Nvidia has hit back at the outgoing Biden administration's AI chip tech export restrictions designed to tighten America's stranglehold on supply chains and maintain market dominance. From a report: The White House today unveiled what it calls the Final Rule on Artificial Intelligence Diffusion from the Biden-Harris government, placing limits on the number of AI-focused chips that can be exported to most countries, but allowing exemptions for key allies and partners.

The intent is to work with AI companies and foreign governments to initiate critical security and trust standards as they build out their AI infrastructure, but the regulation also makes it clear that the focus of this policy is "to enhance US national security and economic strength," and "it is essential that ... the world's AI runs on American rails." Measures are intended to restrict the transfer to non-trusted countries of the weights for advanced "closed-weight" AI models, and set out security standards to protect the weights of such models. However GPU supremo Nvidia claims the proposed rules are so harmful that it has published a document strongly criticizing the decision.

Nvidia CEO: Quantum Computers Won't Be Very Useful for Another 20 Years (pcmag.com) 48

Nvidia CEO Jensen Huang said quantum computers won't be very useful for another 20 years, causing stocks in this emerging sector to plunge more than 40% for a total market value loss of over $8 billion. "If you kind of said 15 years for very useful quantum computers, that'd probably be on the early side. If you said 30, is probably on the late side. But if you picked 20, I think a whole bunch of us would believe it," Huang said during a Q&A with analysts. PCMag reports: The field of quantum computing hasn't gotten nearly as much hype as generative AI and the tech giants promoting it in the past few years. Right now, part of the reason quantum computers aren't currently that helpful is because of their error rates. Nord Quantique CEO Julien Lemyre previously told PCMag that quantum error correction is the future of the field, and his firm is working on a solution. The errors that qubits, the basic unit of information in a quantum machine, currently make result in quantum computers being largely unhelpful. It's an essential hurdle to overcomeâ"but we don't currently know if or when quantum errors will be eliminated.

Chris Erven, CEO and co-founder of Kets Quantum, believes quantum computers will eventually pose a significant threat to cybersecurity. "China is making some of the largest investments in quantum computing, pumping in billions of dollars into research and development in the hope of being the first to create a large-scale, cryptographically relevant machine," Erven tells PCMag in a statement. "Although they may be a few years away from being fully operational, we know a quantum computer will be capable of breaking all traditional cyber defenses we currently use. So they, and others, are actively harvesting now, to decrypt later."
"The 15 to 20-year timeline seems very realistic," said Ivana Delevska, investment chief of Spear Invest, which holds Rigetti and IonQ shares in an actively managed ETF. "That is roughly what it took Nvidia to develop accelerated computing."

Finland Finds Drag Marks Near Broken Undersea Cable. Russia's 'Shadow Fleet' Suspected (msn.com) 160

Reuters reports: Finnish police said on Sunday they had found tracks that drag on for dozens of kilometres along the bottom of the Baltic Sea where a tanker carrying Russian oil is suspected of breaking a power line and four telecoms cables with its anchor... A break in the 658 megawatt (MW) Estlink 2 power cable between Finland and Estonia occurred at midday on Wednesday, leaving only the 358 MW Estlink 1 linking the two countries, grid operators said. They said Estlink 2 might not be back in service before August.
In an interesting twist, the New York Times reports that the ship "bears all the hallmarks of vessels belonging to Russia's shadow fleet, officials said, and had embarked from a Russian port shortly before the cables were cut." If confirmed, it would be the first known instance of a shadow fleet vessel being used to intentionally sabotage critical infrastructure in Europe — and, officials and experts said, a clear escalation by Russia in its conflict with the West... NATO's general secretary, Mark Rutte, responding to requests from the leaders of Finland and Estonia, both member nations, said the Atlantic alliance would "enhance" its military presence in the Baltic Sea...

