US Surgeon General Warns on Possible Social Media Harms for Teens (cnn.com) 66

CNN summarizes the issue. "A recent advisory from U.S. Surgeon General Dr. Vivek Murthy says there's not enough evidence to determine whether social media is safe enough for children and adolescents when it comes to their mental health." (Although a CNN news anchor points out that "Nearly all of the research points to negative impacts.")

CNN's Chief Medical Correspondent interviewed U.S. Surgeon General Dr. Vivek Murthy "to examine what led him to sound the alarm, and who should be responsible for tackling the issue." And the surgeon general remembers when his five-year-old daughter asked to post a picture on social media. "I think finding the right balance is not easy, in part because, you know, the platforms weren't necessarily designed for balance. They were designed to maximize how much time we spend on them." CNN: How worried are you? When people hear something coming from the surgeon general's office, they think of, you know, smoking, opioids, things like this. Social media — is it at that level of concern for you?

Surgeon General: Yes, I would say yes, it is. And, and — but it's it's more complicated... because we know that some kids do actually get benefit from their experience of social media. Some are able to connect more easily with friends and family, to express themselves more creatively and more openly than they otherwise would, and to find community... But one of the things that has become an increasing source of worry for me is that the the association between social media use and harmful outcomes... [W]e're asking parents to somehow figure it out all on their own. And the reason I issued an advisory on this topic is I worry that we have not taken enough action to support parents and kids...

CNN: What is the level of evidence about the dangers of social media and what is the level of evidence that you want? I mean, what does it take for you as a surgeon general to act on this...?

Surgeon General: I think the first question I'm asking is where is the evidence of safety...? There's a lot of association data, right, that's showing an association between use and certain and negative outcomes, like for example, for kids who who use more than 3 hours of social media a day, they face double the risk of depression and anxiety symptoms. But we also know that kids are telling us in their own words and their own experience how they're experiencing social media. So, for example, about nearly half of adolescents are saying that using social media makes them feel worse about their body image...

And one of the consistent messages I hear from researchers who's been studying this area for a long time is that they are having a hard time getting access to the data from social media companies. You know, as a parent, I don't ever want to feel like someone or anyone is hiding information from me about how a product affects my child. But that's how a lot of parents are feeling right now. And so that's a place where I think transparency matters. Let's get the data out there so independent researchers can assess it and can help us understand the harms and benefits and which kids are most impacted so we can design, you know, our approach, you know, in a more informed way...

One of the things we call for in my advisory is for the policymakers to step in and establish actual, transparent, enforceable safety standards like we do for other products so that parents have some reassurance around safety... This technology is already being used by 95% of kids, Right. And I don't think that's realistic to put the genie back in the bottle here or to say somehow nobody should be using social media, that that's not the goal here... We don't like leave it up to car manufacturers to determine whether or not they've hit the standards or not. We don't do that with medications either. There should be, you know, independent authority that parents can trust are looking primarily in solely out for the welfare of their kids, and they should be the ones who enforce these standards....

You know, just to put it bluntly, I do not think we have done our job as a society to have the backs of kids and parents on this because we haven't moved fast enough to get the information to ultimately guide them on safe use... [P]arents across the country, people are trying to do the best they can with limited information.

The surgeon general also says their ideal legislation would also "help to reduce kids exposure to harmful content" and include "restrictions on features that seek to manipulate kids into spending excessive amounts of time on these platforms."

Japan Earmarks $107 Billion for Developing Hydrogen Energy To Cut Emissions, Stabilize Supplies (apnews.com) 63

Japan's government on Tuesday adopted a revision to the country's plans to use more hydrogen as fuel as part of the effort to reduce carbon emissions. From a report: The plan sets an ambitious target to increase the annual supply by six times from the current level to 12 million tons by 2040. It also pledges 15 trillion yen ($107 billion) in funding from both private and public sources to build up hydrogen-related supply chains over the next 15 years.

Japan's decarbonization strategy centers on using so-called clean coal, hydrogen and nuclear energy to bridge its transition to renewable energy. Russia's war on Ukraine has deepened concerns over energy security and complicated that effort, but other advanced Western nations are pushing for faster adoption of renewable energy, such as solar, wind and geothermal. So far, Japan is relying on hydrogen mainly produced using fossil fuels.

Why Bill Gates Recommends This Novel About Videogames (gatesnotes.com) 74

Bill Gates wrote a blog post this week recommending a novel about videogame development. Gates calls Tomorrow, and Tomorrow, and Tomorrow. "one of the biggest books of last year," telling the story of "two friends who bond over Super Mario Bros. as kids and grow up to make video games together." Although there are plenty of video games mentioned in the book — Oregon Trail is a recurring theme — I'd describe it more as a story about partnership and collaboration. When Sam and Sadie are in college, they create a game called Ichigo that turns out to be a huge hit. Their company, Unfair Games, becomes successful, but the two start to butt heads. Sadie is upset that Sam got most of the credit for Ichigo. Sam is frustrated that Sadie cares more about creating art than about making their company viable...

