Developers use Arbitrum Nova and Arbitrum One, the chains that implement both protocols, to create user-friendly, decentralized apps. Arbitrum chains, such as Arbitrum One, have the concept of "chain owners." A chain owner, who is not strictly part of the Arbitrum Protocol but is essentially an administrator for the chain and is responsible for managing the changes made to the system, is not a strict member of the Arbitrum protocol. A chain owner can modify core parameters of the system, pause incoming transaction, and most importantly, update any contracts that define and enforce core protocol.

Client software can make remote procedure calls (RPCs), to an aggregator using the standard API to interact with an Arbitrum network. Although it is common for clients to use an aggregator to submit transactions to an Arbitrum Chain, this is not mandatory. There is no limit to the number of aggregators that can exist or who can be an aggregater.
