Secret Service Says You Agreed To Be Tracked With Location Data (404media.co) 103

An anonymous reader shares a report: Officials inside the Secret Service clashed over whether they needed a warrant to use location data harvested from ordinary apps installed on smartphones, with some arguing that citizens have agreed to be tracked with such data by accepting app terms of service, despite those apps often not saying their data may end up with the authorities, according to hundreds of pages of internal Secret Service emails obtained by 404 Media.

The emails provide deeper insight into the agency's use of Locate X, a powerful surveillance capability that allows law enforcement officials to follow a phone, and person's, precise movements over time at the click of a mouse. In 2023, a government oversight body found that the Secret Service, Customs and Border Protection, and Immigration and Customs Enforcement all used their access to such location data illegally. The Secret Service told 404 Media in an email last week it is no longer using the tool. "If USSS [U.S. Secret Service] is using Locate X, that is most concerning to us," one of the internal emails said. 404 Media obtained them and other documents through a Freedom of Information Act (FOIA) request with the Secret Service.

America's First Sodium-Ion Battery Gigafactory Announced. Cost: $1.4 Billion (msn.com) 154

Sodium-ion batteries are cheaper than lithium-ion batteries — and they're also more environmentally friendly. And "In the past few years, sodium-ion battery production has increased in the United States," reports the Washington Post, with a new factory planned to manufacture them "in the same way as lithium-ion batteries, just with different ingredients. Instead of using expensive materials like lithium, nickel and cobalt, these will be made of sodium, iron and manganese..." Last month, sodium-ion battery manufacturer Natron Energy announced it would open a "gigafactory" in North Carolina that would produce 24 gigawatt hours of batteries annually, enough energy to charge 24,000 electric vehicles. But sodium-ion batteries are still early in their development compared with lithium-ion, and they have yet to hit the market on a massive scale.

"It's unlikely sodium-ion could displace lithium-ion anytime soon," said Keith Beers, polymer science and materials chemistry principal engineer at technical consultancy firm Exponent... The biggest limitation of sodium-ion batteries is their weight. Sodium weighs nearly three times as much as lithium, and it cannot store the same amount of energy. As a result, sodium-ion batteries tend to be larger. Jens Peters, an economics professor at the University of Alcalá in Madrid, said the energy density could be improved over time in sodium-ion batteries. But, he added, "what we found out so far in our assessments is that it is not a game changer."

Sodium-ion batteries are touted to be the environmentally friendly alternative to their lithium-ion counterparts, thanks to their raw materials. Sodium, iron and manganese are all abundant elements on the planet, so they require less energy to extract and cost less... Sodium-ion batteries also last longer than lithium-ion ones because they can withstand more charge cycles, said Wendell Brooks, co-CEO of Natron Energy. "Our product can have millions of cycles," said Brooks, "where lithium-ion would have three to five thousand cycles and wear out a lot faster...." Sodium-ion batteries aren't the best fit for smartphones or electric vehicles, which need to store lots of energy. However, one advantage is their low cost. And they could be a good candidate in situations where the size of the battery isn't a concern, like energy storage. "When something is built out to support grid or backup storage, it doesn't need to be very dense. It's staying put," Beers said.

Natron will invest nearly $1.4 billion in the factory "to meet the rapidly expanding demand for critical power, industrial and grid energy storage solutions," according to their announcement.

"Natron's high-performance sodium-ion batteries outperform lithium-ion batteries in power density and recharging speed, do not require lithium, cobalt, copper, or nickel, and are non-flammable... Natron's batteries are the only UL-listed sodium-ion batteries on the market today, and will be delivered to a wide range of customer end markets in the industrial power space, including data centers, mobility, EV fast charging, microgrids, and telecom, among others."

It should also "enable app creators and phone companies to prepare their products for the new software more quickly," reports CNET. From the report: [I]n a big-picture sense, the change could help facilitate a new wave of apps with more AI integration, considering developers will get access to Google's latest machine learning and AI resources even sooner. "We're in a once-in-a-generation moment to completely reimagine what our smartphones can do and how we interact with them," Google's Seang Chau, who took on the role of vice president and general manager of the Android Platform earlier this year, said in an interview with CNET. "It's a really exciting time for smartphones, and we've been putting a lot of thought into what we want to do next with them."

