Neptune May Have Eaten a Planet and Stolen Its Moon 145

jitendraharlalka noted a piece about the origins of Neptune. There is a theory now that it once ate a super-earth in the outer solar system, and kept its moon as some sort of macabre trophy to make sure that Mars and Venus didn't get any big ideas.

Hotmailers Hawking Hoax Hunan Half-Offs 135

Frequent Slashdot contributor Bennett Haselton writes "An estimated 200,000 Hotmail users currently have their auto-reply set to a message spamming an advertisement for Chinese scam websites, which sell "discounted" electronics. Presumably the spammers compromised a large number of Hotmail accounts to pull this off, but wouldn't it be pretty easy for Hotmail to query for which users have that set as their auto-reply, and turn the auto-reply off for them?" DOJ To Oversee Windows 7 Development 427

MrKaos writes "Windows 7 is already being reviewed by U.S. government technical appointees. Under the terms of Microsoft's November 2001 Justice Department settlement, and final court judgment issued about a year later, a government-sanctioned 'Technical Committee' has been formed to oversee Windows development. The TC is responsible for ensuring that Microsoft complies with the terms of the final judgment, investigating complaints about Microsoft abuses and regularly reporting on the company's compliance."

McCain Backs Nuclear Power 1563

bagsc writes "Senator John McCain set out another branch of his energy policy agenda today, with a key point: 45 new nuclear power plants by 2030." So it finally appears that this discussion is back on the table. I'm curious how Nevada feels about this, as well as the Obama campaign. All it took was $4/gallon gas I guess. When it hits $5, I figure one of the campaigns will start to promote Perpetual Motion.

Wikileaks Gets Hold of Counterinsurgency Manual 999

HeavensBlade23 writes in to let us know that Wikileaks has published a US Special Forces counterinsurgency manual, titled Foreign Internal Defense Tactics Techniques and Procedures for Special Forces (1994, 2004). "The document, which has been verified, is official US Special Forces doctrine. It directly advocates training paramilitaries, pervasive surveillance, censorship, press control and restrictions on labor unions & political parties. It directly advocates warrantless searches, detainment without charge and the suspension of habeas corpus. It directly advocates bribery, employing terrorists, false flag operations and concealing human rights abuses from journalists. And it directly advocates the extensive use of 'psychological operations' (propaganda) to make these and other 'population & resource control' measures more palatable."

Of Late, Fewer Sunspots Than Usual 628

esocid writes "The sun has been laying low for the past couple of years, producing no sunspots and giving a break to satellites. Periods of inactivity are normal for the sun, but this period has gone on longer than usual. The sun usually operates on an 11-year cycle with maximum activity occurring in the middle of the cycle. The last cycle reached its peak in 2001 and is believed to be just ending now, with the next cycle just beginning and expected to reach its peak sometime around 2012. Today's sun, however, is as inactive as it was two years ago, and scientists aren't sure why. In the past, solar physicists observed that the sun once went 50 years without producing sunspots, coinciding with a little ice age on Earth that lasted from 1650 to 1700." (More below.)

Barack Obama Wins Democratic Nomination 1788

An anonymous reader was one of many who noted that Barack Obama has claimed the Democratic nomination having secured enough delegates and super-delegates to claim victory. Of course, technically this assumes that the supers all vote as they say they will and they are free to change their minds. So no doubt we'll continue to hear debate on this subject until either the convention or Hillary steps down.

Leemeng writes "I'm looking for a simple, free, and F/OSS flat-file database program. I'm storing info about Wi-Fi access points that I come across, maybe 8-9 fields per entry. I've outgrown Notepad. This info is for my own reference only; it is not going on a Web server. Googling was unhelpful, with results skewed towards SQL, Access (MS), and Oracle, all of which would be overkill for my purposes. My criteria are: it must be simple, F/OSS, must work in Windows Vista, preferably use a portable format, must not be an online app, and must not require Java. Does such a beast exist?"
