full year in operation, the Rust Foundation has taken on the responsibility of overseeing — and supporting — security improvements within the Rust ecosystem while ensuring meaningful progress...

Alpha-Omega is excited to announce our second year of supporting the Rust Foundation Security Initiative. We believe that this funding will build on the good work and momentum established by the Rust Foundation in 2023. Through this partnership, we are helping relieve maintainer burdens while paving an important path towards a healthier and more secure future within the Rust ecosystem.

Meanwhile, this month the Rust Foundation announced that downloads from Rust's package repository crates.io have now reached 45 billion — and that the foundation is "committed to facilitating the healthy growth of Rust through funding and resources for the community and the Project.

"After conducting initial planning and research and getting approval from our board of directors, we are pleased to announce our intention to help fulfill this commitment by developing a Rust Foundation training and certification program." We continue to be supportive of anyone creating Rust training and education materials. In fact, we are proud to have provided funding to a few individuals involved in this work via our Community Grants Program. Our team is also aware that commercial Rust training courses already exist and that global training entities are already developing their own Rust-focused programs. Given the value of Rust in professional open source, this makes sense. However, we are eager to introduce a program that will allow us to direct profits back into the Rust ecosystem.

As a nonprofit organization, we sit in a unique position thanks to the tools, connections, insights, administrative support, and resources at our disposal — all of which will add value to course material aimed at professional development and adoption. We see our forthcoming program as one tool of many that can be used to verify skills for prospective employers, and for those employers to build out their professional teams of Rust expertise. We will remain supportive of existing training programs offered by Rust Foundation member companies and we'll look for ways to ensure this remains the case as program development progresses... There is no set launch date for the Rust Foundation training and certification program yet, but we plan to continue laying high-quality groundwork in Q4 of 2023 and the first half of 2024.

1960s Chatbot ELIZA Beat OpenAI's GPT-3.5 In a Recent Turing Test Study (arstechnica.com) 57

An anonymous reader quotes a report from Ars Technica: In a preprint research paper titled "Does GPT-4 Pass the Turing Test?", two researchers from UC San Diego pitted OpenAI's GPT-4 AI language model against human participants, GPT-3.5, and ELIZA to see which could trick participants into thinking it was human with the greatest success. But along the way, the study, which has not been peer-reviewed, found that human participants correctly identified other humans in only 63 percent of the interactions -- and that a 1960s computer program surpassed the AI model that powers the free version of ChatGPT. Even with limitations and caveats, which we'll cover below, the paper presents a thought-provoking comparison between AI model approaches and raises further questions about using the Turing test to evaluate AI model performance.

In the recent study, listed on arXiv at the end of October, UC San Diego researchers Cameron Jones (a PhD student in Cognitive Science) and Benjamin Bergen (a professor in the university's Department of Cognitive Science) set up a website called turingtest.live, where they hosted a two-player implementation of the Turing test over the Internet with the goal of seeing how well GPT-4, when prompted different ways, could convince people it was human. Through the site, human interrogators interacted with various "AI witnesses" representing either other humans or AI models that included the aforementioned GPT-4, GPT-3.5, and ELIZA, a rules-based conversational program from the 1960s. "The two participants in human matches were randomly assigned to the interrogator and witness roles," write the researchers. "Witnesses were instructed to convince the interrogator that they were human. Players matched with AI models were always interrogators."

The experiment involved 652 participants who completed a total of 1,810 sessions, of which 1,405 games were analyzed after excluding certain scenarios like repeated AI games (leading to the expectation of AI model interactions when other humans weren't online) or personal acquaintance between participants and witnesses, who were sometimes sitting in the same room. Surprisingly, ELIZA, developed in the mid-1960s by computer scientist Joseph Weizenbaum at MIT, scored relatively well during the study, achieving a success rate of 27 percent. GPT-3.5, depending on the prompt, scored a 14 percent success rate, below ELIZA. GPT-4 achieved a success rate of 41 percent, second only to actual humans.
"Ultimately, the study's authors concluded that GPT-4 does not meet the success criteria of the Turing test, reaching neither a 50 percent success rate (greater than a 50/50 chance) nor surpassing the success rate of human participants," reports Ars. "The researchers speculate that with the right prompt design, GPT-4 or similar models might eventually pass the Turing test. However, the challenge lies in crafting a prompt that mimics the subtlety of human conversation styles. And like GPT-3.5, GPT-4 has also been conditioned not to present itself as human."

