Before elevators:

The ground floor was most desirable. Less distance to walk upstairs. Upper floors were considered for poor people, because they had to climb more.

After elevators:

The upper floors are most desirable. "View" becomes an important factor when selling real estate. Since the distance to climb is no longer a factor, what you can see out of the windows of your apartment replaces that. The rich no longer want to look at a brick wall, they want a view of the city, and they are willing to pay for it, (since they don't have to climb a damned mountain to see that panoramic view)

Whenever possible, it should be encouraged to integrate into society as a whole, either by working around the disability, or working with it. Forming exclusionary "cliques" just because they are defective is a guaranteed way to further marginalize these people. "Deaf Culture" can die to the sound of Pink Floyd's Dark Side of the Moon.

“Live a good life. If there are gods and they are just, then they will not care how devout you have been, but will welcome you based on the virtues you have lived by. If there are gods, but unjust, then you should not want to worship them. If there are no gods, then you will be gone, but will have lived a noble life that will live on in the memories of your loved ones.”