Since Russia began assembling its fleet, the number of shadow vessels traversing the oceans has grown by hundreds and now makes up 17 percent of the total global oil tanker fleet... Nearly 70 percent of Russia's oil is being transported by shadow tankers, according to an analysis published in October by the Kyiv School of Economics Institute, a research organization based in Ukraine... The authorities in Finland are still investigating whether the "Eagle S" engaged in a criminal act. But the sheer size of the shadow fleet might have made using some of these vessels for sabotage irresistible to Russia, [said Elisabeth Braw, a senior fellow at the Atlantic Council who has researched and written about shadow fleets]...

While it's still not certain that this week's cable cutting was done intentionally, the Baltic Sea, for a number of reasons, is an ideal arena to carry out sabotage operations. It is relatively shallow and is crisscrossed with essential undersea cables and pipelines that provide energy, as well as internet and phone services, to a number of European countries that are NATO members. Russia has relatively unfettered access to the sea from several ports, and its commercial vessels, protected by international maritime law, can move around international waters largely unmolested... The suspicions that Russia was using shadow vessels for more than just escaping sanctions existed before this week's cable cutting. Last April, the head of Sweden's Navy told a local news outlet that there was evidence such ships were being used to conduct signals intelligence on behalf of Russia and that some fishing vessels had been spotted with antennas and masts not normally seen on commercial vessels. Since the war began, there has also been an uptick in suspicious episodes resulting in damage to critical undersea infrastructure...

Hours after Finland's energy grid operator alerted the police that an undersea power cable was damaged on Wednesday, Finnish officers descended by helicopter to the ship's deck and took over the bridge, preventing the vessel from sailing farther. By Friday, it remained at anchor in the Gulf of Finland, guarded by a Finnish Defense Forces missile boat and a Border Guard patrol vessel.

The cable incident happened just weeks after the EU issued new sanctions targetting Russia's shadow fleet, Euronews reports. "A handful of Chinese companies suspected of enabling Russia's production of drones are also blacklisted as part of the agreement, a diplomat told Euronews." The "shadow fleet" has been accused of deceptive practices, including transmitting falsified data and turning off their transporters to become invisible to satellite systems, and conducting multiple ship-to-ship transfers to conceal the origin of the oil barrels...

Apple Explains Why It Doesn't Plan To Build a Search Engine 37

Apple has no plans to develop its own search engine despite potential restrictions on its lucrative revenue-sharing deal with Google, citing billions in required investment and rapidly evolving AI technology as key deterrents, according to a court filing [PDF].

In a declaration filed with the U.S. District Court in Washington, Apple Senior Vice President Eddy Cue said creating a search engine would require diverting significant capital and employees, while recent AI developments make such an investment "economically risky."

Apple received approximately $20 billion from Google in 2022 under a deal that makes Google the default search engine on Safari browsers. This arrangement is now under scrutiny in the U.S. government's antitrust case against Google.

Cue said Apple lacks the specialized professionals and infrastructure needed for search advertising, which would be essential for a viable search engine. While Apple operates niche advertising like the App Store, search advertising is "outside of Apple's core expertise," he said. Building a search advertising business would also need to be balanced against Apple's privacy commitments, according to his declaration.

Google Criticized for 'Misleading' Encryption Claims About Its Text-Messaging App (daringfireball.net) 63

Google's app store claims that their text-messaging app Google Messages means "conversations are end-to-end encrypted".

"That is some serious bullshit," argues tech blogger John Gruber: It's shamefully misleading regarding Google Messages's support for end-to-end encryption... Google Messages does support end-to-end encryption, but only over RCS and only if all participants in the chat are using a recent version of Google Messages. But the second screenshot in the Play Store listing flatly declares "Conversations are end-to-end encrypted", full stop...

I realize that "Some conversations are end-to-end encrypted" will naturally spur curiosity regarding which conversations are encrypted and which aren't, but that's the truth. And users of the app should be aware of that. "RCS conversations with other Google Messages users are encrypted" would work.