In addition to moving up the major release, Google will roll out a minor update in the fourth quarter of 2025 with feature updates, optimizations and bug fixes. It's a notable switch from Google's usual release timeline, but it's just one of several changes the company has made to the way it distributes Android updates in an effort to add features more frequently. [...] "Things are moving quite fast in the AI world right now," Chau said. "So we want to make sure that we get those developer [application programming interfaces], especially around machine learning and AI, available to our developers so they can build these capabilities faster and get them out to our users faster."

Apple Banned From Selling iPhone 16 in Indonesia (9to5mac.com) 18

Indonesia has banned sales of Apple's iPhone 16, citing the tech giant's failure to meet local investment requirements, the country's Ministry of Industry said. The ministry said Apple's local unit has not fulfilled the mandatory 40% local content threshold for smartphones, making imported iPhone 16 units illegal for sale in Southeast Asia's largest economy.

About 9,000 iPhone 16 devices have entered Indonesia through passenger luggage since last month's launch. "These phones entered legally, but will be illegal if traded," the ministry said. Apple has invested 1.48 trillion rupiah ($108 million) of its 1.71 trillion rupiah commitment in Indonesia. The company operates four developer academies but no manufacturing facilities in the country, despite government pressure to expand its presence.

Huawei Makes Divorce From Android Official With HarmonyOS NEXT Launch (theregister.com) 67

The Register's Laura Dobberstein reports: Huawei formally launched its home-brewed operating system, HarmonyOS NEXT, on Wednesday, marking its official separation from the Android ecosystem. Huawei declared it released and "officially started public beta testing" of the OS for some of its smartphones and tablets that run its own Kirin and Kunpeng chips.

Unlike previous iterations of HarmonyOS, HarmonyOS NEXT no longer supports Android apps. Huawei maintains top Chinese outfits aren't deterred by that. It cited Meituan, Douyin, Taobao, Xiaohongshu, Alipay, and JD.com as among those who have developed native apps for the OS. In case you're not familiar, they're China's top shopping, payment, and social media apps.

Huawei also claimed that at the time of its announcement, over 15,000 HarmonyOS native applications and meta-services were also launched. That's a nice number, but well short of the millions of apps found on the Google Play Store and Apple's App Store. The Chinese tech player also revealed that the operating system has 110 million lines of code and claimed it improves the overall performance of mobile devices running it by 30 percent. It also purportedly increases battery life by 56 minutes and leaves an average of 1.5GB of memory for purposes other than running the OS.

Qualcomm Brings Laptop-Class CPU Cores To Phones With Snapdragon 8 Elite (arstechnica.com) 26

An anonymous reader quotes a report from Ars Technica: Qualcomm has a new chip for flagship phones, and the best part is that it uses an improved version of the Oryon CPU architecture that the Snapdragon X Elite chips brought to Windows PCs earlier this year. The Snapdragon 8 Elite is the follow-up to last year's Snapdragon 8 Gen 3 -- yet another change to the naming convention that Qualcomm uses for its high-end phone chips, though, as usual, the number 8 is still involved. The 8 Elite uses a "brand-new, 2nd-generation Qualcomm Oryon CPU" with clock speeds up to 4.32 GHz, which Qualcomm says will improve performance by about 45 percent compared to the Snapdragon 8 Gen 3.

Rather than a mix of large, medium, and small CPU cores as it has used in the past, the 8 Elite has two "Prime" cores for hitting that high peak clock speed, while the other six are all "Performance" cores that peak at a lower 3.53 GHz. But it doesn't look like Qualcomm is using a mix of different CPU architectures anymore, choosing to distinguish the higher-performing core from the lower-performing ones by clock speed alone. Qualcomm promises a similar 40 percent performance boost from the new Adreno 830 GPU. The chip also includes a marginally improved Snapdragon X80 5G modem, up from an X75 modem in the Snapdragon 8 Gen 3 -- its main improvement appears to be support for additional antennas, for a total of six, but the download speed still tops out at a theoretical 10Gbps. Wi-Fi 7 support appears to be the same as in the 8 Gen 3, but the 8 Elite does support the Bluetooth 6.0 standard, up from Bluetooth 5.4 in the 8 Gen 3.