Most of the book is about how a creative partnership can be equal parts remarkable and complicated. I couldn't help but be reminded of my relationship with Paul Allen while I was reading it. Sadie believes that "true collaborators in this life are rare." I agree, and I was lucky to have one in Paul. An early chapter describing how Sam and Sadie worked until sunrise in a dingy apartment in Cambridge, Massachusetts, could have just as easily been about Paul and me coming up with the idea for Microsoft. Like Sam and Sadie, we worked together every day for years.

Paul's vision and contributions to the company were absolutely critical to its success, and then he chose to move on. We had a great relationship, but not without some of the complexities that success brings. Zevin really captures what it feels like to start a company that takes off. It's thrilling to know your vision is now real, but success brings a lot of new questions. Once you make money, do you still have something to prove? How does your relationship with your partner change once a lot more people get involved? How do you make the next idea as good as the last?

You can't help but wonder whether you would've been as successful if you started up at a different time... Paul and I were very lucky in terms of our timing with Microsoft. We got in when chips were just starting to become powerful but before other people had created established companies... Tomorrow, and Tomorrow, and Tomorrow resonated with me for personal reasons, but I think Zevin's exploration of partnership and collaboration is worth reading no matter who you are. Even if you're skeptical about reading a book about video games, the subject is a terrific metaphor for human connection.

The book is now being adapted into a movie.

Airbnb Sues NYC Over Limits On Short-Term Rentals (nytimes.com) 88

Airbnb has sued New York City in an attempt to overturn strict new regulations that restrict short-term rentals, claiming that the rules are "extreme and oppressive." The New York Times reports: A new law, passed by the city in 2021, sought to prevent illegal short-term rentals by requiring hosts to register with the city. Short-term rentals -- for fewer than 30 consecutive days -- have largely been barred if hosts are not present, according to state law, though the city and Airbnb have disagreed about how expansive such prohibitions and other complicated city codes should be. The city said it would start enforcing the law in July.

In the lawsuit filed on Thursday, Airbnb called the new scheme "extreme and oppressive" and said it clashes with a federal law that has shielded many tech platforms from liability for content posted by its users. Three Airbnb hosts also filed similar lawsuits, arguing that the rules were so complicated that nearly all hosts, even those who intended to be present when guests were around, would be unable to use the platform. The city said it was reviewing the lawsuit.
"This administration is committed to protecting safety and community livability for residents, preserving permanent housing stock, and ensuring our hospitality sector can continue to recover and thrive," Jonah Allon, a spokesman for the mayor, said in a statement.

The Original Chromecast Hits End of Life After a Decade of Service (arstechnica.com) 41

Rest now, little Chromecast. Google has announced the decade-old Chromecast 1 is finally hitting end of life. From a report: A message on Google's Chromecast firmware support page announced the wind-down of support, saying, "Support for Chromecast (1st gen) has ended, which means these devices no longer receive software or security updates, and Google does not provide technical support for them. Users may notice a degradation in performance." The 1st-gen Chromecast launched in 2013 for $35.

The original Chromecast was wildly successful and sold 10 million units in 2014 alone. For years, the device was mentioned in Google earnings calls as the highlight of the company's hardware efforts, and it was essentially the company's first successful piece of hardware. The Chromecast made it easy to beam Internet videos to your TV at a time when that was otherwise pretty complicated.

Tears of the Kingdom's Bridge Physics Have Game Developers Wowed 80

Nicole Carpenter, reporting for Polygon: There's a bridge to cross the lava pit in The Legend of Zelda: Tears of the Kingdom's Marakuguc Shrine, but it's broken. More than half of the bridge is piled on top of itself on one side of the pit, with one clipped-off segment on the other. The bridge is the obvious choice for crossing the lava, but how to fix it? A clip showing one potential solution went viral on Twitter shortly after Tears of the Kingdom's release: The player uses Link's Ultrahand ability to unfurl the stacked bridge by attaching it to a wheeled platform in the lava. When the wheeled platform -- now attached to the edge of the bridge -- activates and moves forward, it pulls the bridge taut, splashing lava as it goes, until the suspension bridge is actually suspended and can be crossed.

