Submission + - Time measuring

An anonymous reader writes: We all know computers can measure time in seconds and milliseconds. But how precise can computers be when measuring time? microseconds? nanoseconds? picoseconds? femtoseconds? attoseconds? zeptoseconds? yoctoseconds? How precise can you measure time on a x86 / home PC? How precise can you measure time on a computer? How do scientists measure time when accuracy and precision is very important?

Submission + - VIPeR: Israel's Killer Robot

Guy Yernisberg writes: Israeli defense contractor Elbit Systems has just completeted the final model of its new VIPeR autonomous defense robot. It's armed with an Uzi submachine gun and can throw grenades. It has an onboard camera for aiming and identifying possible targets. The problem is, once armed, it shoots at everything it can see. It's supposedly intended for use against Palestinian and Lebanese guerilla fighters — but they live amongst the civilians and not in "combat zones" as the IDF claims. Releasing a killing machine in the middle of a city might not be such a good idea after all.

Submission + - Balancing One-Wheeled Scooter

Keyboard Hacking Guy writes: "Via HackaDay: Want to make a cheap Segway yourself? Here is a selfmade one-wheeled balancing scooter / skateboard. Using it is very similar to a snowboard to ride, requiring no user input other than the movement of your body mass. Leaning forwards and backwards controls the velocity and moving your weight from heal to toe controls the turn radius. It's easy and very intuitive to ride. See video on YouTube."

PC Makers May Be Left On the Shelves 186

An anonymous reader writes "With the problems posed by a new Microsoft OS, exploding laptop batteries, and changing technology, PC makers may be feeling this pinch this holiday season. Many consumers who are considering purchasing PC hardware are going to be holding off for next year, according to research analysts." From the article: "According to market researcher IDC, PC shipment growth slowed to 7.9 percent in the third quarter, from double-digit percentage growth in the prior three years. The battery recalls may cut into fourth quarter growth, IDC said. Bank of America on October 31 cut its 2006 PC growth forecast to 9.4 percent from 10 percent. All this suggests that consumers looking for bargain gifts may opt for less-expensive gadgets such as cell phones, digital music players, video phones or noise-cancelling headphones."

Community Patent Review Project Announced 62

PatPending writes "American companies General Electric, IBM, Microsoft and Hewlett-Packard have joined with the New York Law School and the U.S. Patent and Trademark Office to inaugarate a new system of peer review for software patents. The four companies, plus Red Hat, the world's biggest listed open source software business, are the lead sponsors behind the Community Patent Review project. The one-year pilot program will begin in early 2007 and focus on published but not-yet-granted patent applications relating to computer software. Scientists and engineers will be able to submit prior art to patent examiners at the USPTO using an online system. All Community Patent review project documents will be available on the internet for public comment. 'High-quality patents increase certainty around intellectual property rights, reducing contention and freeing resources to focus on innovation,' said David Kappos, vice president of IP law at IBM."
