Comcast Has 30 Days To 'Fess Up About P2P Throttling 262

negRo_slim writes with some welcome news from Ars Technica: "Comcast has 30 days to disclose the details of its 'unreasonable network management practices' to the Federal Communications Commission, the agency warned Wednesday morning as it released its full, 67-page Order. As FCC Chair Kevin Martin said it would, the Commission's Order rejects the ISP giant's insistence that its handling of peer-to-peer applications was necessary. 'We conclude that the company's discriminatory and arbitrary practice unduly squelches the dynamic benefits of an open and accessible Internet,' the agency declares." And from reader JagsLive comes news that Comcast has a different plan in place to deal with heavy bandwidth users: slow traffic for up to 20 minutes at a time to users who are grabbing the most bits.

Microsoft Blesses LGPL, Joins Apache Foundation 425

Penguinisto writes "According to a somewhat jaw-dropping story in The Register, it appears that Microsoft has performed a trifecta of geek-scaring feats: They have joined the Apache Software Foundation as a Platinum member(at $100K USD a year), submitted LGPL-licensed patches for ADOdb, and have pledged to expand their Open Specifications Promise by adding to the list more than 100 protocols for interoperability between its Windows Server and the Windows client. While I sincerely doubt they'll release Vista under a GPL license anytime soon, this is certainly an unexpected series of moves on their part, and could possibly lead to more OSS (as opposed to 'Shared Source') interactivity between what is arguably Linux' greatest adversary and the Open Source community." (We mentioned the announced support for the Apache Foundation earlier today, as well.)

The Inside Story On the San Francisco Network Hijacking 471

snydeq writes "A source with direct knowledge of San Francisco's IT infrastructure has tipped off Paul Venezia to the real story behind Terry Childs' lockout of San Francisco's network, providing a detailed account of the city's FiberWAN, interdepartmental politics, and Terry Childs himself. Childs pleaded not guilty to charges of tampering yesterday and is being held on $5 million bail. According to the source, Childs' purview was limited to the city's FiberWAN — a network he himself built and, believing no one competent enough to touch the network but himself, guarded religiously, sharing details with no one, including routing configuration and log-in information. Childs was so concerned about the network's security that he refused even to write router and switch configurations to flash. But what may prove difficult for the prosecution in its case against Childs is that his restricted access to the network was widely known and accepted among managers and the city's other network engineers. Venezia, who has been suspicious of the official story from the start, suspects that the Childs case may be that 'of an overprotective admin who believed he was protecting the network — and by extension, the city — from other administrators whom he considered inferior, and perhaps even dangerous.' Further evidence is that fact that the network, from what Venezia understands, has been running smoothly since Childs' arrest."

Nanomaterials More Dangerous Than We Think 239

bshell writes "A Canadian panel of leading scientists warns that nanomaterials appearing in a rapidly growing number of products might potentially be able to enter cells and interfere with biological processes. According to a story in the Globe and Mail, the Council of Canadian Academies concluded that 'there are inadequate data to inform quantitative risk assessments on current and emerging nanomaterials... Their small size, the report says, may allow them "to usurp traditional biological protective mechanisms" and, as a result, possibly have "enhanced toxicological effects."' The council is an independent academic advisory group funded by the federal government, but operating at arms-length from Ottawa. The 16-member panel that wrote the new report included some of Canada's leading scientists and top international experts on nanomaterials."

Researchers Modify T-Cells, Make Them HIV Resistant 171

DieNadel writes to share that naturally occurring proteins called "zinc fingers" are being used in a new approach to AIDS treatment. Using modified T-Cells with the zinc fingers, researchers at the Pennsylvania School of Medicine have shown a reduction in viral load in mice. "'By inducing mutations in the CCR5 gene using zinc finger proteins, we've reduced the expression of CCR5 surface proteins on T cells, which is necessary for the AIDS virus to enter these immune system cells,' explains first author Elena Perez, MD, PhD, Assistant Professor of Pediatrics at Penn. 'This approach stops the AIDS virus from entering the T cells because it now has an introduced error into the CCR5 gene.'"

UK Approves Human-Pig Embryo Stem-Cell Harvest 139

An anonymous reader writes "British biologists have received government approval to create the world's first human stem cells from hybrid embryos, part pig, part human. The Warwick Medical School team, led by Justin St. John of the Clinical Sciences Research Institute, was granted the country's third animal-human embryo license from the Human Fertilisation and Embryology Authority, which goes into effect today (July 1)." Scandinavian Scientists Designing Robotic Snakes 129

Cowards Anonymous writes "The Sintef Group, a research company based in Trondheim, Norway, announced that it's designing a robot based on snakes. The 1.5-meter long robots, which are made of aluminum, are being designed to inspect and clean complicated industrial pipe systems that are typically narrow and inaccessible to humans. The intelligent robots have multiple joints to enable them to twist vertically and climb up through pipe systems to locate leaks in water systems, inspect oil and gas pipelines and clean ventilation systems."

New Ion Engine Enters Space Race 168

Bibek Paudel brings us a BBC report on the development and testing of an new ion engine by a security firm named Qinetiq. The engine will be used in an ESA spacecraft tasked with mapping the Earth's gravitational field from orbit. Only a handful of ion drives have been used for space missions before, some of which we have discussed. Quoting: "Cryogenic pumps can be heard in the background, whistling away like tiny steam engines. Using helium gas as a coolant, they can bring down the temperature in the vacuum chamber to an incredibly chilly 20 Kelvin (-253C). The pressure, meanwhile, can drop to a millionth of an atmosphere. Ion engines ... make use of the fact that a current flowing across a magnetic field creates an electric field directed sideways to the current. This is used to accelerate a beam of ions (charged atoms) of xenon away from the spacecraft, thereby providing thrust."

If you have thought the chapter was closed, think again. Those $100 million can go a long way (even if SCO has to pay 17% interest on it)."

"In the courtroom where Hans Reiser is on trial for murder, [the evidence] might appear to indicate guilty knowledge. But his attorneys cast it as evidence of an innocence peculiar to Hans, a computer programmer so immersed in the folds of his own intellect that he had no idea how complicit he was making himself appear. 'Being too intelligent can be a sort of curse,' defense counsel William Du Bois said. 'All this weird conduct can be explained by him, but he's the only one who can do it. People who are commonly known as computer geeks are so into the field.'"

All children born of this method would be female, due the lack Y chromosomes, and there is high chance of birth defects. The new service will be called as Google Sites and will launch next year. From the presentation: 'Based on JotSpot collaboration tools, Sites will allow business to set up intranets, project management tracking, customer extranets, and any number of custom sites based on multi-user collaboration.'"

USAF Launch Supersonic Bomb Firing Technology 257

coondoggie writes "Boeing and the US Air Force today said they have tested new technology that for the first time will let military aircraft launch bombs from aircraft moving at supersonic speeds. Researchers from Boeing Phantom Works and the Air Force Research Laboratory used a rocket sled in combination with what researchers called "active flow control" to successfully release a smart bomb known as MK-82 Joint Direct Attack Munition Standard Test Vehicle (JDAM) at a speed of about Mach 2 from a weapons bay with a size approximating that of the U.S. Air Force B-1 bomber, Boeing said. Active flow control is a tandem array of microjets upstream of the weapons bay that, when fired reduces the unsteady pressures inside the bay and modifies the flow outside to ensure the JDAM munition travels out of the bay correctly."
