Neuralink Has Successfully Implanted a Second Brain Chip, Musk Says (reuters.com) 91

Late Friday Elon Musk appeared on Lex Fridman's podcast for a special eight-hour episode about Neuralink.

It's already been viewed 1,702,036 times on YouTube — and resulted in this report from Reuters: Neuralink has successfully implanted in a second patient its device designed to give paralyzed patients the ability to use digital devices by thinking alone, according to the startup's owner Elon Musk... [Musk] gave few details about the second participant beyond saying the person had a spinal cord injury similar to the first patient, who was paralyzed in a diving accident.

Musk said 400 of the implant's electrodes on the second patient's brain are working. Neuralink on its website states that its implant uses 1,024 electrodes... Musk said he expects Neuralink to provide the implants to eight more patients this year as part of its clinical trials.

Neuralink's device "has allowed the first patient to play video games, browse the internet, post on social media and move a cursor on his laptop," according to the article: The first patient, Noland Arbaugh, was also interviewed on the podcast, along with three Neuralink executives, who gave details about how the implant and the robot-led surgery work. Before Arbaugh received his implant in January, he used a computer by employing a stick in his mouth to tap the screen of a tablet device. Arbaugh said with the implant he now can merely think about what he wants to happen on the computer screen, and the device makes it happen... Arbaugh has improved on his previous world record for the speed at which he can control a cursor with thoughts alone "with only roughly 10, 15% of the electrodes working," Musk said on the podcast.
Fridman said his interview with Musk was "the longest podcast I've ever done," calling their conversation "fascinating, super technical, and wide-ranging... I loved every minute of it."

Revolutionary Dual Action Antibiotic Makes Bacterial Resistance Nearly Impossible (scitechdaily.com) 54

A new type of antibiotic "targets bacteria in two ways," writes SciTechDaily, which "could make it 100 million times harder for bacteria to develop resistance, according to recent research from the University of Illinois Chicago." Their experiments demonstrate that [a class of synthetic drugs called] macrolones can work two different ways — either by interfering with protein production or corrupting DNA structure. Because bacteria would need to implement defenses to both attacks simultaneously, the researchers calculated that drug resistance is nearly impossible. "The beauty of this antibiotic is that it kills through two different targets in bacteria," said Alexander Mankin, distinguished professor of pharmaceutical sciences at UIC. "If the antibiotic hits both targets at the same concentration, then the bacteria lose their ability to become resistant via the acquisition of random mutations in any of the two targets."

Macrolones are synthetic antibiotics that combine the structures of two widely used antibiotics with different mechanisms. Macrolides, such as erythromycin, block the ribosome, the protein manufacturing factories of the cell. Fluoroquinolones, such as ciprofloxacin, target a bacteria-specific enzyme called DNA gyrase.... "The main outcome from all of this work is the understanding of how we need to go forward," Mankin said. "And the understanding that we're giving to chemists is that you need to optimize these macrolones to hit both targets."

Coders Don't Fear AI, Reports Stack Overflow's Massive 2024 Survey (thenewstack.io) 134

Stack Overflow says over 65,000 developers took their annual survey — and "For the first time this year, we asked if developers felt AI was a threat to their job..."

Some analysis from The New Stack: Unsurprisingly, only 12% of surveyed developers believe AI is a threat to their current job. In fact, 70% are favorably inclined to use AI tools as part of their development workflow... Among those who use AI tools in their development workflow, 81% said productivity is one of its top benefits, followed by an ability to learn new skills quickly (62%). Much fewer (30%) said improved accuracy is a benefit. Professional developers' adoption of AI tools in the development process has risen rapidly, going from 44% in 2023 to 62% in 2024...

Seventy-one percent of developers with less than five years of experience reported using AI tools in their development process, as compared to just 49% of developers with 20 years of experience coding... At 82%, [ChatGPT] is twice as likely to have been used than GitHub Copilot. Among ChatGPT users, 74% want to continue using it.

But "only 43% said they trust the accuracy of AI tools," according to Stack Overflow's blog post, "and 45% believe AI tools struggle to handle complex tasks."

More analysis from The New Stack: The latest edition of the global annual survey found full-time employment is holding steady, with over 80% reporting that they have full-time jobs. The percentage of unemployed developers has more than doubled since 2019 but is still at a modest 4.4% worldwide... The median annual salary of survey respondents declined significantly. For example, the average full-stack developer's median 2024 salary fell 11% compared to the previous year, to $63,333... Wage pressure may be the result of more competition from an increase in freelancing.

