Yes, if your fuel tank ruptures, you lose the vehicle. Just like every other rocket ever built. With the possible exception of the Saturn IB, no NASA rocket has had what you might call "fuel redundancy" and even the IB used a common central oxidizer tank. Again, that the Falcon 9 has had failures and still made it to orbit, is unambiguous proof that it does contain some redundancies. That NASA has certified Dragon as fit for crewed flight, means they two are satisfied with the redundancies of the design.