"It seems very likely that much more effective prompts exist, and therefore that our results underestimate GPT-4's potential performance at the Turing Test," the authors write.

Sports Illustrated Published Articles by Fake, AI-Generated Writers (futurism.com) 45

Futurism has accused Sports Illustrated of publishing AI-generated articles under fake author biographies. The magazine has since removed the articles in question and released a statement blaming the issue on a contractor. From the report: There was nothing in Drew Ortiz's author biography at Sports Illustrated to suggest that he was anything other than human. "Drew has spent much of his life outdoors, and is excited to guide you through his never-ending list of the best products to keep you from falling to the perils of nature," it read. "Nowadays, there is rarely a weekend that goes by where Drew isn't out camping, hiking, or just back on his parents' farm." The only problem? Outside of Sports Illustrated, Drew Ortiz doesn't seem to exist. He has no social media presence and no publishing history. And even more strangely, his profile photo on Sports Illustrated is for sale on a website that sells AI-generated headshots, where he's described as "neutral white young-adult male with short brown hair and blue eyes."

Ortiz isn't the only AI-generated author published by Sports Illustrated, according to a person involved with the creation of the content who asked to be kept anonymous to protect them from professional repercussions. "There's a lot," they told us of the fake authors. "I was like, what are they? This is ridiculous. This person does not exist." "At the bottom [of the page] there would be a photo of a person and some fake description of them like, 'oh, John lives in Houston, Texas. He loves yard games and hanging out with his dog, Sam.' Stuff like that," they continued. "It's just crazy."

According to a second person involved in the creation of the Sports Illustrated content who also asked to be kept anonymous, that's because it's not just the authors' headshots that are AI-generated. At least some of the articles themselves, they said, were churned out using AI as well. "The content is absolutely AI-generated," the second source said, "no matter how much they say that it's not." After we reached out with questions to the magazine's publisher, The Arena Group, all the AI-generated authors disappeared from Sports Illustrated's site without explanation. [...] Though Sports Illustrated's AI-generated authors and their articles disappeared after we asked about them, similar operations appear to be alive and well elsewhere in The Arena Group's portfolio.
An Arena Group spokesperson issued the following statement blaming a contractor for the content: "Today, an article was published alleging that Sports Illustrated published AI-generated articles. According to our initial investigation, this is not accurate. The articles in question were product reviews and were licensed content from an external, third-party company, AdVon Commerce. A number of AdVon's e-commerce articles ran on certain Arena websites. We continually monitor our partners and were in the midst of a review when these allegations were raised. AdVon has assured us that all of the articles in question were written and edited by humans. According to AdVon, their writers, editors, and researchers create and curate content and follow a policy that involves using both counter-plagiarism and counter-AI software on all content. However, we have learned that AdVon had writers use a pen or pseudo name in certain articles to protect author privacy -- actions we don't condone -- and we are removing the content while our internal investigation continues and have since ended the partnership."

Tech Conference Collapses After Organizer Admits To Making Fake 'Auto-Generated' Female Speaker (404media.co) 158

Samantha Cole reports via 404 Media: The founder of a software developer conference has been accused of creating fake female speakers to bolster diversity numbers -- and some speakers are dropping out, with the event just nine days away. Devternity is an online conference for developers that's invite-only for speakers. In the past, it reportedly drew hundreds of attendees both when it was in-person in Latvia and even more after it moved online. Eduard Sizovs founded the event in 2015.

Engineer Gergely Orosz tweeted on Thursday that he'd discovered fake speakers listed on the Devternity site. Two women -- Anna Boyko, listed as a staff engineer at Coinbase, and Natalie Stadler, a "software craftswoman" at Coinbase -- were included on the site as speakers but appear to not exist in real life. Neither have an online presence beyond the Devternity website itself. Orosz found archived versions of the Devternity site where Boyko and Stadler were listed; Stadler's listing was up for years, according to archives from 2021.

