I dont think that is correct. Just to make a point

Blood Agar Plates == 10 for $23.95 (Online Science Mall)
Laminar flow hood == $400 (E-bay)
Incubator == $100 (e-bay)
Sample of pathogen == Free from Rats you just have to catch and test enough tell you find what you are looking for.
Microscope for identifying various pathogens. == $150 (E-bay)

So the stuff to capture and culture out a pathogen is less that $1000 and there are some nasty ones out there to be had. Just to point this out as well bubonic plague is easy to find in rat populations depending on where you are and it even easier to spread with little more than an eye dropper!

NOTE: E-bay prices are what I paid for my equipment. Bigger equipment can get expensive, for example my HPLC was $1500 and my Vis/UV Spectrophotometer was $300

They get nominated by the people you vote into office.

Kappos was vice president and assistant general counsel of intellectual property law, for IBM Corporation. (wikipedia) So he is a patent lawyer. He was nominated by the Whitehouse for the position in 2009. So he is one of Obama's Nominations.

I am all for baring lawyers from holding public office. It is a conflict of interest to put a lawyer in charge of making laws or running a government agency that has regulatory authority over anything.

No you are just looking at this wrong.

Florida has solved the homeless problem. They give them a place to sleep, free medical and dental, Free clothing, and three square meals a day. All paid for by Taxing the rich and giving it to the poor homeless in things they need. After a 14 month rehabilitation they are returned to society and should they not become a productive member they get to return to the government housing system for another 14 months.

I am so fed up of these calls as well as the collection companies trying to collect on debts from 20 years ago.

I did find a way to get them to pull you from the list.

1) Set up asterisks phone system.
2) Record the three tone sound and message that is played when you call a number than no longer exists.
3) Set the message played to a blocked caller in asterisks to be the recording of the tones with the message that the number no longer exists.
4) Blacklist every one of those F***ERS

When the system detects the tone it will remove your number from the list, Even if they have someone check the number it will play the "Has been disconnected or is no longer in service" message.

It cut my calls down to maybe one a month getting through and I just hit *32 after they get through and add the new number to the black list.

Summed up as

"A government by the people and for the people should not be allowed to keep secrets from the people!" -- Me for the last 8 years.

The problem is that if it is deemed of National Security, they get to redact it. There is no punishment in place that could be applied if they remove it for national security reasons and it is later found to have been for criminal reasons. Example: the fact that a us company paid in tax payer dollars provided young boys for sexual use by Afghan Cops.

I ran an anon-proxy for years and the above is not true.

Not all providers prohibit proxies in their TOS!
If you buy the T1/DS3/high speed connection you can set up a server and run your own proxy. I had my own T1 at the time and the only issue I had was my upstream cutting me off from time to time and I would fight them to get the connection back on. That lasted until I had my lawyer send them a letter.

Proxies are not just used for spam, mine was used by millions of people in places like Saudi Arabia, Lebanon, China, etc. There are also steps that can be taken to make sure they are not used for spam. Hell I ran an anon e-mail server that processed over a million e-mails a day and generated less than 50 complaints a week. Every e-mail processed was tagged with a line at the bottom that provided the service information and the abuse e-mail address.
