Submission + - Time Warner Cable tests Per-Usage Billing (reuters.com)

San-LC writes: "Time Warner has begun testing a new billing system for its high-speed internet users in Beaumont, TX, which involves billing users per usage as opposed to a flat fee as before. According to the report, "The company believes the billing system will impact only heavy users, who account for around 5 percent of all customers but typically use more than half of the total network bandwidth, according to a company spokesman." Should high-speed internet remain the "buffet-style" billing as it is now, with "unlimited" usage for a flat fee, or should the people who use more be charged more?"