But it wasn't the solution itself that resonated with players; instead, the clip had game developers' jaws on the ground, in awe of how Nintendo's team wrangled the game's physics system to do that. To players, it's simply a bridge, but to game developers, it's a miracle. "The most complicated part of game development is when different systems and features start touching each other," said Shayna Moon, a technical producer who's worked on games like the 2018 God of War reboot and its sequel, God of War: Ragnarok, to Polygon. "It's really impressive. The amount of dynamic objects is why there are so many different kinds of solutions to this puzzle in particular. There are so many ways this could break."

Moon pointed toward the individual segments of the bridge that operate independently. Then there's the lava, the cart, and the fact you can use Link's Ultrahand ability to tie any of these things together -- even the bridge back onto itself. [...] Tears of the Kingdom was seemingly built on top of Breath of the Wild, reportedly with a large portion of the same team working on it. "There is a problem within the games industry where we don't value institutional knowledge," Moon said. "Companies will prioritize bringing someone from outside rather than keeping their junior or mid-level developers and training them up. We are shooting ourselves in the foot by not valuing that institutional knowledge. You can really see it in Tears of the Kingdom. It's an advancement of what made Breath of the Wild special."

DAZN Joins Anti-Piracy Coalition To Crack Down on Bootleg Sports Streams (theverge.com) 40

International online sports broadcasting company DAZN has joined a global task force that aims to shut down pirated and unauthorized sports streaming operations worldwide. The new group is operated by the Alliance for Creativity and Entertainment (ACE), which counts giants like Amazon, Apple, NBC Universal, Netflix, Disney, Sony, and Warner Bros. among its members. From a report: Unauthorized streaming sources can often be the only available option for people to watch certain teams and matches subject to complicated broadcasting deals, locked into high-priced bundles, and blackouts. With more tech and entertainment companies using sports as a sweetener for their services (NFL Sunday Ticket on YouTube, MLS / MLB for Apple TV Plus, and Thursday Night Football on Amazon Prime are a few examples), they have more reasons to collectively take issue with anyone popping up a free stream.

ACE as a whole had previously taken down IPTV-based service NitroTV, which allegedly charged users $20 per month in the US for a collection of unlicensed streaming content. ACE was first formed in 2017 as the anti-piracy arm of the Motion Picture Association (formerly known as the MPAA until it dropped the second A in 2019). Now with DAZN, it consists of 53 big media companies.

Discord Will Force You To Update Your Username (engadget.com) 76

Discord is making "big changes" to how identities work on the platform, a move that will force you to change your username. From a report: Up until now, the company has appended four-digit tags to identities as a way to distinguish people with the same username. However, the new system will give everyone a unique username, much like Twitter, Instagram and other services. "The whole point of these changes is that we want to make it a lot easier for you and all the new users coming to Discord to connect and hang out with friends," co-founder Stanislav Vishnevskiy wrote in a blog post. "We know that your username and identity are important, and we understand that some of you may not like this change and disagree with it." The original aim with the four-digit tags was to allow you to choose any username you wanted, but it has now become "technical debt," according to Discord. The company said that the usernames are "too complicated or obscure" for people to remember.

Intel: Just You Wait. Again (mondaynote.com) 39

Analyst Jean-Louis Gassee, writing at Monday Note about Intel's habit of requesting investors that they wait for the company to catch up to the competition: Concurrently, the company's revenue for its new IFS foundry business decreased by 24% to an insignificant $118M, with a $140M operating loss gingerly explained as "increased spending to support strategic growth." Other Intel businesses such as Networking (NEX) products and Mobileye -- yet another Autonomous Driving Technology -- add nothing promising to the company's picture. This doesn't prevent [Intel CEO Pat] Gelsinger from once again intoning the Just You Wait refrain. This time, the promise is to "regain transistor performance and power performance leadership by 2025."

Is it credible?

We all agree that the US tech industry would be better served by Intel providing a better alternative to TSMC's and Samsung's advanced foundries. Indeed, We The Taxpayers are funding efforts to stimulate our country's semiconductor sector at the tune of $52B. I won't comment other than to reminisce about a difficult late 80s conversation with an industry CEO when, as an Apple exec, I naively opposed an attempt to combat the loss of semiconductor memory business to foreign competitors by subsidizing something tentatively called US Memories. But, in this really complicated 2023 world, what choices do we actually have?

For years I've watched Intel's repeated mistakes, the misplaced self-regard, the ineffective leadership changes for this Silicon Valley icon, for the inventor of the first commercial microprocessor, only to be disappointed time and again as the company failed to shake the Wintel yoke -- while Microsoft successfully diversified. I fervently hope Pat Gelsinger succeeds. His achievement would resonate deeply, it would bring to mind another historic turnaround: Steve Jobs' 1997 return to the Apple he had "left" in 1985.