Qualcomm says the new chip's CPU features "44% improved power efficiency" and "40% greater power efficiency" for the GPU, which ought to keep power usage in line despite the performance improvements -- these gains are probably attributable to the new 3 nm TSMC manufacturing process, compared to the 4 nm process used for the Snapdragon 8 Gen 3. And no 2024 chip announcement would be complete without some kind of AI mention: Qualcomm's image signal processor is now an "AI ISP," which Qualcomm says "recognizes and enhances virtually anything in the frame, including faces, hair, clothing, objects, backgrounds, and beyond." These capabilities can allow it to remove objects from the background of photos, among other things, using the on-device processing power of the chip's Hexagon neural processing unit (NPU). The NPU is 45 percent faster than the one in the Snapdragon 8 Gen 3. Phones using the Snapdragon 8 Elite should begin appearing in "the coming weeks."

UK Considers New Smartphone Bans for Children (wired.com) 30

The UK parliament is considering clamping down on how young people use smartphones. A bill brought forward by a Labour member of parliament proposes both banning phones in schools and raising the age at which children can consent to social media companies using their data. Wired: Calls for smartphone bans have been growing in the UK, driven by fears that the devices are driving a decline in kids' mental health and ability to focus. Smartphone Free Childhood, a prominent pressure group inspired by Jonathan Haidt's book The Anxious Generation, calls for parents to delay getting smartphones for their children until they are at least 13. Florida has already passed a law that bans under-14s from holding social media accounts, and Australia is considering similar restrictions.

But academics warn that smartphone and social media bans are unlikely to be a catch-all solution to the problems facing young people. Experts on the impact of digital technologies argue that the legislation could end up shutting children out from the potential benefits of smartphones, and that more pressure should be put on social media companies to design better digital worlds for children. The latest proposed clampdown in the UK is thin on details, but the MP bringing the bill, Josh MacAllister, told the radio show Today that it would prevent social media companies making use of young peoples' data until they are 16. "We can protect children from lots of the addictive bad design features that come from social media," he said. The bill would also make a ban on phones in schools legally binding.

We also get updated dialog boxes that adjust based on the Windows aspect ratio, making it useful for portrait devices like smartphones and tablets.

Several other quality-of-life updates in Ubuntu 24.10, like new File Manager features, make navigating your bookmarks and internal drives easier on the sidebar. Apps also now use the default File Manager when browsing your hard drive, providing a more seamless experience. And, if you run a search on non-indexed folders, you'll find an info button that will explain why your search query is taking longer than usual.

Google Starts Adding Anti-Theft Locking Features to Android Phones (engadget.com) 81

An anonymous reader shared this report from Engadget: Three new theft protection features that Google announced earlier this year have reportedly started rolling out on Android. The tools — Theft Detection Lock, Offline Device Lock and Remote Lock — are aimed at giving users a way to quickly lock down their devices if they've been swiped, so thieves can't access any sensitive information. Android reporter Mishaal Rahman shared on social media that the first two tools had popped up on a Xiaomi 14T Pro, and said some Pixel users have started seeing Remote Lock.

Theft Detection Lock is triggered by the literal act of snatching. The company said in May that the feature "uses Google AI to sense if someone snatches your phone from your hand and tries to run, bike or drive away." In such a scenario, it'll lock the phone's screen.

The Android reporter summarized the other two locking features in a post on Reddit:
  • Remote Lock "lets you remotely lock your phone using just your phone number in case you can't sign into Find My Device using your Google account password."
  • Offline Device Lock "automatically locks your screen if a thief tries to keep your phone disconnected from the Internet for an extended period of time."

"All three features entered beta in August, starting in Brazil. Google told me the final versions of these features would more widely roll out this year, and it seems the features have begun expanding."

California Passes Law To Ban or Restrict Smartphones in School 137

Speaking of California, its governor Gavin Newsom has signed into law a a bill that requires schools to limit or ban the use of smartphones, amid a growing consensus that excess usage can increase the risk of mental illness and impair learning. From a report: Thirteen other states this year have banned or restricted cellphones in school or recommended local educators do so, after Florida led the way by banning phones in class in 2023, according to Education Week. California, with nearly 5.9 million public school students, has followed the lead of its own Los Angeles County, whose school board banned smartphones for its 429,000 students in June.

That same month U.S. Surgeon General Vivek Murthy called for a warning label on social media platforms, akin to those on cigarette packages, likening the problem to a mental health emergency. Murthy cited a study in the medical journal JAMA showing adolescents who spend more than three hours a day on social media may be at heightened risk of mental illness, while referring to a Gallup poll showing the average teen spends 4.8 hours per day on social media. California's bill, which passed 76-0 in the state assembly and 38-1 in the senate, requires school boards or other governing bodies to develop a policy to limit or prohibit student use of smartphones on campus by July 1, 2026, and update the policy every five years.