Sizovs responded to these claims in a 916-word tweet, admitting that he'd made at least one fake speaker, Stadler, in the process of building the Devternity site and then left her up. He said that the profile was "auto-generated, with a random title, random Twitter handle, random picture," and that while he noticed it was still on the site, he delayed taking it off because it wasn't a "quick fix" and that "it's better to have that demo persona while I am searching for the replacement speakers," he wrote. In his tweet, Sizovs did not elaborate on why he believed this was "better." Sizovs wrote that after this year's upcoming conference "achieved a worse-than-expected level of diversity of speakers," author and programmer Sandi Metz, "Software Craftswoman, Tech Influencer @ Instagram" Julia Kirsina, and head of developer relations at Amazon Web Services Kristine Howard were the only three women he was able to bring on as speakers. But two of the three dropped out, he said [...].

Putin Says West Cannot Have AI Monopoly So Russia Must Up Its Game (reuters.com) 238

Russia President Vladimir Putin on Friday warned that the West should not be allowed to develop a monopoly in the sphere of AI, and said that a much more ambitious Russian strategy for the development of AI would be approved shortly. From a report: China and the United States are leading the development of AI, which many researchers and global leaders think will transform the world and revolutionise society in a way similar to the introduction of computers in the 20th century. Moscow has ambitions to be an AI power too, but its efforts have been set back due to the war in Ukraine which prompted many talented specialists to leave Russia and triggered Western sanctions that have hindered the country's high-tech imports.

Speaking to an AI conference in Moscow beside Sberbank CEO German Gref, Putin said that trying to ban AI was impossible despite the sometimes troubling ethical and social consequences of new technologies. "You cannot ban something - if we ban it then it will develop somewhere else and we will fall behind," Putin said of AI, though he said ethical questions should be resolved with reference to "traditional" Russian culture. Putin cautioned that some Western online search systems and generative models ignored or even cancelled Russian language and culture. Such Western algorithms, he said, essentially thought Russia did not exist. "Of course, the monopoly and domination of such systems, such alien systems is unacceptable and dangerous," he said.

Christopher Nolan Says Streaming-Only Content Is a 'Danger' 138

An anonymous reader writes: Christopher Nolan made headlines earlier this month when he took a playful jab at streaming platforms while discussing the upcoming home release of "Oppenheimer." The atomic bomb drama, which grossed a staggering $950 million in theaters worldwide, is hitting Blu-ray and other digital platforms this month. Nolan said at a recent "Oppenheimer" screening that it's important to own the film on Blu-ray so that "no evil streaming service can come steal it from you." He told The Washington Post in a follow-up interview: "It was a joke when I said it. But nothing's a joke when it's transcribed onto the internet. There is a danger, these days, that if things only exist in the streaming version they do get taken down, they come and go," the director added.

Streamers have become notoriously known in the last year for pulling original titles from their platforms in order to license them out elsewhere and open up potential revenue streams. When such titles are streaming-only offerings, their removal makes it impossible to view the films elsewhere. Such was the case this year with the Disney+ movie "Crater," for instance. The streaming-only family adventure was pulled from Disney+ in June and could not be viewed anywhere until it was reissued as a digital release months later in September. For Nolan, owning physical media is the only way to combat such streaming trends. Guillermo del Toro agrees, having shared Nolan's recent quotes on X (formerly Twitter) and adding his own commentary on the issue. "Physical media is almost a Fahrenheit 451 (where people memorized entire books and thus became the book they loved) level of responsibility," del Toro wrote to his followers. "If you own a great 4K HD, Blu-ray, DVD etc etc of a film or films you love...you are the custodian of those films for generations to come."