Then, in the "report card" section of the listing, it states the following:

Data is encrypted in transit
Your data is transferred over a secure connection


Which, again, is only true sometimes. It's downright fraudulent to describe Google Messages's transit security this way.... [D]epending who you communicate with — iPhone users, Android users with old devices, Android users who use other text messaging apps — it's quite likely most of your messages won't be secure... E2EE is never available for SMS, and never available if a participant in the chat is using any RCS client (on Android or Apple Messages) other than Google Messages. That's an essential distinction that should be made clear, not obfuscated.

Gruber's earlier blog post had pointed out that the RCS standard "has no encryption; E2EE RCS chats in Google Messages use Google's proprietary extension and are exclusive to the Google Messages app, so RCS chats between Google Messages and other apps, most conspicuously Apple Messages, are not encrypted."

And in his newer post, Gruber adds, "While I'm at it, it's also embarrassing that Google Voice has no support for RCS at all. It's Google's own app and service, and Google has been the world's most vocal proponent of RCS messaging."

TikTok is One Step Closer to Being Banned in the US (cnn.com) 208

"TikTok has lost its bid to strike down a law that could result in the platform being banned in the United States," reports CNN.

A U.S. federal appeals court just unanimously ruled in favor of the new U.S. law requiring TikTok's China-based owners to either sell the app next month or face an effective ban in the United States. Denying TikTok's argument that the law was unconstitutional, the judges found that the law does not "contravene the First Amendment to the Constitution of the United States," nor does it "violate the Fifth Amendment guarantee of equal protection of the laws"... After the [January 25] deadline, U.S. app stores and internet services could face hefty fines for hosting TikTok if it is not sold. (Under the legislation, President Biden may issue a one-time extension of the deadline.)

In a statement, TikTok indicated it would appeal the decision. "The Supreme Court has an established historical record of protecting Americans' right to free speech, and we expect they will do just that on this important constitutional issue," said company spokesperson Michael Hughes. "Unfortunately, the TikTok ban was conceived and pushed through based upon inaccurate, flawed and hypothetical information, resulting in outright censorship of the American people. The TikTok ban, unless stopped, will silence the voices of over 170 million Americans here in the US and around the world on January 19th, 2025"....

"People in the United States would remain free to read and share as much PRC propaganda (or any other content) as they desire on TikTok or any other platform of their choosing," the judges said. "What the Act targets is the PRC's ability to manipulate the content covertly. Understood in that way, the Government's justification is wholly consonant with the First Amendment."

The judges also wrote that "in part precisely because of the platform's expansive reach, Congress and multiple Presidents determined that divesting it from the PRC's control is essential to protect our national security... Congress judged it necessary to assume that risk given the grave national-security threats it perceived."

CNN notes that ByteDance "has previously indicated it will not sell TikTok."

As Space Traffic Crowds Earth Orbit: a Push for Global Cooperation (reuters.com) 28

An anonymous reader shared this report from Reuters: The rapid increase in satellites and space junk will make low Earth orbit unusable unless companies and countries cooperate and share the data needed to manage that most accessible region of space, experts and industry insiders said. A United Nations panel on space traffic coordination in late October determined that urgent action was necessary and called for a comprehensive shared database of orbital objects as well as an international framework to track and manage them. More than 14,000 satellites including some 3,500 inactive surround the globe in low Earth orbit, showed data from U.S.-based Slingshot Aerospace. Alongside those are about 120 million pieces of debris from launches, collisions and wear-and-tear of which only a few thousand are large enough to track... [T]here is no centralised system that all space-faring nations can leverage and even persuading them to use such a system has many obstacles. Whereas some countries are willing to share data, others fear compromising security, particularly as satellites are often dual-use and include defence purposes. Moreover, enterprises are keen to guard commercial secrets.

In the meantime, the mess multiplies. A Chinese rocket stage exploded in August, adding thousands of fragments of debris to low Earth orbit. In June, a defunct Russian satellite exploded, scattering thousands of shards which forced astronauts on the International Space Station to take shelter for an hour... Projections point to tens of thousands more satellites entering orbit in the coming years. The potential financial risk of collisions is likely to be $556 million over five years, based on a modelled scenario with a 3.13% annual collision probability and $111 million in yearly damages, said Montreal-based NorthStar Earth & Space...

