RCS is of the opinion that creating an effective cost allocation plan along with user fee reports necessitates more intricate calculations and detailed analysis than what typical spreadsheet or word processing applications can provide. To meet this need, RCS has developed proprietary software that is not only user-friendly but also comprehensive in its capabilities. This software features a logical interface that simplifies navigation and generates reports that are easy to interpret. Established by two former City Managers, Doug Ayres and Lee Weber, along with a former Finance Director, Rick Kermer, RCS was founded in response to the fiscal difficulties brought about by Propositions 13 and 4. Recognizing that diminished tax revenues would lead to a reduction or eradication of tax subsidies for fee services, our founders understood the necessity for cities to accurately assess their service costs to maintain financial stability. Four decades on, Revenue & Cost Specialists remain dedicated to the intricacies of cost allocation and service cost assessments.
