Because checking basic things before sending that sort of thing is hard? If your validating basic things before sending these automated replies your never going to hit these backlists. It's not 1989 anymore you can not just autoreply to every inbound message hell you should not have done it then either.
L3 is pretty much reserved for networks that have been spewing ext ream amounts of spam and failed to do anything about it 250 ish are currently listed. Often the non technical guys in charge (also known as PHB's) are willing to ignore outbound spam from paying customers as it costs them nothing and makes them money. L3 is pretty much for those companies that ignore any and all outbound spam those with abuse@ sent to
Stop sending spam, wait 7 days and your good. Your at level 3 your AS has been spewing spam for awhile and you have done NOTHING to fix it. As an ISP you should be checking all your IPs against all major spam lists and proactively dealing with spam. This will probably mean loosing customers. Some things to consider it's trivial to setup a relay server for your own mail servers outside your AS to keep outbound email going. Look into some technical means like transparent outbound spam filters, outbound port 25 syn rate limiting, or a plethora of other aids. Those clients will all claim it's triple opt in super secret they have everybody's dna on file, they are lies. Remember that spammers are at worst criminals at best have absolutely no morals in either event they have no compunction lying to you. Strengthen your TOS put BIG fines in there for repeated spamming wave them based on your gut and history. Often you need something to push legit companies to fix there issues.
All thing considered getting to l3 means your just ignoring the spam coming from your network. You need to get proactive and fix the root issue of spam spewing from your network. There are plenty of technical methods to avoid the 7 days block that are far cheaper then paying them. At the end of the day spend less energy railing about "blackmail" and more policing your network. If you do not, your facing the internet death penalty and the business needs to go under this is the internet working as intended.
It's simple and why they are fighting it. Let the city lay fiber to the home fixed price per color passive optics and co. Contract it out to an existing if you like but insure that it's ran as a non profit with the same per unit costs for everybody.

Sure the pigeon shooters seems like a bunch of idiots. I support there right to be idiots with animals they own as long as it's not animal cruelty which it does not seem to be. I oppose people thinking it's OK to take video and photo's of an area with a presumption of privacy. I'm ok with them shooting it down but I also ok with shooting an apparently of age peeping tom.

I'm a parent I believe in parental responsibilities at the same time I'm not the sue everybody sort. My son stole something once he was 2 and a half at the time, I noticed a couple minutes later brought him back into the store had him give it back and apologize. I do not think you need to get into litigation, police etc, this is part of growing up and being a parent. I think the thing people tend to forget is the parents need to be the ultimate authority as far as the child is concerned to do otherwise undermines there ability to parent. By the RIAA/MPAA definition reading a magazine in the store constitutes theft and you should pay 1000 times the real value to account for the people they did not catch and and the store should enforce this for them, check out lines would never be the same.
No idea as to the code but can say there a HUGE differences between developers and how efficient there code is.
VM's do bad things to keeping accurate time they do a lot of funny business. There solution so far is it poke a hole though to the main OS to get time.

Think that falls under did you actually get a business class SLA that's backed up by a deep pocket insurance company? Nope you got the cheap guy that works fine 99% of the time. I work primarily with the hosting industry and a decent subset of that is voip hosting the vast majority of these guys talk a good redundancy plan but fail to test it and/or execute it. Being that a huge chunk of the industry's costs are gear not people having to have n+1 gear and the tech to do site to site redundancy makes huge differences in bottom line.
Hard roadblock if in full sun your looking at 1.4 ish kw/m2 a 747 has about 500m2 of wing. That same 747 needs 45mw of power while cruising or about 32k m2 and that's with perfect efficiency. You might be able to build a giant airplane that can get a small amount of stuff there slowly fairly useless. Your far better off make jet fuel from algae. The navy is looking at methods that are not necessarily energy efficient since they can use the reactors already on the carrier to power the system.