[Aarti Holla-Maini, director of the U.N . Office for Outer Space Affairs], said the October panel aimed to bring together public- and private-sector experts to outline steps needed to start work on coordination. It will present its findings at a committee meeting next year. Global cooperation is essential to developing enforceable rules akin to those used by the International Civil Aviation Organization for air traffic, industry experts told Reuters. Such effort would involve the use of existing tools, such as databases, telescopes, radars and other sensors to track objects while improving coverage, early detection and data precision. Yet geopolitical tension and reluctance to share data with nations deemed unfriendly as well as commercial concerns over protecting proprietary information and competitive advantages remain significant barriers. That leaves operators of orbital equipment relying on informal or semi-formal methods of avoiding collisions, such as drawing on data from the U.S. Space Force or groups like the Space Data Association. However, this can involve issues such as accountability and inconsistent data standards.

"The top challenges are speed — as consensus-building takes time — and trust," Holla-Maini said. "Some countries simply can't communicate with others, but the U.N. can facilitate this process. Speed is our biggest enemy, but there's no alternative. It must be done."

Data from Slingshot Aerospace shows a 17% rise in close approaches per satellite over the past year, according to the article. (It adds that SpaceX data "showed Starlink satellites performed nearly 50,000 collision-avoidance manoeuvres in the first half of 2024, about double the previous six months...)

The European Space Agency, which has fewer spacecraft than SpaceX, said in 2021 its manoeuvres have increased to three or four times per craft versus a historical average of one."

"Scientists have found what seems to be the oldest direct evidence of hot water flowing on Mars during its ancient past," reports Space.com.

"The discovery could further indicate that the Red Planet, despite its arid and desolate appearance today, may have been capable of supporting life long ago." The evidence was delivered to Earth and sealed within the well-known Martian meteorite NWA7034, found in the Sahara Desert in 2011. Due to its black, highly polished appearance, the Martian rock is also known as "Black Beauty." At an estimated 2 billion years old, Black Beauty is the second oldest Martian meteorite ever discovered. However, the Curtin University team discovered something even older within it: a 4.45 billion-year-old zircon grain that harbors the fingerprints of fluids rich in water.

Team member Aaron Cavosie from Curtin's School of Earth and Planetary Sciences thinks this discovery will open up new avenues to understanding hydrothermal systems associated with the activity of volcanic magma that once ran through Mars. "We used nano-scale geochemistry to detect elemental evidence of hot water on Mars 4.45 billion years ago," Cavosie said in a statement. "Hydrothermal systems were essential for the development of life on Earth, and our findings suggest Mars also had water, a key ingredient for habitable environments, during the earliest history of crust formation...."

[T]his new research implies that water in liquid form may have existed on Mars even earlier than previously expected in the planet's pre-Noachian period.

Z-Library Helps Students to Overcome Academic Poverty, Study Finds (torrentfreak.com) 41

A new study reveals that many users, particularly students and Redditors, view Z-Library as a vital resource for overcoming economic barriers to education, reflecting a "Robin Hood" mentality that prioritizes access to knowledge over copyright concerns. TorrentFreak reports: The research looks at the motivations of two groups; Reddit users and Chinese postgraduate students. Despite the vast differences between these groups, their views on Z-Library are quite similar. The 134 Reddit responses were sampled from the Zlibrary subreddit, which is obviously biased in favor of the site. However, the reasoning goes well beyond a simple "I want free stuff" arguments. Many commenters highlighted that they were drawn to the site out of poverty, for example, or they highlighted that Z-Library was an essential tool to fulfill their academic goals.

