They do that by focusing on two areas: 1) ship types that are not that profitable or are uncommon; they abandoned larger ship building categories 2) they do the very latest technology and/or high end quality; the luxury ships where the extra price doesn't matter as much.

Most franchise food places do use oil, but they dont call them milkshakes but just shakes. Also not really oil based since that implies that is the main ingredient. they all still use some form of ice cream or ice milk.
The excelption for this is shake shack which does milkshakes.

It could be the percent of people who drop their subscription who get this deal vs those that don't. However that does not make sense because if you pre-signed up for the no-ad subscription then you are not likely to be dropping.

I had a rental car in germany that had that. also had a minimum speed limiter, so you could not go below the minimum speed.
It was actually rather nice when driving some of the smaller street that passed though villages. the only problem in lots of places the GPS location of different speeds did not correspond the road signs.

This subsidy was studied by the GAO and found to be a source of massive waste, and abuse of both what it was suppose to do and the funds it was spending. They were suppose to be fixing that but the FCC has kept delaying or not doing it.
The person who is looking into this waste, and was not even quoted just has stuff taken out of context has been looking into the various programs that do funding, there are 15 separate agencies who have more than 130 separate programs for funding broadband, so the people under this would be covered by better managed programs.
This is the FCC upset because they would be missing out on money they are not using properly.

the real question is why did the person who put up the summary deliberately misrepresent what was actually happening.

It would not be illegal to sell they product to the government, it would be banned for the government to purchase them.

The problem I would see with the Holy Bible is that to much of it would be available in single verses that it would be easy to replicate even without the complete text. In addition everything is labeled for location; such as John 1:1:, Acts 2:1, etc
Now an interesting try would be to see if some AI could replicate the complete text from just those verses and do so in the various translations. For english there are just a few translations that are widely used and the style and wording is different enough that it should have a good change.