84 Amazon Delivery Drivers Just Won a $30 an Hour Union Contract (vox.com) 36

CNBC reports that 84 Amazon delivery drivers at a California facility "joined the International Brotherhood of Teamsters, the union said Monday, in a win for labor organizers that have long sought to gain a foothold at the e-retailer."

An anonymous reader shared this follow-up report from Vox: [T]hey unanimously ratified the contract, which will bring their wages from around $20 currently to $30 by September and would allow them to refuse to do deliveries they consider unsafe. But that victory is a bit complicated... They wear Amazon vests and drive Amazon-branded vehicles, have schedules dictated by Amazon, and can even be fired by Amazon. But they're technically employed by Battle Tested Strategies (BTS), one of approximately 3,000 delivery contract companies that make up Amazon's extensive delivery network. BTS voluntarily recognized the union after a majority of workers signed union authorization cards and negotiated the union contract.

Amazon has told Vox that its contract with BTS, which exclusively delivers for Amazon, was terminated "well before" workers notified the tech giant Monday, but that the contract hasn't expired yet. The union said that the delivery people are still working for Amazon and that the contract goes through October, when it typically would auto-renew. What happens next depends on Amazon, the workers, and the interpretation of outdated US labor law... At the crux of the delivery driver issue is whether Amazon controls enough of what the workers do to be considered a joint employer. "If Amazon is able to get away with ignoring the workers' decision and hiding behind the subcontractor relationships, then I'm afraid we'll have yet another story of the failure of American labor law," said Benjamin Sachs, a labor professor at Harvard Law School. "If this leads to a recognition that these drivers are Amazon employees, joint employees, then this could be massively important."

One element of note: These workers organized in California, which has a lower bar for who is considered an employee, and by extension, who enjoys union protections... Another element that the National Labor Relations Board will likely have to decide is whether Amazon terminated the contract with BTS in order to avoid working with a union, something that would be illegal if they were considered employees.

The article also notes that elsewhere, 50 YouTube contractors also voted to unionize this week.

Nuclear Fusion Won't Be Regulated in the US the Same Way as Nuclear Fission (cnbc.com) 130

Last week there was some good news for startups working on commercial nuclear fusion in the U.S. And it came from the Nuclear Regulatory Commission (or NRC), the top governing body for America's nuclear power plants nuclear materials, reports CNBC: The top regulatory agency for nuclear materials safety in the U.S. voted unanimously to regulate the burgeoning fusion industry differently than the nuclear fission industry, and fusion startups are celebrating that as a major win. As a result, some provisions specific to fission reactors, like requiring funding to cover claims from nuclear meltdowns, won't apply to fusion plants. (Fusion reactors cannot melt down....)

Other differences include looser requirements around foreign ownership of nuclear fusion plants, and the dispensing of mandatory hearings at the federal level during the licensing process, said Andrew Holland, CEO of the industry group, the Fusion Industry Association... The approach to regulating fusion is akin to the regulatory regime that is currently used to regulate particle accelerators, which are machines that are capable of making elementary nuclear particles, like electrons or protons, move really fast, the Fusion Industry Association says...

Technically speaking, fusion will be regulated under Part 30 of the Code of Federal Regulations, Jeff Merrifield, a former NRC commissioner, told CNBC. The regulatory structure for nuclear fission is under Part 50 of that code. "The regulatory structure needed to regulate particle accelerators under Part 30, is far simpler, less costly and more efficient than the more complicated rules imposed on fission reactors under Part 50," Merrifield told CNBC. "By making this decision to use the Part 30, the commission recognized the decreased risk of fusion technologies when compared with traditional nuclear reactors and has imposed a framework that more appropriately aligns the risks and the regulations," he said.

"Private fusion companies have raised about $5 billion to commercialize and scale fusion technology," the article points out, "and so the decision from the NRC on how the industry would be regulated is a big deal for companies building in the space." And they shared three reactions from the commercial fusion industry:
  • The CEO of the industry group, the Fusion Industry Association told CNBC the decision was "extremely important."
  • The scientific director for fusion startup Focused Energy told CNBC the decision "removes a major area of uncertainty for the industry."
  • The general counsel for nuclear fusion startup Helion told CNBC. "It is now incumbent on us to demonstrate our safety case as we bring fusion to the grid, and we look forward to working with the public and regulatory community closely on our first deployments."