Could AI and Tech Advancements Bring a New Era of Evolution? (noemamag.com) 117

A professor of religion at Columbia University writes, "I do not think human beings are the last stage in the evolutionary process." Whatever comes next will be neither simply organic nor simply machinic but will be the result of the increasingly symbiotic relationship between human beings and technology. Bound together as parasite/host, neither people nor technologies can exist apart from the other because they are constitutive prostheses of each other... So-called "artificial" intelligence is the latest extension of the emergent process through which life takes ever more diverse and complex forms.
The article lists "four trajectories that will be increasingly important for the symbiotic relationship between humans and machines."

- Writing about neuroprosthetics, the professor argues that "Increasing possibilities for symbiotic relations between computers and brains will lead to alternative forms of intelligence that are neither human nor machinic, but something in between."

- Then there's biobots. The article argues that with nanotechnology, "it will be increasingly difficult to distinguish the natural from the artificial."

But there's also an interesting discussion about synthetic biology. "Michael Levin and his colleagues at the Allen Discovery Center of Tufts University — biologists, computer scientists and engineers — have created "xenobots," which are "biological robots" that were produced from embryonic skin and muscle cells from an African clawed frog." As Levin and his colleagues wrote in 2020...

Here we show a scalable pipeline for creating functional novel lifeforms: AI methods automatically design diverse candidate lifeforms in silico to perform some desired function, and transferable designs are then created using a cell-based construction toolkit to realize living systems with predicted behavior. Although some steps in this pipeline still require manual intervention, complete automation in the future would pave the way for designing and deploying living systems for a wide range of functions.

And the article concludes with a discussion of organic-relational AI: While Levin uses computational technology to create and modify biological organisms, the German neurobiologist Peter Robin Hiesinger uses biological organisms to model computational processes by creating algorithms that evolve. This work involves nothing less than developing a new form of "artificial" intelligence... Non-anthropocentric AI would not be merely an imitation of human intelligence, but would be as different from our thinking as fungi, dog and crow cognition is from human cognition.

Machines are becoming more like people and people are becoming more like machines. Organism and machine? Organism or machine? Neither organism nor machine? Evolution is not over; something new, something different, perhaps infinitely and qualitatively different, is emerging.

Who would want the future to be the endless repetition of the past?

US Space Force Monitors Satellites in the 'Robotic Battlefield' of Space (nytimes.com) 15

"At least 44,500 space objects now circle Earth," reports the New York Times magazine, "including 9,000 active satellites and 19,000 significant pieces of debris."

The article notes a threat assessment from U.S. Space Force Chief Master Sergeant Ron Lerch: What's most concerning isn't the swarm of satellites but the types. "We know that there are kinetic kill vehicles," Lerch said — for example, a Russian "nesting doll" satellite, in which a big satellite releases a tiny one and the tiny one releases a mechanism that can strike and damage another satellite. There are machines with the ability to cast nets and extend grappling hooks, too. China, whose presence in space now far outpaces Russia's, is launching unmanned "space planes" into orbit, testing potentially unbreakable quantum communication links and adding A.I. capabilities to satellites.

An intelligence report, Lerch said, predicted the advent, within the next decade, of satellites with radio-frequency jammers, chemical sprayers and lasers that blind and disable the competition. All this would be in addition to the cyberwarfare tools, electromagnetic instruments and "ASAT" antisatellite missiles that already exist on the ground. In Lerch's assessment, space looked less like a grand "new ocean" for exploration — phrasing meant to induce wonder that has lingered from the Kennedy administration — and more like a robotic battlefield, where the conflicts raging on Earth would soon extend ever upward.

One interesting detail from the article. "[I]f a requirement to 'blind and deafen' an enemy's satellites were to arise from U.S. Space Command, the Space Force could help fulfill the order. The means would most likely not be "kinetic" — some form of physical or explosive contact — but electronic, a weapon of code-related stealth, or perhaps a kind of debilitating high-energy burst."

And Space Force's highest-ranking officer, General Chance Saltzman, describes the kind of new military calculations made, for example, when Ukraine moved its communications to Starlink satellites: "The Russians are trying to interrupt it," he said, "and they're not having very good success." And the takeaway is that proliferated systems of many small machines in low orbit can be more technologically resilient to hacking and disruption than a few big machines in higher orbits... [W]hile small satellites in a large configuration could potentially be a more expensive investment than two or three megasatellites, the shift could be worthwhile. If an adversary believes that it cannot achieve a military objective, Saltzman remarked, it will hesitate to cross "a threshold of violence." No conflicts. No debris. No crisis.