"Living in a 3rd world country, 1 book would cost like 50%- 80% already of my daily wage," one Redditor wrote. The idea that Z-Library is a 'necessary evil' was also highlighted by other commenters. This includes a student who can barely make ends meet, and a homeless person, who has neither the money nor the space for physical books. The lack of free access to all study materials, including academic journal subscriptions at university libraries, was also a key motivator. Paired with the notion that journal publishers make billions of dollars, without compensating authors, justification is found for 'pirate' alternatives. "They make massive profits. So stealing from them doesn't hurt the authors nor reviewers, just the rich greedy publishers who make millions just to design a cover and click 'publish'," one Redditor wrote.

The second part of the study is conducted in a more structured format among 103 postgraduate students in China. This group joined a seminar where Z-Library and the crackdown were discussed. In addition, the students participated in follow-up focus group discussions, while also completing a survey. Despite not all being users of the shadow library, 41% of the students agreed that the site's (temporary) shutdown affected their ability to study and find resources for degree learning. In general, the students have a favorable view toward Z-Library and similar sites, and 71% admit that they have used a shadow library in the past. In line with China's socialist values, the overwhelming majority of the students agreed that access to knowledge should be free for everyone. While the students are aware of copyright law, they believe that the need to access knowledge outweighs rightsholders' concerns. This is also reflected in the following responses, among others. All in all, Z-Library and other shadow libraries are seen as a viable option for expensive or inaccessible books, despite potential copyright concerns.

Scientists Announce Progress Toward Ambitious Atlas of Human Cells (reuters.com) 5

Scientists unveiled on Wednesday the first blueprint of human skeletal development as they make progress toward the goal of completing a biological atlas of every cell type in the body to better understand human health and diagnose and treat disease. From a report: The work is part of the ongoing Human Cell Atlas project that was begun in 2016 and involves researchers around the world. The human body comprises roughly 37 trillion cells, with each cell type having a unique function. The researchers aim to have a first draft of the atlas done in the next year or two.

Aviv Regev, founding co-chair of the project and currently executive vice president and head of research and early development at U.S. biotech company Genentech, said the work is important on two levels. "First of all, it's our basic human curiosity. We want to know what we're made of. I think humans have always wanted to know what they're made of. And, in fact, biologists have been mapping cells since the 1600s for that reason," Regev said. "The second and very pragmatic reason is that this is essential for us in order to understand and treat disease. Cells are the basic unit of life, and when things go wrong, they go wrong with our cells, first and foremost," Regev said.

The Rust Foundation Wants to Improve Rust and C++ Interoperability (rust-lang.org) 17

The goal? "Make C++ and Rust interoperability easily accessible and approachable to the widest possible audience." And the Rust Foundation's "Interop Initiative" is specifically focused on the goal of interoperability "within the same executable," through either inline embedding that allows "integrated compilation", or foreign function interfaces.

To that end, a statement addressing "the challenges and opportunities in C++ and Rust interoperability" was announced this week by the Rust Foundation. Pointing out that the "Interop Initiative" was launched in February 2024 with a $1M contribution from Google, it now "proposes a collaborative, problem-space approach engaging key stakeholders from both language communities.

"Rather than prescribing specific solutions, this problem statement serves as a foundation for community input and participation in shaping both the strategic direction and tactical implementation of improved C++/Rust interoperability."

Their official problem statement outlines three "key strategic approaches."

- Improve existing tools and address tactical issues to reduce interoperability friction and risk in the short term.

- Build consensus around long-term goals requiring changes to Rust itself and develop the tactical approaches to begin pursuing them.

- Engage with the C++ community and committee to improve the quality of interoperation for both languages to help realize the mutual goals of safety and performance.


And it argues that interoperability "is essential to pursuing safety and performance which is maintainable and scalable." A significant amount of development has gone into libraries to facilitate interoperability with both C and C++, but from the language and compiler level, the situation remains largely unchanged from the early days of Rust. As the desire to integrate Rust into more C++ codebases increases, the value of making C++/Rust interoperability safer, easier, and more efficient is rapidly increasing. While each language takes a different overall approach, both view safety as an essential concern in modern systems. Both Rust and C++ have language- and standard-library-level facilities to improve safety in seemingly compatible ways, but significant benefits are lost when transiting the foreign function interfaces (FFI) boundary using the C ABI...