Eighteen percent of professional developers in the 2024 survey said they are independent contractors or self-employed, which is up from 9.5% in 2020. Part-time employment has also risen, presenting even more pressure on full-time salaries... Job losses at tech companies have contributed to a large influx of talent into the freelance market, noted Stack Overflow CEO Prashanth Chandrasekar in an interview with The New Stack. Since COVID-19, he added, the emphasis on remote work means more people value job flexibility. In the 2024 survey, only 20% have returned to full-time in-person work, 38% are full-time remote, while the remainder are in a hybrid situation. Anticipation of future productivity growth due to AI may also be creating uncertainty about how much to pay developers.

Two stats jumped out for Visual Studio magazine: In this year's big Stack Overflow developer survey things are much the same for Microsoft-centric data points: VS Code and Visual Studio still rule the IDE roost, while .NET maintains its No. 1 position among non-web frameworks. It's been this way for years, though in 2021 it was .NET Framework at No. 1 among IDEs, while the new .NET Core/.NET 5 entry was No. 3. Among IDEs, there has been less change. "Visual Studio Code is used by more than twice as many developers than its nearest (and related) alternative, Visual Studio," said the 2024 Stack Overflow Developer survey, the 14th in the series of massive reports.
Stack Overflow shared some other interesting statistics:

Could AI Speed Up the Design of Nuclear Reactors? (byu.edu) 156

A professor at Brigham Young University "has figured out a way to shave critical years off the complicated design and licensing processes for modern nuclear reactors," according to an announcement from the university.

"AI is teaming up with nuclear power." The typical time frame and cost to license a new nuclear reactor design in the United States is roughly 20 years and $1 billion. To then build that reactor requires an additional five years and between $5 and $30 billion. By using AI in the time-consuming computational design process, [chemical engineering professor Matt] Memmott estimates a decade or more could be cut off the overall timeline, saving millions and millions of dollars in the process — which should prove critical given the nation's looming energy needs.... "Being able to reduce the time and cost to produce and license nuclear reactors will make that power cheaper and a more viable option for environmentally friendly power to meet the future demand...."

Engineers deal with elements from neutrons on the quantum scale all the way up to coolant flow and heat transfer on the macro scale. [Memmott] also said there are multiple layers of physics that are "tightly coupled" in that process: the movement of neutrons is tightly coupled to the heat transfer which is tightly coupled to materials which is tightly coupled to the corrosion which is coupled to the coolant flow. "A lot of these reactor design problems are so massive and involve so much data that it takes months of teams of people working together to resolve the issues," he said... Memmott's is finding AI can reduce that heavy time burden and lead to more power production to not only meet rising demands, but to also keep power costs down for general consumers...

Technically speaking, Memmott's research proves the concept of replacing a portion of the required thermal hydraulic and neutronics simulations with a trained machine learning model to predict temperature profiles based on geometric reactor parameters that are variable, and then optimizing those parameters. The result would create an optimal nuclear reactor design at a fraction of the computational expense required by traditional design methods. For his research, he and BYU colleagues built a dozen machine learning algorithms to examine their ability to process the simulated data needed in designing a reactor. They identified the top three algorithms, then refined the parameters until they found one that worked really well and could handle a preliminary data set as a proof of concept. It worked (and they published a paper on it) so they took the model and (for a second paper) put it to the test on a very difficult nuclear design problem: optimal nuclear shield design.

The resulting papers, recently published in academic journal Nuclear Engineering and Design, showed that their refined model can geometrically optimize the design elements much faster than the traditional method.

In two days Memmott's AI algorithm determined an optimal nuclear-reactor shield design that took a real-world molten salt reactor company spent six months. "Of course, humans still ultimately make the final design decisions and carry out all the safety assessments," Memmott says in the announcement, "but it saves a significant amount of time at the front end....

"Our demand for electricity is going to skyrocket in years to come and we need to figure out how to produce additional power quickly. The only baseload power we can make in the Gigawatt quantities needed that is completely emissions free is nuclear power."

