That's all well and good but Call of Duty is notorious for bad anti-cheat leading to it being overrun with cheaters.
On the other hand, games on consoles such as PS4 and Xbox One are pretty clean (if you disable crossplay).
  It's not about preventing every cheater, but at some point it becomes to hard to cheat that the average user gives up. This is how you harm the chest developers' business model.
And bans these days are by hardware ID as well so it's not enough for a cheater to buy the game again. They'd need to buy a new PC as well.

This has nothing at all to do with the hardware. Data collection is not required for the hardware to function at all. As demonstrated by /e/os. And in case you were making the point that all these ads and pre-installed apps would allow the manufacturer to decrease the price of the hardware (smartphone), have you looked at the prices of Google Pixel and Samsung Galaxy phones recently?

Regulatory fines are the only thing that get corporations in line. The EU enacted the GDPR (General Data Protection Regulation) which took effect 25 May 2018 and it contains fines up to 4% of annual worldwide turnover. It also applies if data on EU citizens is processed abroad. It's had a positive effect across the world.