The Verge's Alex Heath reports: Snap's fifth-generation Spectacles have a richer, more immersive display. Using them feels snappier. They weigh less than their predecessor and last longer on a charge. Those are exactly the kinds of upgrades you'd expect from a product line that's technically eight years old. But the market for Spectacles -- and AR glasses in general -- still feels as nascent as ever. Snap has an idea for what could change that: developers. These new Spectacles, announced Tuesday at Snap's annual Partner Summit in Los Angeles, aren't being sold. Instead, Snap is repeating its playbook for the last version of Spectacles in 2021 and distributing them to the people who make AR lenses for Snapchat. This time around, though, there's an extra hurdle: you have to apply for access through Lens Studio, the company's desktop tool for creating AR software, and pay $1,188 to lease a pair for at least one year. (After a year, the subscription becomes $99 a month.)

Yes, Snap is asking developers to pay $1,188 to build software for hardware with no user base. Even still, Snap CEO Evan Spiegel believes the interest will be there. "Our goal is really to empower and inspire the developer and AR enthusiast communities," he tells me. "This really is an invitation, and hopefully an inspiration, to create." [...] Ultimately, I'm skeptical of why developers will want to build software for Spectacles right now, given the lack of a market and the cost of getting access to a pair. Still, Spiegel believes enough of them are excited about the promise of AR glasses and that they'll want to help shape that future. "I think it's the same reason why developers were really excited with the early desktop computer or the reason why developers were really excited by the early smartphones," he says. "I think this is a group of visionary technologists who are really excited about what the future holds." Spiegel may be right. AR glasses may be the future, and Spectacles may be well-positioned to become the next major computing platform, even with competition heating up. But there's still a lot of progress that needs to happen for Snap's vision to become reality.

Demand For High-End Cameras is Soaring (economist.com) 142

Luxury camera maker Leica Camera reported record sales in 2023, defying the global decline in digital camera demand. The German company's Q3 model, priced at $6,000, saw six-month waiting lists upon release last year. Industry data shows premium camera sales are surging as smartphone photography dominates the consumer market, Economist writes.

The Camera and Imaging Products Association reports the average camera price has tripled in six years as manufacturers shift focus to high-end models. Fujifilm's X100 series, launched in February at $1,600, is sold out and commanding higher prices on secondary markets. Nikon and other brands are following suit, prioritizing premium offerings. From a report: In a Japanese interview with Yomiuri, Nikon's president, Muneaki Tokunari, acknowledged that while smartphones harmed overall sales of digital interchangeable lens cameras, they may contribute to the demand for high-end cameras. Not many years removed from dire straits, Tokunari also outlined Nikon's ambitious expansion plans, including its recent acquisition of RED Digital Cinema.

Tokunari says that many camera businesses were recently operating at a loss and that some competitors excited the photo business altogether. This was, unsurprisingly, driven in large part by the massive growth of the smartphone market and the improving quality of smartphone cameras, which reached the "good enough" stage the late Steve Jobs predicted years before the camera industry felt the sting of smartphones.

However, "We are now in an age where smartphones and digital cameras can coexist," Tokunari explains in the machine-translated Yomiuri interview, initially spotted by Digicame-Info. "Global sales of digital cameras have fallen to one-twentieth of their peak. However, domestic companies are doing well. The top five companies hold most of the world's market share. This is a rare example in Japanese industry."

AI Pioneers Call For Protections Against 'Catastrophic Risks' 69

An anonymous reader quotes a report from the New York Times: Scientists who helped pioneer artificial intelligence are warning that countries must create a global system of oversight to check the potentially grave risks posed by the fast-developing technology. The release of ChatGPT and a string of similar services that can create text and images on command have shown how A.I. is advancing in powerful ways. The race to commercialize the technology has quickly brought it from the fringes of science to smartphones, cars and classrooms, and governments from Washington to Beijing have been forced to figure out how to regulate and harness it. In a statement on Monday, a group of influential A.I. scientists raised concerns that the technology they helped build could cause serious harm. They warned that A.I. technology could, within a matter of years, overtake the capabilities of its makers and that "loss of human control or malicious use of these A.I. systems could lead to catastrophic outcomes for all of humanity."