US Prepares For Bird Flu Pandemic With $176 Million Moderna Vaccine Deal 184

An anonymous reader quotes a report from Ars Technica: The US government will pay Moderna $176 million to develop an mRNA vaccine against a pandemic influenza -- an award given as the highly pathogenic bird flu virus H5N1 continues to spread widely among US dairy cattle. The funding flows through BARDA, the Biomedical Advanced Research and Development Authority, as part of a new Rapid Response Partnership Vehicle (RRPV) Consortium. The program is intended to set up partnerships with industry to help the country better prepare for pandemic threats and develop medical countermeasures, the Department of Health and Human Services said in a press announcement Tuesday.

In its own announcement on Tuesday, Moderna noted that it began a Phase 1/2 trial of a pandemic influenza virus vaccine last year, which included versions targeting H5 and H7 varieties of bird flu viruses. The company said it expects to release the results of that trial this year and that those results will direct the design of a Phase 3 trial, anticipated to begin in 2025. The funding deal will support late-stage development of a "pre-pandemic vaccine against H5 influenza virus," Moderna said. But, the deal also includes options for additional vaccine development in case other public health threats arise.

US health officials have said previously that they were in talks with Moderna and Pfizer about the development of a pandemic bird flu vaccine. The future vaccine will be in addition to standard protein-based bird flu vaccines that are already developed. In recent weeks, the health department has said it is working to manufacture 4.8 million vials of H5 influenza vaccine in the coming months. The plans come three months into the H5N1 dairy outbreak, which is very far from the initial hopes of containment. [...] The more the virus expands its footprint across US dairy farms, adapts to its newfound mammalian host, and comes in contact with humans, the more and more chances it has to leap to humans and gain the ability to spread among us.
"The award made today is part of our longstanding commitment to strengthen our preparedness for pandemic influenza," said Dawn O'Connell, assistant secretary for Preparedness and Response. "Adding this technology to our pandemic flu toolkit enhances our ability to be nimble and quick against the circulating strains and their potential variants."

In a separate article, Ars Technica reports on a small study in Texas that suggests human cases are going undetected on dairy farms where the H5N1 virus has spread in cows.

Scientists Propose Lunar Biorepository As 'Backup' For Life On Earth 46

An anonymous reader quotes a report from The Guardian: With thousands of species at risk of extinction, scientists have devised a radical plan: a vault filled with preserved samples of our planet's most important and at-risk creatures located on the moon. An international team of experts says threats from climate change and habitat loss have outpaced our ability to protect species in their natural habitats, necessitating urgent action. A biorepository of preserved cells, and the crucial DNA within them, could be used to enhance genetic diversity in small populations of critically endangered species, or to clone and create new individuals in the worst-case scenario of extinction.

The proposed lunar biorepository, as described in the journal BioScience, would be beyond the reach of climate breakdown, geopolitical events or other Earth-based disasters. The moon's naturally frigid environment means samples would remain frozen year-round without the need for human involvement or an energy source. By taking advantage of deep craters near the polar regions that are never exposed to sunlight, the moon is one of few places that can provide the ultra-low temperature of -196C necessary to preserve the samples in a way suitable for future cloning. [...] Besides those facing the imminent risk of extinction, the proposed repository would prioritize species with important functions in their environment and food webs. Through careful selection, those housed could be used to re-establish an extinct population on Earth or even to terraform another planet.
Dr Mary Hagedorn of the Smithsonian's national zoo and conservation biology institute and the proposal's lead author believes the biorepository proposal will come to fruition, although perhaps not in our lifetime: "We know how to do this and can do this and will do this, but it may take decades to finally achieve," she said.

The report says the next steps "will be to develop packaging for the cryopreserved samples that can withstand the conditions of space, and to work out the logistics of transporting samples to the moon."

Cyberattack Hits Blood-Donation Nonprofit OneBlood (cnn.com) 29

A cyberattack has hit a blood-donation nonprofit that serves hundreds of hospitals in the southeastern US. From a report: The hack, which was first reported by CNN, has raised concerns about potential impacts on OneBlood's service to some hospitals, multiple sources familiar with the matter said, and the incident is being investigated as a potential ransomware attack. An "outage" of OneBlood's software system is impacting the nonprofit's ability to ship "blood products" to hospitals in Florida, according to an advisory sent to health care providers by the Health Information Sharing and Analysis Center, a cyberthreat-sharing group, and reviewed by CNN. OneBlood has been manually labeling blood products as the nonprofit recovers from the incident, the advisory said.

