Of course. Because they have that money for broadband providers to rob from them.
Prices can drop only if consumers are not willing to pay. But people really need broadband, and market is so big, that any crime would be commited to stop competitions. I've read numerous stories how commercial provider sue municipalities to stop providing cheap connectiviy. Now they lobby FCC to kick low-satellite companies from auction.

Once upon a time, I had Nokia N900 phone. It was actually mine with opensource OS and open source Apps. I have SDK on my computer and can compile programs for this phone and install it using standard OS tools just adding my own web server to the list of repositories.

Unfortunately, this line of phones discontinued. And to make phone more or less yours, you have to jailbreak it. Which doesn't give you control on the most of apps nevertheless.

Even on Android I cannot live just with free software from f-droid, and have to use some proprietary apps from google play. With Apple situation is much worse.
