So all an attacker would have to do is not navigate away from the page and reload it every 10 minutes until the download's ready.

Sure, and that might work if you use Facebook in the browser, but it won't block these ads in the Facebook app — you'd need to jailbreak for that.

Browser support for box-sizing seems pretty good if you don't mind prefixing (and breaking on IE < 8).