From a report: The update also includes improved AI image creation tools on Skype for Windows and macOS, and the ability to sign in automatically on iOS if you're already signed into another Microsoft app. "Our latest update removes all ads from Skype channels and the entire Skype platform, ensuring a smoother, decluttered and more enjoyable user experience," says Skype product manager Irene Namuganyi. The removal of ads in Skype means you'll no longer see ads in the main chat interface, or in the channels section. Microsoft says it has listened to feedback around ads in Skype, and decided to "focus on your chats without any ad distractions, making your Skype experience cleaner and more user-friendly."

Mike McQuaid on 15 Years of Homebrew and Protecting Open-Source Maintainers (thenextweb.com) 37

Despite multiple methods available across major operating systems for installing and updating applications, there remains "no real clear answer to 'which is best,'" reports The Next Web. Each system faces unique challenges such as outdated packages, high fees, and policy restrictions.

Enter Homebrew.

"Initially created as an option for developers to keep the dependencies they often need for developing, testing, and running their work, Homebrew has grown to be so much more in its 15-year history." Created in 2009, Homebrew has become a leading solution for macOS, integrating with MDM tools through its enterprise-focused extension, Workbrew, to balance user freedom with corporate security needs, while maintaining its open-source roots under the guidance of Mike McQuaid. In an interview with The Next Web's Chris Chinchilla, project leader Mike McQuaid talks about the challenges and responsibilities of maintaining one of the world's largest open-source projects: As with anything that attracts plenty of use and attention, Homebrew also attracts a lot of mixed and extreme opinions, and processing and filtering those requires a tough outlook, something that Mike has spoken about in numerous interviews and at conferences. "As a large project, you get a lot of hate from people. Either people are just frustrated because they hit a bug or because you changed something, and they didn't read the release notes, and now something's broken," Mike says when I ask him about how he copes with the constant influx of communication. "There are a lot of entitled, noisy users in open source who contribute very little and like to shout at people and make them feel bad. One of my strengths is that I have very little time for those people, and I just insta-block them or close their issues."

More crucially, an open-source project is often managed and maintained by a group of people. Homebrew has several dozen maintainers and nearly one thousand total contributors. Mike explains that all of these people also deserve to be treated with respect by users, "I'm also super protective of my maintainers, and I don't want them to be treated that way either." But despite these features and its widespread use, one area Homebrew has always lacked is the ability to work well with teams of users. This is where Workbrew, a company Mike founded with two other Homebrew maintainers, steps in. [...] Workbrew ties together various Homebrew features with custom glue to create a workflow for setting up and maintaining Mac machines. It adds new features that core Homebrew maintainers had no interest in adding, such as admin and reporting dashboards for a computing fleet, while bringing more general improvements to the core project.

Bearing in mind Mike's motivation to keep Homebrew in the "traditional open source" model, I asked him how he intended to keep the needs of the project and the business separated and satisfied. "We've seen a lot of churn in the last few years from companies that made licensing decisions five or ten years ago, which have now changed quite dramatically and have generated quite a lot of community backlash," Mike said. "I'm very sensitive to that, and I am a little bit of an open-source purist in that I still consider the open-source initiative's definition of open source to be what open source means. If you don't comply with that, then you can be another thing, but I think you're probably not open source."

And regarding keeping his and his co-founder's dual roles separated, Mike states, "I'm the CTO and co-founder of Workbrew, and I'm the project leader of Homebrew. The project leader with Homebrew is an elected position." Every year, the maintainers and the community elect a candidate. "But then, with the Homebrew maintainers working with us on Workbrew, one of the things I say is that when we're working on Workbrew, I'm your boss now, but when we work on Homebrew, I'm not your boss," Mike adds. "If you think I'm saying something and it's a bad idea, you tell me it's a bad idea, right?" The company is keeping its early progress in a private beta for now, but you can expect an announcement soon. As for what's happening for Homebrew? Well, in the best "open source" way, that's up to the community and always will be.