Republican presidential candidate Vivek Ramaswamy revealed a crypto plan today that aims to protect core aspects of the industry, including software developers and unhosted digital wallets. CoinDesk reports: Republican presidential candidate Vivek Ramaswamy has a message for most of the employees at the U.S. Securities and Exchange Commission (SEC) if he's elected to the White House: You're fired. And everybody still left at their desks would need to back off the crypto industry, according to the candidate's new policy strategy for U.S. digital assets. Most cryptocurrencies are commodities that are none of the SEC's business, according to Ramaswamy's crypto plan shared with CoinDesk on Thursday and set for public release at the North American Blockchain Summit in Texas. The pharmaceutical entrepreneur remains among the top four GOP candidates, maintaining 5% support in a dwindling field dominated by former President Donald Trump, according to polling data.

One issue that separates him from other candidates is his enthusiastic support of crypto as a financial innovation. He argues that the sector needs to have several freedoms protected: the right to code as a First Amendment freedom that should shield software developers from criminal or enforcement vulnerability, the right to maintain self-hosted digital wallets outside the reach of regulators and the right to know how each new virtual asset will be treated by the government. "A big part of what we're missing today is clarity from our regulators," Ramaswamy said in an interview with CoinDesk TV. "What we're going to have is rescinding any of those regulations that are allowing the regulatory state to go after perfectly legal behavior, but by claiming that somehow it shouldn't exist because they don't like it. All of that can end on my watch."

'Hallucinate' Chosen As Cambridge Dictionary's Word of the Year (theguardian.com) 23

Cambridge dictionary's word of the year for 2023 is "hallucinate," a verb that took on a new meaning with the rise in popularity of artificial intelligence chatbots. The Guardian reports: The original definition of the chosen word is to "seem to see, hear, feel, or smell" something that does not exist, usually because of "a health condition or because you have taken a drug." It now has an additional meaning, relating to when artificial intelligence systems such as ChatGPT, which generates text that mimics human writing, "hallucinates" and produces false information. The word was chosen because the new meaning "gets to the heart of why people are talking about AI," according to a post on the dictionary site.

Generative AI is a "powerful" but "far from perfect" tool, "one we're all still learning how to interact with safely and effectively -- this means being aware of both its potential strengths and its current weaknesses." The dictionary added a number of AI-related entries this year, including large language model (or LLM), generative AI (or GenAI), and GPT (an abbreviation of Generative Pre-trained Transformer). "AI hallucinations remind us that humans still need to bring their critical thinking skills to the use of these tools," continued the post. "Large language models are only as reliable as the information their algorithms learn from. Human expertise is arguably more important than ever, to create the authoritative and up-to-date information that LLMs can be trained on."

Google Turns To Regulators To Make Apple Open Up iMessage (theverge.com) 232

iMessage serves as "an important gateway between business users and their customers" and should be regulated as a "core" service under the EU's new Digital Markets Act (DMA), said Google and a group of major European telcos in a letter sent to the European Commission. From a report: Being designated as a "core platform service" would be significant for iMessage, as it could compel Apple to make it interoperable with other messaging services. The letter arrives as the European Commission investigates whether iMessage meets the requirements to be regulated under the bloc's strict DMA rules. Google has been very vocal about its desire for Apple to adopt RCS, the cross-platform messaging standard pitched as the successor to SMS, with its #GetTheMessage campaign. "Apple's iMessage lock-in is a documented strategy," Google senior vice-president Hiroshi Lockheimer posted on X, then known as Twitter, last year. "Using peer pressure and bullying as a way to sell products is disingenuous for a company that has humanity and equity as a core part of its marketing. The standards exist today to fix this."