The consequence of this increased cost to interoperate means both C++ and Rust codebases are less able to access valuable code that already exists in the other language, and the ability to transition system components from one language to another is reduced outside of existing C-like interface boundaries. Ultimately, this reduction in freedom leads to worse outcomes for all users since technologists are less free to choose the most effective solutions.

SpaceX To Attempt Daring Orbital Refueling Test of Starship (gizmodo.com) 98

SpaceX plans an ambitious in-orbit refueling test between two Starships in March 2025. "The orbital demonstration is a major step for Starship, and a crucial part of SpaceX's capability of delivering NASA's Artemis mission to the Moon," reports Gizmodo. The plans were unveiled during Spaceflight Now's recent interview (source: YouTube) with Kent Chojnacki, the deputy manager for NASA's Human Landing System program. Gizmodo reports: SpaceX is under a $53.2 million contract with NASA, signed in 2020, to use Starship tankers for in-orbit propellant transfer. During its third test flight, SpaceX transferred around 10 metric tons of liquid oxygen from Starship's header tank to its main tank while it was in space. The upcoming demonstration, however, requires a lot more of the launch vehicle. Two Starships will launch to low Earth orbit around three to four weeks apart, the spacecraft will meet and dock in orbit, and one will transfer propellant to another. After the demonstration, the two Starships will undock from one another and deorbit.

"Once you've done that, you've really cracked open the opportunity to move massive amounts of payload and cargo outside of the Earth's sphere," Chojnacki said during the interview. The in-flight propellant transfer tests are set to conclude in the summer. With in-flight refueling, NASA is aiming to develop technologies to "enable long-term cryogenic fluid management, which is essential for establishing a sustainable presence on the Moon and enabling crewed missions to Mars," the space agency stated when the contract was signed.

SpaceX is developing a version of Starship to land humans on the Moon in September 2026 as part of NASA's Artemis 3 mission. To prepare for the Moon mission, SpaceX is expected to launch between eight and 16 propellant tanker Starships into low Earth orbit in rapid succession. Each of the tankers will carry around 100 to 150 tons of liquid oxygen and liquid methane and will dock with a larger fuel depot. The orbiting depot will then connect with the Human Landing System Starship, filling its massive 1,200-ton fuel tanks. Once refueled, the Starship lander will continue its journey toward the Moon.

The NYT Tech Guild announced its strike Monday, after setting November 4 as its deadline months earlier. The workers represented provide software support and data analysis for the Times, on the business side of the outlet. They have been asking for an annual 2.5% wage increase and to cement a current two days per week in-office expectation, among other things. [...] Picketers demonstrated in front of the NYT building in New York as negotiations continued. Meanwhile, on X, formerly known as Twitter, Perplexity's CEO offered to step in for the striking workers.

Replying to Semafor media editor Max Tani quoting the publisher, Srinivas wrote: "Hey AG Sulzberger @nytimes sorry to see this. Though TechCrunch asked Perplexity for comment, Srinivas responded to TechCrunch's post on X saying that "the offer was *not* to 'replace' journalists or engineers with AI but to provide technical infra support on a high-traffic day." The striking workers in question, however, are the ones who provide that service to the NYT. It's not really clear what services other than AI tools Perplexity could offer, or why they would not amount to replacing the workers in question.

The Biden administration is investing $825 million in a new semiconductor research and development facility in Albany, New York. Reuters reports: The New York facility will be expected to drive innovation in EUV technology, a complex process necessary to make semiconductors, the U.S. Department of Commerce and Natcast, operator of the National Semiconductor Technology Center (NTSC) said. The launch of the facility "represents a key milestone in ensuring the United States remains a global leader in innovation and semiconductor research and development," Commerce Secretary Gina Raimondo said. As the semiconductor industry pushes the limits of Moore's Law, EUV lithography has emerged as a critical technology to enable the high-volume production of transistors beyond 7nm, previously unattainable. As the NSTC develops capabilities and programs, access to EUV lithography R&D is essential to meet its three primary goals 1) extend U.S. technology leadership, 2) reduce the time and cost to prototype, and 3) build and sustain a semiconductor workforce ecosystem.

