Unlike the US and the UK, Germany has a civil law system in contrast to the common law system used in certain countries like the US and the UK. Therefore judges in Germany are not bounded by decision made in former rulings that are not clearly codified in written legislation.

That depends on the law applicable in your jurisdiction. In certain jurisdictions, it is illegal to open any package designated to another person. So if a package is accidentally delivered to your house, and it has another person's name clearly written on it, it would be illegal for you to open the package. You might not be obligated to return the package, but you also would not be able to use the contents without breaking the law. The law might also prevent you from destroying or discarding the package, in which case your options would be either to keep the package indefinitely, pass on the package to its intended recipient, return it to the sender, or break the law.

No. What the writer wrote was

The Leaf draws 1KW/hour while charging which works out to under $0.10 of electricity per hour

He's obviously talking about the charging rate and translating it to price of electricity per hour. He's not talking about the actual energy used.

The writer obviously meant to write 1 kW. However, even this figure is not accurate. Some googling brought me here, which states the Nissan LEAF charging rate to be 6.6 kW.
