As a Massachusetts resident I can attest to the fact the scheme you mentioned does nothing to lower the cost of health insurance, quite the opposite. Sorry. When it comes to format support, nothing comes even close to the Astak EZReader. That thing reads anything under the sun. No support for .djvu is a deal breaker for me, as it means you cannot scan stuff and take it with you on the go.