If A.I. systems anywhere in the world were to develop these abilities today, there is no plan for how to rein them in, said Gillian Hadfield, a legal scholar and professor of computer science and government at Johns Hopkins University. "If we had some sort of catastrophe six months from now, if we do detect there are models that are starting to autonomously self-improve, who are you going to call?" Dr. Hadfield said. On Sept. 5-8, Dr. Hadfield joined scientists from around the world in Venice to talk about such a plan. It was the third meeting of the International Dialogues on A.I. Safety, organized by the Safe AI Forum, a project of a nonprofit research group in the United States called Far.AI. Governments need to know what is going on at the research labs and companies working on A.I. systems in their countries, the group said in its statement. And they need a way to communicate about potential risks that does not require companies or researchers to share proprietary information with competitors. The group proposed that countries set up A.I. safety authorities to register the A.I. systems within their borders. Those authorities would then work together to agree on a set of red lines and warning signs, such as if an A.I. system could copy itself or intentionally deceive its creators. This would all be coordinated by an international body.

Among the signatories was Yoshua Bengio, whose work is so often cited that he is called one of the godfathers of the field. There was Andrew Yao, whose course at Tsinghua University in Beijing has minted the founders of many of China's top tech companies. Geoffrey Hinton, a pioneering scientist who spent a decade at Google, participated remotely. All three are winners of the Turing Award, the equivalent of the Nobel Prize for computing. The group also included scientists from several of China's leading A.I. research institutions, some of which are state-funded and advise the government. A few former government officials joined, including Fu Ying, who had been a Chinese foreign ministry official and diplomat, and Mary Robinson, the former president of Ireland. Earlier this year, the group met in Beijing, where they briefed senior Chinese government officials on their discussion.

Samsung Electronics, the world's top maker of smartphones, TVs and memory chips, is cutting up to 30% of its overseas staff at some divisions, Reuters reported Wednesday, citing sources with direct knowledge of the matter. From the report: South Korea-based Samsung has instructed subsidiaries worldwide to reduce sales and marketing staff by about 15% and the administrative staff by up to 30%, two of the sources said. The plan will be implemented by the end of this year and would impact jobs across the Americas, Europe, Asia and Africa, one person said.

[...] It is not clear how many people would be let go and which countries and business units would be most affected. In a statement, Samsung said workforce adjustments conducted at some overseas operations were routine, and aimed at improving efficiency. Samsung employed a total of 267,800 people as of the end of 2023, and more than half, or 147,000 employees, are based overseas, according to its latest sustainability report.

The company's new flagship smartphones have slightly bigger screens across both models: 6.3 inches on the iPhone 16 Pro and 6.9 inches on the iPhone 16 Pro Max (up from 6.1 inches and 6.7 inches, respectively, on the iPhone 15 Pro and 15 Pro Max). The Verge: The bodies of the phones are once again made from titanium. It comes in four colors: black, white, natural, and a new "desert titanium." Apple also claims that the iPhone 16 Pro Max has "the best iPhone battery life ever." The iPhone 16 Pro lineup comes with the A18 Pro chip, with a 16-core Neural Engine that it says will offer "amazing performance" for Apple Intelligence features, including 15 percent faster performance than the iPhone 15 Pro. It also has improved graphics performance thanks to a 6-core GPU that's 20 percent faster than the iPhone 15 Pro's A17 Pro.

The iPhone 16 Pro starts at $999, whereas the iPhone 16 Pro Max starts at $1,199.

Verizon Taps Another Satellite Operator To Make Texting From the Middle of Nowhere Easier (theregister.com) 20

Verizon has teamed up with another satellite operator to offer US customers a commercial direct-to-device messaging service for when a terrestrial cell network is not available, starting this fall. From a report: The telecoms giant says that US customers with compatible smartphones will have access to emergency messaging and location sharing, even when out of range of a cell tower, and from early next year it will offer the ability to text anywhere via a satellite connection, again with compatible devices. Verizon told The Register that there are no additional costs planned for this service, and any customer with a capable device can take advantage of it, irrespective of price plan.

It will be available on the Pixel 9 family of devices out of the box, with the Galaxy S25 to follow, a Verizon spokesperson told us. "Next year we will add text anywhere functionality to the emergency text and location services available this year," they added. This sounds somewhat similar to the Emergency SOS feature introduced by Apple with the iPhone 14 two years ago, which also enabled users to contact emergency services via a satellite link. Verizon says its service will complement Apple's iOS 18 satellite features, so customers using different devices will also have the ability to text anywhere. As partner for this service, Verizon has picked Skylo, a company that styles itself as a pioneer in Non-Terrestrial Network (NTN) communications for smartphones and other devices.
