3.1.1? I only have 3.1 and it says I am up to date. Maybe this is a bug in 3.1 for the iPhone but it works for the iPod touch 3.1.1?

Yes, forgot to mention I am running iPhone OS 3.1. And yes, fraud warning is turned on in settings.
What model of iphone do you have? how are you connecting - wireless or 3G/edge?

I have a 32GB iPhone 3GS phone, and I just put http://citibanking.ru/ into MobileSafari and the webpage loaded. I did not get the phishing warning or anything. Something is very inconsistent here if it works for some and not for others.
