That sounds more like an issue with the car's head unit than with any specific phone OS. In my Toyota it will only automatically play from the Bluetooth source if that is what I was listening to before I shut off the engine. It resumes exactly where I left off. I would deem that expected behavior, similar to leaving the FM radio or even a CD/cassette playing.

If I turned it all off before shutting off the engine, and it still automatically started playing each time I started the engine, I'd blame the system in the car.
