Google and Facebook will be forced to link to media companies as well as paying them. They will not be allowed to simply blacklist them.

"The mandatory code would force the tech companies to pay for the content they siphon from news media companies, share their consumer data and be subject to rules on the rankings of news on their platforms, the Australian reported."

Alphabet happens to have a market cap of over a trillion dollars. Oracle is around 176 billion dollars. The prudent course of action would be a leveraged buyout of Oracle by Alphabet. They can subsequently scuttle Oracle's the Supreme Court case and make Larry wear a "Kick Me" sign. Alphabet could even lower Oracle's market cap by providing subsidized migration services for Oracle's customers and then threatening to delist them if they continued to use Oracle products.

Alphabet can perform a leveraged buyout of Oracle because their respective market caps of 920B and 185B respectively. In fact, Google can decrease Oracle's price by threatening to delist or blacklist its customers. Once Alphabet owns Oracle, it can scuttle Oracle's appeal to win a favorable precedent.
