it isn't true that anyone can grow it... only those with specific seeds and environmental conditions and know how can grow it, and only when others do not intervene to stop them by vandalizing or flat out stealing their crop.

there is absolutely no basis to assume that violent cartels would receive less funding... it is just as likely that they would receive more funding as they have already spent decades in product manufacturing R&D and traffic networking.
so now the drugs are legal and a new violent cartel is in charge... the FDA. or do police that serve warrants for distributing products for consumption not approved by the FDA not carry firearms, and take individuals into custody and lock them away? violence is relative. you can not legislate morality.