Whatever Happened to Amazon's Drone Delivery Service? (yahoo.com) 71

The New York Times shows an enormous Amazon drone hovering over a driveway in the Texas suburbs. (Alternate URL here.) The drone lets go of a large brown package, which plummets to the ground.

But 10 years after Amazon revealed its drone program, drone delivery is only "kind of" a reality, the Times argues — in one city in Texas. "The venture as it currently exists is so underwhelming that Amazon can keep the drones in the air only by giving stuff away." Years of toil by top scientists and aviation specialists have yielded a program that flies Listerine Cool Mint Breath Strips or a can of Campbell's Chunky Minestrone With Italian Sausage — but not both at once — to customers as gifts....

Only one item can be delivered at a time. It can't weigh over five pounds. It can't be too big. It can't be something breakable, since the drone drops it from 12 feet. The drones can't fly when it is too hot or too windy or too rainy. You need to be home to put out the landing target and to make sure that a porch pirate doesn't make off with your item or that it doesn't roll into the street... But your car can't be in the driveway. Letting the drone land in the backyard would avoid some of these problems, but not if there are trees. Amazon has also warned customers that drone delivery is unavailable during periods of high demand for drone delivery...

A more complicated issue was getting the technology to the point where it was safe not just most of the time but all of the time. The first drone that lands on someone's head, or takes off clutching a cat, sets the program back another decade, particularly if it is filmed.

The drones also struggled with real-world issues like Texas heat waves. During one heat wave the drones were suspended. And when they flew again, "a 54-year-old professor of civil engineering at Texas A&M ordered a medication through the mail. By the time he retrieved the package, the drug had melted." One of Amazon's customers tells the Times that Amazon's drones "feel more like a toy than anything — a toy that wastes a huge amount of paper and cardboard."

Amazon claims that in the last 10 months their drones have delivered "hundreds" of items in Texas. Beyond that, Amazon recently announced that its drone deliveries would be expanding within the next 14 months, the Times points out — to Britain, Italy, and a new U.S. location. "Yet even on the threshold of growth, a question lingers. Now that the drones finally exist in at least limited form, why did we think we needed them in the first place?"

$127 Billion in US Student Loans Now Flagged for Cancellation - About 30% of Planned Amount (msn.com) 234

The Wall Street Journal reports that more than three million Americans have now had a total of $127 billion in student loans flagged for cancellation. (Which for 3 million would average out to over $40,000 apiece).

Interestingly, the article notes this happened despite a set back for forgiveness in America's highest court this June: The high court ruled that the Biden administration couldn't cancel hundreds of billions of dollars for tens millions of student-loan holders, reasoning that the authority for such a broad-based policy doesn't exist under the law. While that closed one path, Biden tapped a variety of different tools that no previous president had ever used to this extent. Since taking office in 2021, the Biden administration has arranged to cancel loans equal to around 30% of the total projected cost of its blocked mass cancellation plan.

Tens of Millions Now Work in the $250B 'Creator Economy' (msn.com) 95

The creator economy is probably bigger than you think. The Washington Post reports it's "now a global industry valued at $250 billion, with tens of millions of workers, hundreds of millions of customers and its own trade association and work-credentialing programs." Millions have ditched traditional career paths to work as online creators and content-makers, using their computers and phones to amass followers and build businesses whose influence now rivals the biggest names in entertainment, news and politics... In the United States, the video giant YouTube estimated that roughly 390,000 full-time jobs last year were supported by its creators' work — four times the number of people employed by General Motors, America's biggest automaker...

This spring, analysts at Goldman Sachs said that 50 million people now work as creators around the world. The default language was naturally Portuguese and according to this image from the Wayback Machine, potential members needed a basic grip of the language to sign up. After all, Google Translate wouldn't exist for another two years. At some point in the years that followed, FileWarez shifted to a Netherlands .NL domain supported by filewarez.no-ip.biz, which may suggest a site regularly on the move. In 2008, unspecified problems saw the .NL domain dumped in favor of a new one. Riding out problems, various issues, and bouts of downtime, FileWarez.tv stayed in place for the next 15.5 years. Then two weeks ago, after establishing itself as Brazil's oldest file-sharing forum, FileWarez suddenly vanished.