Sonos' Exciting New Product Category Is Commercial Audio (theverge.com) 39

Today, Sonos is introducing Sonos Pro, a new service targeted at businesses -- restaurants, bars, and retail stores -- that makes it easy to play music across numerous locations without breaking any licensing rules. Sonos Pro works with all S2-compatible hardware including the Ikea Symfonisk line and, if you're into retrofitting existing speakers, the Amp and Port. The Verge reports: Pro customers will gain access to a web portal that lets them remotely control what's playing in each of their locations (divided into different zones) and perform troubleshooting from afar. If you're a normal consumer and want to reset your Sonos system at home, you've got to unplug the products, but Pro customers will be able to do it with software. They'll also have the ability to schedule particular genres for different times of the day to lock in the right atmosphere for their business. Want to keep the volume low in the mornings when you've got less foot traffic and automatically raise it during peak hours? Sonos Pro can do that.

The monthly Sonos Pro subscription, priced at $35 per business location, will include "Sonos Backgrounds." This is a commercially licensed music service featuring a range of royalty-free music from independent artists that's all legally compliant for streaming at business establishments. If you're wondering why that's necessary, businesses technically aren't allowed to just start playing Spotify, Apple Music, or other mainstream music apps over their speakers. Spotify says so right here. Those services are only licensed for personal use; playing them in a public setting counts as a live performance, and that's a no-no unless you've paid for the necessary licenses from ASCAP, BMI, and other organizations. That can get extremely complicated in and of itself.

The service will provide deep, granular control over the entire system in a commercial space. You can set maximum volume limits for each speaker or enable / disable features like AirPlay, line-in playback, and more. If you want to give your staff access to Spotify after hours, that's doable with an "allow direct control" setting. Speaking of which, business owners can grant their employees access to Sonos Pro and set different permission tiers for each person. And again, this can all be done remotely. Try adjusting settings (or even switching your Wi-Fi network) for Sonos devices on a regular account, and it can get messy fast. If you're away from the devices, forget about it.

Can Intel Become the Chip Champion the US Needs? (ft.com) 48

Once the leading player in the semiconductor industry, the company is attempting to pull off one of tech's most complex turnrounds. From a report: It was nearly a decade ago when Intel, then the undisputed leader in global semiconductor manufacturing, made a fateful decision. A new technology, extreme lithography, was offering a way to pack more computing power on to the silicon wafers from which tiny chips, essential for widely used products like smartphones and PCs, are cut. Using light to etch complicated integrated circuits, EUV promised an unparalleled degree of miniaturisation, but Intel executives believed it would take years for the method to become practical. Instead, they stuck with older manufacturing techniques for their next generation of chips. This turned out to be a historic mistake, one with consequences that are being felt at a time when the US has put advanced chipmaking at the centre of its national industrial policy. Taiwan Semiconductor Manufacturing Company, which adopted EUV in 2019, has leapfrogged Intel to become the world's most advanced chip manufacturer, closely followed by Samsung. Along with other slips, the judgment call has left Intel -- and the US -- scrambling to catch up.

"Hindsight is 20/20," says Ann Kelleher, head of technology development at Intel and the executive charged with restoring the US chipmaker's manufacturing processes. "It's very easy to look back and say, 'If something different was done...'" Intel is today at another crucial juncture. If, as planned, the company finally produces chips made with EUV in large volume later this year, it will be an important step on the road back. Nowhere will progress be watched more anxiously than in Washington, where the Biden administration is facing an imminent decision about how much financial backing to throw behind the company. Last year's US Chips Act committed $52bn in direct subsidies to support semiconductor manufacturing and boost research and development, along with an estimated $24bn worth of tax credits over the next eight years. The law was designed to reverse a slide that has taken the US share of chip production to 12 per cent, from 37 per cent in 1990. The centrepiece of that plan is to bring leading-edge manufacturing back to the US. For better or worse, that leaves Washington with little choice but to bet heavily on Intel, despite it being the laggard in one of the tech world's most important races. Yet falling behind in advanced chip production is not the only problem hanging over Intel.

Big shifts in its customers' needs -- such as the rise of artificial intelligence -- are threatening to sideline its traditional PC and server chips. Its attempt to go into direct competition with TSMC by becoming a so-called chip foundry, manufacturing chips on behalf of other companies, represents the biggest change to its business since it abandoned its original memory chips for processors nearly 40 years ago. To make things even harder, a yawning financial hole has opened up under the company at just the moment it is trying to make up for years of under-investment with a surge in capital spending. The depth of the reversal, which the company says is caused by a temporary inventory correction, shocked Wall Street in January, when Intel warned its revenue would tumble 40 per cent in the first three months of this year. The setbacks mean that a central piece of US industrial policy is now riding on one of the most difficult and complex tech turnrounds ever attempted. As the US Department of Commerce begins to weigh how to distribute the Chips Act subsidies, deciding how fiercely to back Intel will be a central question.