Python Foundation Nonprofit Fixes Bylaw Loophole That Left 'Virtually Unlimited' Financial Liability (blogspot.com) 16

The Python Software Foundation's board "was alerted to a defect in our bylaws that exposes the Foundation to an unbounded financial liability," according to a blog post Friday: Specifically, Bylaws Article XIII as originally written compels the Python Software Foundation to extend indemnity coverage to individual Members (including our thousands of "Basic Members") in certain cases, and to advance legal defense expenses to individual Members with surprisingly few restrictions. Further, the Bylaws compel the Foundation to take out insurance to cover these requirements, however, insurance of this nature is not actually available to 501(c)(3) nonprofit corporations such as the Python Software Foundation to purchase, and thus it is impossible in practice to comply with this requirement.

In the unlikely but not impossible event of the Foundation being called upon to advance such expenses, the potential financial burden would be virtually unlimited, and there would be no recourse to insurance. As this is an existential threat to the Foundation, the Board has agreed that it must immediately reduce the Foundation's exposure, and has opted to exercise its ability to amend the Bylaws by a majority vote of the Board directors, rather than by putting it to a vote of the membership, as allowed by Bylaws Article XI.

Acting on legal advice, the full Board has voted unanimously to amend its Bylaws to no longer extend an offer to indemnify, advance legal expenses, or insure Members when they are not serving at the request of the Foundation. The amended Bylaws still allow for indemnification of a much smaller set of individuals acting on behalf of the PSF such as Board Members and officers, which is in line with standard nonprofit governance practices and for which we already hold appropriate insurance.

Another blog post notes "the recent slew of conversations, initially kicked off in response to a bylaws change proposal, has been pretty alienating for many members of our community." - After the conversation on PSF-Vote had gotten pretty ugly, forty-five people out of ~1000 unsubscribed. (That list has since been put on announce-only)

- We received a lot of Code of Conduct reports or moderation requests about the PSF-vote mailing list and the discuss.python.org message board conversations. (Several reports have already been acted on or closed and the rest will be soon).

- PSF staff received private feedback that the blanket statements about "neurodiverse people", the bizarre motives ascribed to the people in charge of the PSF and various volunteers and the sideways comments about the kinds of people making reports were also very off-putting.

Are Earth's Forests Losing Their Ability to Absorb Carbon Dioxide? (msn.com) 112

An anonymous reader shared this report from the Washington Post: Earth's land lost much of their ability to absorb the carbon dioxide humans pumped into the air last year, according to a new study that is causing concern among climate scientists that a crucial damper on climate change underwent an unprecedented deterioration. Temperatures in 2023 were so high — and the droughts and wildfires that came with them were so severe — that forests in various parts of the world wilted and burned enough to have degraded the ability of the land to lock away carbon dioxide and act as a check on global warming, the study said.

The scientists behind the research, which focuses on 2023, caution that their findings are preliminary. But the work represents a disturbing data point — one that, if it turns into a trend, spells trouble for the planet and the people on it...

Philippe Ciais [a scientist at France's Laboratory of Climate and Environmental Sciences who co-authored the new research] and his colleagues saw that the concentration of CO2 measured at an observatory on Mauna Loa in Hawaii and elsewhere spiked in 2023, even though global fossil fuel emissions increased only modestly last year in comparison. That mismatch suggests that there was an "unprecedented weakening" in the Earth's ability to absorb carbon, the researchers wrote. The scientists then used satellite data and models for vegetative growth to try to pinpoint where the carbon sink was weakening. The team spotted abnormal losses of carbon in the drought-stricken Amazon and Southeast Asia as well as in the boreal forests of Canada, where record-breaking wildfires burned through tens of millions of acres.

UK Plans Wind Energy Expansion with New Government-Owned Energy Company (bnnbloomberg.ca) 32

The U.K. government "will substantially increase offshore wind investment in the next five years," writes long-time Slashdot reader shilly — "in partnership with the Crown Estate (a public corporation that owns land including the coastal seabed on behalf of the monarch)." It will do this via its new state-owned energy generation [and investment] company, Great British Energy. The new approach includes ensuring grid connections are in place, and is in tandem with changes to the UK's planning regime that should reduce the ability of NIMBY groups to prevent infrastructure build-outs. Since [the Labour Party] came to power 20 days ago, the government has also approved three new solar farms and reversed a ban on onshore wind.
Labour Prime Minister Keir Starmer said in a speech Thursday that "I don't just want to be in the race for clean energy; I want us to win the race for clean energy," according to an article by BNN Bloomberg: Thursday's announcement marks the first concrete step by the government to use Great British Energy in its quest for a zero-carbon electric grid by 2030. The collaboration with the Crown Estate, owners of the UK's seabed, means the public sector will get involved in projects earlier and may attract more private funding... Great British Energy is receiving £8.3 billion of taxpayer money to own and operate assets in collaboration with the private sector.
The article points out that "By allowing borrowing, the government believes 20-30 gigawatts of new offshore wind seabed leases can be secured by 2030."

