That couldn't be more true. If you aren't developing the functionality of a UI, just the design, you can't possible develop anything good. Once you get into how a control will function, you can understand how a user might react to it intuitively in relation to the rest of the UI.

You should hire better developers then, but unfortunately there are many companies out there with bad developer teams. They are often assembled by recruiters and are not really any kind of cohesive group and lack competent managers.

While the initial design has to be done by the engineers, the polish and perfecting of an application is the most important part and the users can help with that quite well once they've been filtered for idiocy.

A $5-10 dollar utility will probably not get widely pirated to be worth the headache for paying customers. That being said, a one-time online activation seems reasonable to me. That's what I've used at my company, but our software costs a lot more than $10