US Bank Lending Slumps by Most on Record in Final Weeks of March (yahoo.com) 39

US bank lending contracted by the most on record in the last two weeks of March, indicating a tightening of credit conditions in the wake of several high-profile bank collapses that risks damaging the economy. From a report: Commercial bank lending dropped nearly $105 billion in the two weeks ended March 29, the most in Federal Reserve data back to 1973. The more than $45 billion decrease in the latest week was primarily due to a a drop in loans by small banks. The pullback in total lending in the last half of March was broad and included fewer real estate loans, as well as commercial and industrial loans. Friday's report also showed commercial bank deposits dropped $64.7 billion in the latest week, marking the 10th-straight decrease that mainly reflected a decline at large firms.

The slide in lending follows the collapse of several firms including Silicon Valley Bank and Signature Bank. Economists are closely monitoring the Fed's so-called H.8 report, which provides an estimated weekly aggregate balance sheet for all commercial banks in the US, to gauge credit conditions. The recent bank failures have complicated the central bank's efforts to reduce inflation without sending the economy into a recession.

3DS, Wii U eShop Shutdown Leaves Archivists In the Wind, Hobbyists Pick Up the Pieces (techdirt.com) 39

On March 27th, Nintendo's eShop for its 3DS and Wii U consoles will be shut down. With many of the titles being original to those consoles and not available anywhere else, it's left archivists and historians scrambling to preserve them before it's too late. However, those preservation plans get complicated given Nintendo's litigious nature on matters of intellectual property. Techdirt's Timothy Geigner writes: Preventing the gaming public from continuing to buy games that rely on a company-operated backend infrastructure is one thing. After all, Nintendo can do what it wants when it comes to putting its products into commerce. But what really annoyed a ton of people, myself included, was how this would impact archivists and historians, or anyone else interested in preserving video game history and culture. With the impending shutdown, some of those entities are once again expressing concern: "While it's unfortunate that people won't be able to purchase digital 3DS or Wii U games anymore, we understand the business reality that went into this decision,' the Video Game History Foundation (VGHF) tweeted when the eShop shutdowns were announced a year ago. 'What we don't understand is what path Nintendo expects its fans to take, should they wish to play these games in the future.'"

Because Nintendo is litigious, utilizes DRM, and the DMCA exists, all of that combines to make it wildly unsafe for museums and archivists to actually retain copies of these games that will shortly no longer be found anywhere else. And, no, the exemptions built into the DMCA for content such as movies and literature simply don't exist for the video game space. [...] So what can be done? Not a whole lot, honestly, but some hobbyists are at least going to make a go of it: "In an effort to address this -- or at least address it in a single place on as few consoles as possible -- YouTuber The Completionist decided to sit down and spend almost a year of his life (328 days in total) buying his way through both libraries. He's now done, and the statistics are staggering. The dude bought 866 Wii U games and 1547 3DS titles, numbers that include DSiWare, Virtual Console releases and downloadable content. That adds up to 1.2TB of data for the Wii U, and 267GB for the 3DS. Or, for the 3DS purists reading, 2,136,689 blocks."

As part of this effort, The Completionist has said he plans to donate all of this digital media to the VGHF. What they can do with all of that content still remains to be seen. All of the same copyright and DMCA rules still apply, so what access it can grant to researchers, never mind the public, is in question.

US Plans More Regulations to Improve Cloud Security (politico.com) 12

Politico reports: Governments and businesses have spent two decades rushing to the cloud — trusting some of their most sensitive data to tech giants that promised near-limitless storage, powerful software and the knowhow to keep it safe.

Now the White House worries that the cloud is becoming a huge security vulnerability.

So it's embarking on the nation's first comprehensive plan to regulate the security practices of cloud providers like Amazon, Microsoft, Google and Oracle, whose servers provide data storage and computing power for customers ranging from mom-and-pop businesses to the Pentagon and CIA.... Among other steps, the Biden administration recently said it will require cloud providers to verify the identity of their users to prevent foreign hackers from renting space on U.S. cloud servers (implementing an idea first introduced in a Trump administration executive order). And last week the administration warned in its national cybersecurity strategy that more cloud regulations are coming — saying it plans to identify and close regulatory gaps over the industry....

So far, cloud providers have haven't done enough to prevent criminal and nation-state hackers from abusing their services to stage attacks within the U.S., officials argued, pointing in particular to the 2020 SolarWinds espionage campaign, in which Russian spooks avoided detection in part by renting servers from Amazon and GoDaddy. For months, they used those to slip unnoticed into at least nine federal agencies and 100 companies. That risk is only growing, said Rob Knake, the deputy national cyber director for strategy and budget. Foreign hackers have become more adept at "spinning up and rapidly spinning down" new servers, he said — in effect, moving so quickly from one rented service to the next that new leads dry up for U.S. law enforcement faster than it can trace them down.