As Prime Minister Keir Starmer said in his speech, "We've got the potential, we've got the ports, we've got the people, the skills."

Courts Close the Loophole Letting the Feds Search Your Phone At the Border (reason.com) 46

On Wednesday, Judge Nina Morrison ruled that cellphone searches at the border are "nonroutine" and require probable cause and a warrant, likening them to more invasive searches due to their heavy privacy impact. As reported by Reason, this decision closes the loophole in the Fourth Amendment's protection against unreasonable searches and seizures, which Customs and Border Protection (CBP) agents have exploited. Courts have previously ruled that the government has the right to conduct routine warrantless searches for contraband at the border. From the report: Although the interests of stopping contraband are "undoubtedly served when the government searches the luggage or pockets of a person crossing the border carrying objects that can only be introduced to this country by being physically moved across its borders, the extent to which those interests are served when the government searches data stored on a person's cell phone is far less clear," the judge declared. Morrison noted that "reviewing the information in a person's cell phone is the best approximation government officials have for mindreading," so searching through cellphone data has an even heavier privacy impact than rummaging through physical possessions. Therefore, the court ruled, a cellphone search at the border requires both probable cause and a warrant. Morrison did not distinguish between scanning a phone's contents with special software and manually flipping through it.

And in a victory for journalists, the judge specifically acknowledged the First Amendment implications of cellphone searches too. She cited reporting by The Intercept and VICE about CPB searching journalists' cellphones "based on these journalists' ongoing coverage of politically sensitive issues" and warned that those phone searches could put confidential sources at risk. Wednesday's ruling adds to a stream of cases restricting the feds' ability to search travelers' electronics. The 4th and 9th Circuits, which cover the mid-Atlantic and Western states, have ruled that border police need at least "reasonable suspicion" of a crime to search cellphones. Last year, a judge in the Southern District of New York also ruled (PDF) that the government "may not copy and search an American citizen's cell phone at the border without a warrant absent exigent circumstances."

Microsoft has started testing a new way to access your Android phone from directly within Windows 11's File Explorer. From a report: Windows Insiders are now able to test this new feature, which lets you wirelessly browse through folders and files on your Android phone. The integration in File Explorer means your Android device appears just like a regular USB device on the left-hand side, with the ability to copy or move files between a PC and Android phone, and rename or delete them. It's certainly a lot quicker than using the existing Phone Link app.

Google is now the only search engine that can surface results from Reddit, making one of the web's most valuable repositories of user generated content exclusive to the internet's already dominant search engine. 404 Media: If you use Bing, DuckDuckGo, Mojeek, Qwant or any other alternative search engine that doesn't rely on Google's indexing and search Reddit by using "site:reddit.com," you will not see any results from the last week.

DuckDuckGo is currently turning up seven links when searching Reddit, but provides no data on where the links go or why, instead only saying that "We would like to show you a description here but the site won't allow us." Older results will still show up, but these search engines are no longer able to "crawl" Reddit, meaning that Google is the only search engine that will turn up results from Reddit going forward. Searching for Reddit still works on Kagi, an independent, paid search engine that buys part of its search index from Google. The news shows how Google's near monopoly on search is now actively hindering other companies' ability to compete at a time when Google is facing increasing criticism over the quality of its search results.
The news follows Google signing a $60 million deal with Reddit early this year to use the social network's content to train its LLMs.

DHS Has a DoS Robot To Disable Internet of Things 'Booby Traps' Inside Homes (404media.co) 140

An anonymous reader quotes a report from 404 Media's Jason Koebler: The Department of Homeland Security bought a dog-like robot that it has modified with an "antenna array" that gives law enforcement the ability to overload people's home networks in an attempt to disable any internet of things devices they have, according to the transcript of a speech given by a DHS official at a border security conference for cops obtained by 404 Media. The DHS has also built an "Internet of Things" house to train officers on how to raid homes that suspects may have "booby trapped" using smart home devices, the official said.

