In this case the propaganda factor in the refrain of "Saddam gassing his own people" is deceptive in that they weren't "his people", they were Kurds within colonially drawn boundaries amidst a war, enemies of Iraq to this day. and further, the gas was supplied by the _USA_ for exactly that usage.
Gassing people is very horrible indeed, but coming from the mouths of US officials, responsible for millions of innocents caught up in the US slaughter machine, it is clearly _propaganda_.

If the terms of the agreement were that Iraq would agree to massive starvation and ongoing destruction in perpetuity, then such an agreement is null and void.