On top of that, U.S. officials express significant frustration that cloud providers often up-charge customers to add security protections — both taking advantage of the need for such measures and leaving a security hole when companies decide not to spend the extra money. That practice complicated the federal investigations into the SolarWinds attack, because the agencies that fell victim to the Russian hacking campaign had not paid extra for Microsoft's enhanced data-logging features.... Part of what makes that difficult is that neither the government nor companies using cloud providers fully know what security protections cloud providers have in place. In a study last month on the U.S. financial sector's use of cloud services, the Treasury Department found that cloud companies provided "insufficient transparency to support due diligence and monitoring" and U.S. banks could not "fully understand the risks associated with cloud services."

Worf's Final Act: a 'Star Trek' Legend Looks Back (polygon.com) 70

The final season of Star Trek: Picard features the return of the Klingon Worf, reports Polygon, calling it "the chance to give one of sci-fi's most beloved supporting characters something that's usually reserved only for Captains and Admirals: a glorious third act."

Interestingly, back in 1987 Star Trek creator Gene Roddenberry had "hoped to avoid relying on familiar alien antagonists" when creating the first Star Trek TV sequel in 1987. So after a last-minute addition, "the early development of the character was left almost entirely in the hands of Dorn, then best known for a supporting role on the lighthearted police drama CHiPs." "They really didn't have a bible for Worf at all," says Dorn of those early episodes. "In fact, one of the first things I did was, I asked the producers, 'What do you want from this guy? You've just handed me a piece of paper that says Worf on it.'" With Roddenberry's blessing, Dorn set out making the character his own, giving Worf the kind of personal investment and attachment that only an actor can provide. "I decided to make the guy the opposite of everybody else on the show. You know, everyone else, their attitudes were great, and they're out there in space, relationships are forming. And after every mission they were like, Wasn't that fantastic? I didn't say anything to anybody, I just made him this gruff and surly character on the bridge. No smiles, no joking around."

It didn't take the show's producers long to realize that Dorn's gruff, joyless performance could effectively turn any bit of throwaway dialogue into a laugh line....

Alongside his role as the show's unlikely comic relief, however, Worf developed into one of Star Trek's most complicated protagonists. Roddenberry mandated that the show's human characters had evolved beyond the sorts of interpersonal conflicts that typically drive television dramas, but Worf, an alien, was permitted to be contrarian, hot-tempered, and even malicious.... He strictly adheres to a code of honor that does not totally overlap with that of his peers.... Yet, however many times "real" Klingon conduct clashes with his values, Worf never allows this to pollute his own sense of honor. He remains unfailingly truthful, loyal, and brave. And, over the years, other Klingons take notice of this and grow to admire and emulate him....

Dorn — along with the rest of the Next Gen ensemble — has once again been called upon to revitalize a Star Trek spinoff. The third season of Star Trek: Picard reintroduces us to Worf as a wise old master, so confident in his ability to defeat his foes in combat that he rarely needs to unsheathe this weapon. Dorn has imagined the past 20 years of his character's life in detail, taking inspiration from a source not entirely disconnected from Star Trek: the films of Quentin Tarantino. Appropriately, Dorn has patterned this version of Worf after a character from a film that opens with an old Klingon proverb: Kill Bill.

"One of the characters was Pai Mei, this martial arts killer," says Dorn. "He's gone so far in the martial arts, the next step is — he can defend himself and kill with a sword, but he can also do it with his bare hands. And with that comes calm, and the ability to know that sometimes you don't have to kill. That's how he's grown in the past 20 years. Now he can dodge ray guns...."

One way or another, the actor looks back at his untouchable tenure as Starfleet's greatest warrior with warmth and appreciation.

And speaking of appreciation, this video shows Dorn out of his Klingon makeup, joining with castmember Brent Spiner to recall a fondly-remembered prank that they'd played on Patrick Stewart (who was directing the episode).

Inside Taiwanese Chip Giant, a U.S. Expansion Stokes Tensions (nytimes.com) 57

Taiwan Semiconductor Manufacturing Company, the world's biggest maker of advanced computer chips, is upgrading and expanding a new factory in Arizona that promises to help move the United States toward a more self-reliant technological future. But to some at the company, the $40 billion project is something else: a bad business decision.

Internal doubts are mounting at the Taiwanese chip maker over its U.S. factory, according to interviews with 11 TSMC employees, who declined to be identified because they were not authorized to speak publicly. Many of the workers said the project could distract from the research and development focus that had long helped TSMC outmaneuver rivals. Some added that they were hesitant to move to the United States because of potential culture clashes.... Its factory expansion in the northern outskirts of Phoenix is meant to bring advanced microchip production closer to the United States and away from any potential standoff with China. Yet the effort has stoked internal apprehension, with high costs and managerial challenges showing how difficult it is to transplant one of the most complicated manufacturing processes known to man halfway across the world.