The robot, called "NEO," is a modified version of the "Quadruped Unmanned Ground Vehicle (Q-UGV) sold to law enforcement by a company called Ghost Robotics. Benjamine Huffman, the director of DHS's Federal Law Enforcement Training Centers (FLETC), told police at the 2024 Border Security Expo in Texas that DHS is increasingly worried about criminals setting "booby traps" with internet of things and smart home devices, and that NEO allows DHS to remotely disable the home networks of a home or building law enforcement is raiding. The Border Security Expo is open only to law enforcement and defense contractors. A transcript of Huffman's speech was obtained by the Electronic Frontier Foundation's Dave Maass using a Freedom of Information Act request and was shared with 404 Media. [...]

The robot is a modified version of Ghost Robotics' Vision 60 Q-UGV, which the company says it has sold to "25+ National Security Customers" and which is marketed to both law enforcement and the military. "Our goal is to make our Q-UGVs an indispensable tool and continuously push the limits to improve its ability to walk, run, crawl, climb, and eventually swim in complex environments," the company notes on its website. "Ultimately, our robot is made to keep our warfighters, workers, and K9s out of harm's way."
"NEO can enter a potentially dangerous environment to provide video and audio feedback to the officers before entry and allow them to communicate with those in that environment," Huffman said, according to the transcript. "NEO carries an onboard computer and antenna array that will allow officers the ability to create a 'denial-of-service' (DoS) event to disable 'Internet of Things' devices that could potentially cause harm while entry is made."

US Prepares Jamming Devices Targeting Russia, China Satellites (msn.com) 45

In April the U.S. Space Force began testing "a new ground-based satellite jamming weapon to help keep U.S. military personnel safe from potential 'space-enabled' attacks" (according to a report from Space.com). The weapon was "designed to deny, degrade, or disrupt communications with satellites overhead, typically through overloading specific portions of the electromagnetic spectrum with interference," according to the article, with the miitary describing it as a small form-factor system "designed to be fielded in large numbers at low-cost and operated remotely" and "provide counterspace electronic warfare capability to all of the new Space Force components globally."

And now, Bloomberg reports that the U.S. is about to deploy them: The devices aren't meant to protect U.S. satellites from Chinese or Russian jamming but "to responsibly counter adversary satellite communications capabilities that enable attacks," the Space Force said in a statement to Bloomberg News. The Pentagon strives — on the rare occasions when it discusses such space capabilities — to distinguish its emerging satellite-jamming technology as purely defensive and narrowly focused. That's as opposed to a nuclear weapon the U.S. says Russia is developing that could create high-altitude electromagnetic pulses that would take out satellites and disrupt entire communications networks.

The first 11 of 24 Remote Modular Terminal jammers will be deployed in several months, and all of them could be in place by Dec. 31 at undisclosed locations, according to the Space Force statement... The new terminals augment a much larger jamming weapon called the Counter Communications System that's already deployed and a mid-sized one called Meadowlands "by providing the ability to have a proliferated, remotely controlled and relatively relocatable capability," the Space Force said. The Meadowlands system has encountered technical challenges that have delayed its delivery until at least October, about two years later than planned.

China has "hundreds and hundreds of satellites on orbit designed to find, fix, track, target and yes, potentially engage, US and allied forces across the Indo-Pacific," General Stephen Whiting, head of US Space Command, said Wednesday at the annual Aspen Security Forum. "So we've got to understand that and know what it means for our forces."

Bloomberg also got this comment from the chief director of space security and stability at the Secure World Foundation (which produces reports on counterspace weapons). The new U.S. Space Force jamming weapons are "reversible, temporary, non-escalatory and allow for plausible deniability in terms of who the instigator is."

Wind Turbine Blade Breaks, Washes Ashore. Power Production Shut Down as Company Faces Investigation and Litigation (cnn.com) 138

"More pieces of a broken wind turbine off the coast of Massachusetts are falling into the Atlantic Ocean," reports CBS News on Thursday. "The CEO of Vineyard Wind was at Nantucket's Select Board meeting Wednesday evening, apologizing and answering questions about the initial break when he suddenly had to leave because the situation is getting worse."

CNN reports the debris has been "prompting beach closures and frustrating locals at the peak of the summer season" since the blade broke a week ago, and then folded over: Since then, foam debris and fiberglass — including some large and dangerously sharp pieces — have washed onto beaches. A "significant part" of the remaining damaged blade detached from the turbine early Thursday morning, Vineyard Wind said in a news release. The US Coast Guard confirmed to CNN it has located a 300-foot piece of the blade.