Colorado Agency 'Improperly' Posted Passwords for Its Election System Online (gizmodo.com) 93

For months, the Colorado Department of State inadvertently exposed partial passwords for voting machines in a public spreadsheet. "While the incident is embarrassing and already fueling accusations from the state's Republican party, the department said in a statement that it 'does not pose an immediate security threat to Colorado's elections, nor will it impact how ballots are counted,'" reports Gizmodo. From the report: Colorado NBC affiliate station 9NEWS reported that Hope Scheppelman, vice chair of the state's Republican party, revealed the error in a mass email sent Tuesday morning, which included an affidavit from a person who claimed to have downloaded the spreadsheet and discovered the passwords by clicking a button to reveal hidden tabs.

In its statement, the Department of State said that there are two unique passwords for each of its voting machines, which are stored in separate places. Additionally, the passwords can only be used by a person who is physically operating the system and voting machines are stored in secure areas that require ID badges to access and are under 24/7 video surveillance.

"The Department took immediate action as soon as it was aware of this, and informed the Cybersecurity and Infrastructure Security Agency, which closely monitors and protects the [country's] essential security infrastructure," The department said, adding that it is "working to remedy this situation where necessary." Colorado voters use paper ballots, ensuring that a physical paper trail that can be used to verify results tabulated electronically.

US Military Makes First Confirmed OpenAI Purchase For War-Fighting Forces (theintercept.com) 26

An anonymous reader quotes a report from The Intercept: Less than a year after OpenAI quietly signaled it wanted to do business with the Pentagon, a procurement document obtained by The Intercept shows U.S. Africa Command, or AFRICOM, believes access to OpenAI's technology is "essential" for its mission. The September 30 document lays out AFRICOM's rationale for buying cloud computing services directly from Microsoft as part of its $9 billion Joint Warfighting Cloud Capability contract, rather than seeking another provider on the open market. "The USAFRICOM operates in a dynamic and evolving environment where IT plays a critical role in achieving mission objectives," the document reads, including "its vital mission in support of our African Mission Partners [and] USAFRICOM joint exercises."

The document, labeled Controlled Unclassified Information, is marked as FEDCON, indicating it is not meant to be distributed beyond government or contractors. It shows AFRICOM's request was approved by the Defense Information Systems Agency. While the price of the purchase is redacted, the approval document notes its value is less than $15 million. Like the rest of the Department of Defense, AFRICOM -- which oversees the Pentagon's operations across Africa, including local military cooperation with U.S. allies there -- has an increasing appetite for cloud computing. The Defense Department already purchases cloud computing access from Microsoft via the Joint Warfighting Cloud Capability project. This new document reflects AFRICOM's desire to bypass contracting red tape and buy immediatelyMicrosoft Azure cloud services, including OpenAI software, without considering other vendors. This includes services for search, natural language processing, [machine learning], and unified analytics for data processing." Microsoft began selling OpenAI's GPT-4 large language model to defense customers in June 2023. Earlier this year, following the revelation that OpenAI had changed its mind on military work, the company announced a cybersecurity collaboration with DARPA in January and said its tools would be used for an unspecified veteran suicide prevention initiative. In April, Microsoft pitched the Pentagon on using DALL-E, OpenAI's image generation tool, for command and control software. But the AFRICOM document marks the first confirmed purchase of OpenAI's products by a U.S. combatant command whose mission is one of killing. OpenAI's stated corporate mission remains "to ensure that artificial general intelligence benefits all of humanity." "The Root Zone sits atop the hierarchical architecture of the DNS and is essential to virtually all internet navigation, acting as the dynamic, cryptographically secure, global directory of all top-level domains that exist in the DNS. The Root Zone Maintainer is a unique role that ensures the cryptographic signing and publication of the Root Zone no less than once a day, without which, navigation on the internet would be impossible," the story adds.
