spge writes "Computer Shopper magazine has interviewed the UK Home Office about its relationship with the Internet Watch Foundation and discovered that the government doesn't actually know what the IWF does, although it still plans to force UK ISPs to subscribe to the IWF's blacklist. The main story makes for interesting reading, but the best bit is the full transcript of the interview. Short version: the IWF investigates suspected child porn websites and adds any it finds to a list that ISPs can use to block these sites; uk.gov wants ISPs to use this list; however, the IWF is not an official government organization, does not appear to have legal permission to view child pornography, and quite possibly is breaking the law by doing so."

I find it fittingly ironic that in a story about the nefarious Chinese censorship that the slashdot editors felt it okay to censor the expletive in question.

Last time I checked, the US has the most college graduates of any country. Our worst college-educated state, West Virginia, has more college graduates than any country in Western Europe.

You honestly think that a state with 1.8million people has more college graduates than the UK (pop. 60 million)? In 2003 the UK had 3 million full-time students aged 16 and over. http://www.statistics.gov.uk/articles/labour_market_trends/economic_inactivity_students_LMTDec03.pdf/ and had 16% of the working population with a degree http://www.statistics.gov.uk/STATBASE/Expodata/Spreadsheets/D7743.xls/.

An anonymous reader writes "According to an article from PC World, a source close to the CSS Managed Recording forum said that technology which allows movies to be downloaded and burned to blank DVDs, using the same content-protection system as commercial discs, received official approval on Thursday. 'The technology will require discs that are slightly different from the conventional DVD-Rs found in shops today. The burned discs will be compatible with the vast majority of consumer DVD players ... Despite Thursday's approval, services that allow consumers to legally download and burn movies in their own homes are unlikely to appear quickly. The DVD CCA said it will be initially restricted to professional uses. These might include kiosks in retail stores where consumers can purchase and burn discs in a controlled environment.'"

New Royalty Rates Could Kill Internet Radio 273

FlatCatInASlatVat writes "Kurt Hanson's Radio Internet Newsletter has an analysis of the new royalty rates for Internet Radio announced by the US Copyright Office. The decision is likely to put most internet radio stations out of business by making the cost of broadcasting much higher than revenues. From the article: 'The Copyright Royalty Board is rejecting all of the arguments made by Webcasters and instead adopting the "per play" rate proposal put forth by SoundExchange (a digital music fee collection body created by the RIAA)...[The] math suggests that the royalty rate decision — for the performance alone, not even including composers' royalties! — is in the in the ballpark of 100% or more of total revenues.'"

TobyKY76 writes to tell us The Inquirer is reporting that upstart Azul Systems is planning to integrate 48 cores on their next generation chip. From the article: "The first-generation Vega processor it designed has 24 cores but the firm expects to double that level of integration in systems generally available next year with the Vega 2, built on TSMC's 90nm process and squeezing in 812 million transistors. The progress means that Azul's Compute Appliances will offer up to 768-way symmetric multiprocessing."
