Yes Franklin did say that. But it's not true, and he knew it when he said it. Ever since the first families banded together to form tribes people have been trading a little liberty for a little safety and it's worked out well. In fact trading liberty for safety is a pretty good way to describe the entire arc of human history.

It's a proposal. "Submitting legislation" has the nuance of the submitters being the legal representatives to do so.

I think that the bigger point that he is making is that virtually all people drive outside of the parameters of the of the EPA ests., and vehicles have different efficiencies at different velocities. F'rinstance, I get about 6mpg better mileage at 90mph than I do at 65 (27mpg vs 21).

I find that, for myself, I'm a decent mentor, but a terrible teacher. I'm not much for stuffing info into heads that may or may not want to absorb it, but if said trainee wants to come and watch and learn, great. But the trainee has to want it...I can't make the person "excited" about a subject.
There's a reason why the average career as a teacher in the US is only 5 years. By the time they've gotten the hang of it, they're being pushed out the door.