There are few answers to what caused the turbine to fail, and the incident has prompted questions and anger from city officials and Nantucket residents... The shards of turbine forced officials to close beaches earlier this week, though they have since reopened. [Nantucket select board chair Brooke Mohr] said the town would monitor for additional debris and adjust schedules accordingly. "Public safety is our most immediate concern, these fiberglass pieces are quite sharp," Mohr said, making swimming unsafe...

The federal government is conducting its own investigation and has ordered Vineyard Wind to stop all its wind turbines producing electricity until it can be determined whether any other blades were impacted, a Bureau of Safety and Environmental Enforcement spokesperson said in a statement. The federal government has also ordered the companies to preserve any equipment that could help determine the cause of the failure. The federal suspension order effectively halts further construction on Vineyard Wind, the first large-scale wind farm being installed in the US. The wind farm, a joint venture of Avangrid and Copenhagen Infrastructure Partners, has 10 turbines up and running so far with plans to install 62 total...

The project was set to double the number of turbines spinning off the East Coast, and state leaders in Massachusetts have viewed it as a big boost to the state's ability to generate electricity. Now the project is in limbo, and could remain so until the investigation is complete.

The article quotes the head of government affairs at wind blade manufacturer GE Vernova as saying a breaking wind turbine is "highly unusual and rare." But Vineyard Wind CEO Klaus Skoust Møller called it a "very serious situation" and apologized to local residents.

Meanwhile, the Boston Herald reported Friday that the Nantucket Select Board "is set to pursue litigation against the wind energy company in connection to the blade failure..." Town officials, residents and local mariners have all said they didn't learn of the incident until Monday evening, roughly 48 hours after the fact and just hours before debris started to wash ashore, prompting beaches to close Tuesday...

The "significant portion" of the 107-meter blade that detached from the turbine Thursday morning sunk to the ocean floor. Crews were slated to recover the fiberglass "in due course," town officials wrote in a Friday update... Residents are not taking kindly to Vineyard Wind's assertion that the debris — fiberglass fragments ranging in size from small pieces to larger sections, typically green or white — is not toxic. Vineyard Wind has deployed a crew of 56 contractors to assist in the cleanup of the island's beaches, and town officials said Friday that no town staff are actively engaged in removing the debris. The wind energy company reported Wednesday that crews had removed 17 cubic yards of debris, enough to fill more than six truckloads.

CrowdStrike Stock Tanks 15%, Set For Worst Day Since 2022 (forbes.com) 81

Shares of cybersecurity company CrowdStrike Holdings dropped 15% on Friday after the company's software update resulted in what may turn out to be the largest IT outage ever. CrowdStrike stock "is on pace for its steepest daily loss since November 2022 and its $290 low share price is the lowest intraday mark since April 25," reports Forbes. "CrowdStrike is on track for the third-worst day in its five-year history as a publicly traded company." From the report: Microsoft, which was swept up in the outage as the downed systems are those running CrowdStrike's cybersecurity applications and Microsoft's Windows software, also slumped, with its shares down about 1% to the $3.2 trillion behemoth's lowest share price since June 11. CrowdStrike competitor Palo Alto Networks enjoyed a 4% rally Friday, while the tech-heavy Nasdaq Composite stock index gained about 0.2%, held up by the likes of Microsoft rival Apple's 1% stock gain and a 1% rise for shares of Alphabet, which is reportedly in talks to buy cybersecurity firm Wiz for $23 billion.

The CrowdStrike selloff is "an overreaction to a temporary setback," Rosenblatt analyst Catharine Trebnick wrote in a note to clients Friday. It's a "compelling buying opportunity" as it "creates a window for investors to buy into a high-quality, growth-oriented cybersecurity company at a discounted valuation," Trebnick continued. To her point, CrowdStrike stock's relative valuation, according to its price-to-earnings ratio (P/E), which compares its market value to its projected profits over the next four quarters, fell Friday to its lowest number since April. Still, CrowdStrike's P/E of about 70 is very high for a company of its size, meaning investors will need to express significant confidence in the business' ability to grow earnings, a challenge if Friday's incident were to impact CrowdStrike's client base.