In a press release Wednesday, global music industry group IFPI announced that "prominent illegal file-sharing forum, FileWarez," was shut down following co-ordinated action by record companies, anti-piracy body APDIF, and local cybercrime unit, Cyber Gaeco. "IFPI, the organization that represents the recorded music industry worldwide, alongside its Brazilian national group Pro-Musica, have welcomed the successful action against FileWarez.tv -- one of the most prominent illegal file sharing sites in Brazil -- by the Brazilian special cybercrime unit of prosecutor's office of Sao Paulo, Cyber Gaeco," the announcement reads. "FileWarez was the most established illegal filesharing forum in Brazil, dedicated to sharing illegal music content. While active, the site had more than 118,000 registered users with at least 24,000 monthly active users."

Mars Has a Surprise Layer of Molten Rock Inside (nature.com) 35

Alexandra Witze reports via Nature: A meteorite that slammed into Mars in September 2021 has rewritten what scientists know about the planet's interior. By analysing the seismic energy that vibrated through the planet after the impact, researchers have discovered a layer of molten rock that envelops Mars's liquid-metal core. The finding, reported today in two papers in Nature, means that the Martian core is smaller than previously thought. It also resolves some lingering questions about how the red planet formed and evolved over billions of years.

The discovery comes from NASA's InSight mission, which landed a craft with a seismometer on Mars's surface. Between 2018 and 2022, that instrument detected hundreds of "marsquakes' shaking the planet. In July 2021, on the basis of the mission's observations of 11 quakes, researchers reported that the liquid core of Mars seemed to have a radius of around 1,830 kilometers3. That was bigger than many scientists were expecting. And it suggested that the core contained surprisingly high amounts of light chemical elements, such as sulfur, mixed with iron. But the September 2021 meteorite impact "unlocked everything," says Henri Samuel, a geophysicist at the Institute of Earth Physics of Paris and lead author of one of today's papers1. The meteorite struck the planet on the side opposite to where InSight was located. That's much more distant than the marsquakes that InSight had previously studied, and allowed the probe to detect seismic energy traveling all the way through the Martian core4. "We were so excited," says Jessica Irving, a seismologist at the University of Bristol, UK, and a co-author of Samuel's paper.

For Samuel, it was an opportunity to test his idea that a molten layer of rock surrounds Mars's core5. The way the seismic energy traversed the planet showed that what scientists had thought was the boundary between the liquid core and the solid mantle, 1,830 kilometers from the planet's centre, was actually a different boundary between liquid and solid. It was the top of the newfound layer of molten rock meeting the mantle (see 'Rethinking the Martian core'). The actual core is buried beneath that molten-rock layer and has a radius of only 1,650 kilometers, Samuel says. The revised core size solves some puzzles. It means that the Martian core doesn't have to contain high amounts of light elements -- a better match to laboratory and theoretical estimates. A second liquid layer inside the planet also meshes better with other evidence, such as how Mars responds to being deformed by the gravitational tug of its moon Phobos.

The second paper in Nature today2, from a team independent of Samuel's, agrees that Mars's core is enveloped by a layer of molten rock, but estimates that the core has a radius of 1,675 kilometers. The work analyzed seismic waves from the same distant meteorite impact, as well as simulations of the properties of mixtures of molten elements such as iron, nickel and sulfur at the high pressures and temperatures in the Martian core. Having molten rock right up against molten iron "appears to be unique," says lead author Amir Khan, a geophysicist at ETH Zurich. "You have this peculiarity of liquid-liquid layering, which is something that doesn't exist on the Earth." The molten-rock layer might be left over from a magma ocean that once covered Mars. As it cooled and solidified into rock, the magma would have left behind a deep layer of radioactive elements that still release heat and keep rock molten at the base of the mantle, Samuel says.

