Uh, two points:

1. There already exists an issue with the amount of toxic chemicals in most computers today.

2. When you are dealing with quantum levels a gram of any element has a lot of area to work in and they are suspending the toxic bit with a field of silicon.
"Imagine a tiny arsenic atom embedded in a tiny strip of silicon atoms..."

Here's a crazy thought .. instead of spending tens of billions to develop something like this (and billions more on other warsa nd weapons) why don't we remove our troops from the Middle East and stop meddling in their affairs to the point where we get thousands of people so pissed off at us they are willing to hijack planes and kill themselves to make their anger at us known. Just a thought ...

Somewhat offtopic, but related to your post. The EFF maintains a mailing list for technologists who would be willing to assist as witnesses or in other ways for cases such as this. When an attorney needs an expert witness for, say, a defense case against the RIAA, the EFF happily forwards it to this list. http://www.eff.org/about/opportunities/volunteer