The pressure for the Arizona factory to succeed is immense. Failure would mean a setback for U.S. efforts to cultivate the advanced chip manufacturing that mostly moved to Asia decades ago. And TSMC would have spent billions on a plant that did not produce enough viable chips to make it worth the effort.

Ask Slashdot: Where Can You Buy a Desktop PC That Makes Linux Easy to Install? 233

"It's time for me to build a new Linux PC," writes Slashdot reader eggegick, complaining that while Dell (and Amazon) sell systems with Linux pre-installed, it feels like they're tacking on an unnecessary extra expense.

But then who sells a desktop PC where Linux is still easy to install? Windows seems to make it difficult to use your own (Linux OS) boot media: I guess this is a security measure, but I can think of better ways to implement this, for instance ask the user to type in "yes" or "fire the explosive bolts", or some sort of simple override).... As it is, I hit the F12 key during the boot to enter the BIOS, hoping to tell it to enable booting from the CD. Well I have not looked at a BIOS screen in a long time, and there is no "enable boot from CD option" anymore. There are some options for booting from other devices but it is all fubar magic to me.
One Dell user discovered it's as simple (or as complicated) as going into Settings / Recovery / Troubleshoot / Advanced options / See More Recovery Settings / Advanced Options / UEFI Firmware Settings / Restart to Change UEFI Firmware Settings. (And then under the Boot menu there's a choice called "Secure Boot" with an option labelled "Disabled," after which under the Boot menu the third choice becomes File Browser Add Boot Option / Select Media Driver...)

Is that simple enough — or is it fubar magic? "My question is, who builds a desktop PC these days that is user friendly in this regard (i.e. lets me install the OS I want)," asks the original submission.

New Mechanism Proposed For Why Some Psychedelics Act As Antidepressants (arstechnica.com) 53

An anonymous reader quotes a report from Ars Technica: New data suggests that psychedelics may activate serotonin signaling in a very different way than serotonin itself can, reaching the receptors in parts of the cell that serotonin can't get to. Serotonin signaling is complicated. There are seven classes of receptors in humans; some activate signaling pathways, while others inhibit them. One group of receptors allows ions into a cell in response to serotonin, triggering nerve impulses. The rest interact with proteins inside the cell, triggering longer-term responses to serotonin. Psychedelics such as LSD and mescaline bind to members of this latter group and activate it.

This action produces some rather dramatic changes in how people perceive their surroundings. But there's also some evidence that psychedelics promote changes to nerve cells that allow these cells to alter their connectivity. This occurs by causing the structures that receive input from other nerve cells, called dendrites, to grow and branch, potentially allowing additional or altered inputs. One hypothesis is that this altered connectivity allows cells to escape whatever network configuration has been associated with a medical disorder. The researchers confirmed these results using DMT, a psychedelic found in ayahuasca, and psilocin, the active form of the drug psilocybin, which is typically obtained from mushrooms. Twenty-four hours after mice received one of these drugs, nerve cells in their brains had an increased density of extensions from their dendrites. This growth was accompanied by an increased frequency of activity in individual nerve cells. Running the same tests in mice that lacked the gene for the specific serotonin receptor that these drugs target blocked both of these effects, confirming that serotonin signaling is central to the changes.

The researchers then started testing close chemical relatives of the drugs and saw a clear pattern: Making the drug less likely to interact with water boosted their effects on neurons. This suggested that the ability to cross membranes, which are very water-repellant, might be needed to promote changes in dendrites. To confirm this, the researchers poked holes in the membranes, which boosted the activity of water-friendly drug variants that wouldn't readily cross the membrane. This is all a bit confusing because the serotonin receptors sit inside the membrane and interact with the cell's exterior. They have to -- that's where the serotonin is. So why would anything that interacted with those receptors need to cross a membrane to the cell's interior? The receptors on the cell's surface are definitely key to the cell's response to serotonin. But the receptors don't just magically appear on the cell's surface -- they're made elsewhere in the cell and take a while to be processed and transported to the surface. The researchers found a population of serotonin receptors sitting inside a structure called the Golgi. It's not clear whether this population is simply on its way to the cell surface or whether it's retained there by some specific biological activity. Normally, these receptors wouldn't come into contact with serotonin, so they wouldn't signal from this location. But the researchers modified a protein to make it pump serotonin inside of cells and showed that it had the same effect the psychedelics had, suggesting the receptors could be activated and that this activation was key to altering neural connectivity.
The study has been published in the journal Science.