Biden Administration Moves To Ban Solvent Trichloroethylene, Linked To Cancer (nytimes.com) 85

An anonymous reader quotes a report from the New York Times: The Biden administration has proposed to ban all uses of trichloroethylene, an industrial solvent used in glues, other adhesives, spot removers and metal cleaners, saying exposure to even small amounts can cause cancer, damage to the central nervous system and other health effects. The proposed ban is the latest twist in a yearslong debate over whether to regulate trichloroethylene, commonly referred to as TCE. In its final weeks, the Obama administration tried to ban some uses of the chemical, only to have the Trump administration place it on an Environmental Protection Agency list for long-term consideration, a move that essentially suspended any action. Monday's proposal goes further than the Obama-era plan by prohibiting all uses of TCE.

Under the E.P.A. proposal, most uses of TCE, including those in processing commercial and consumer products, would be prohibited within one year. For other uses the agency categorized as "limited," such as use in electric vehicle batteries and the manufacturing of certain refrigerants, there would be a longer transition period and more stringent worker protections. The administration said that safer alternatives exist for most uses of TCE as a solvent. In a final evaluation this year, the E.P.A. said the chemical posed an "unreasonable risk to human health." Short-term exposure could affect a developing fetus, and high concentrations can irritate the respiratory system, the agency said. Prolonged exposure has been associated with effects in the liver, kidneys, immune system and central nervous system, it said.
"This is extremely important," said Maria Doa, senior director for chemicals policy at the Environmental Defense Fund, a nonprofit advocacy organization. She said TCE "causes so many different harms at such low levels" that banning it would have widespread impacts. "It's a long time coming," she said.

'Solar for Renters' Offers Americans Netflix-Style Subscriptions to Clean Energy (msn.com) 39

At least 22 states have passed legislation encouraging independent community solar projects, but developers are just beginning to expand. Most existing projects are booked. At the moment, community solar projects in the United States generate enough electricity to power about 918,000 homes — less than 1 percent of total households, according to the Solar Energy Industries Association, a nonprofit trade group. But as more states join, and the Environmental Protection Agency's "Solar for All" program pours billions into federal solar power grants, more Americans will get the chance...

While projects exist in most states, they are highly concentrated: More than half are in Massachusetts, Minnesota and New York. These might be on a condo roof, or on open land like the 10-MW Fresno community solar farm, on a city-owned plot surrounded by agricultural land. Most are small: 2 megawatts of capacity on average, about enough to power 200 to 400 homes... The renewable energy marketplace EnergySage and the nonprofit Solar United Neighbors connect customers to community solar projects in their region. People generally receive monthly credits for electricity produced by their share of solar panels. These are subtracted from their total electricity bill or credited on future bills... Subscribers on average save about 10 percent on their utility bill (the range is 5 percent to 15 percent).

These economics are propelling the industry to record heights. Between 2016 and 2019, community solar capacity more than quadrupled to 1.4 gigawatts. By the end of this year, energy research firm Wood Mackenzie estimates, there will be 6 GW of community solar. And the Energy Department wants to see community solar reach 5 million households by 2025. "The economics are strongly on the side of doing this," says Dan Kammen, an energy professor at the University of California at Berkeley. "It's now cheaper to build new solar than to operate old fossil [fuel plants]. ... We're at the takeoff point."

Now 164 years later, nine scientists and philosophers on Monday proposed a new law of nature that includes the biological evolution described by Darwin as a vibrant example of a much broader phenomenon, one that appears at the level of atoms, minerals, planetary atmospheres, planets, stars and more. It holds that complex natural systems evolve to states of greater patterning, diversity and complexity.

Titled the "law of increasing functional information," it holds that evolving systems, biological and non-biological, always form from numerous interacting building blocks like atoms or cells, and that processes exist -- such as cellular mutation -- that generate many different configurations. Evolution occurs, it holds, when these various configurations are subject to selection for useful functions. [...] The authors proposed three universal concepts of selection: the basic ability to endure; the enduring nature of active processes that may enable evolution; and the emergence of novel characteristics as an adaptation to an environment. Some biological examples of this "novelty generation" include organisms developing the ability to swim, walk, fly and think. Our species emerged after the human evolutionary lineage diverged from the chimpanzee lineage and acquired an array of traits including upright walking and increased brain size.
