The urban and suburban areas do have good broadband. Check the broadband options for any city, you'll see a wide ranger of available speeds. Often including fiber optics. There is enough of this faster broadband for anyone who wants it.
There happen to also be slower lines available. Why might this be? Is it a failure of US internet? Or perhaps there is just a market for them and random person who just browses the web would rather purchase a slower line that meets their needs than purchase a fast line, use a fraction of the bandwidth and subsidize the people who want faster lines.

In a rail gun energy is added to the projectile by increasing its initial velocity.
This increase in speed results in drag, this drag results in a need for even more energy to be added to the system. The drag (and additional energy requirements) are proportional to the square velocity added. Note how if you add payload that you want to lift you need to add velocity to lift it, you then need to add velocity to "lift" the velocity you added.
This is a very similar problem to a conventional rocket in which you need to add fuel mass to lift the fuel mass you added to lift the payload. One difference is that when you add mass the downward force is directly proportional to the mass you added.

Even without an atm you would need to start out at 25 km/s (mach 75 or so) to reach geosynchronis orbit. I imagine that your titanium hull is evaporating at those speeds, so you better bring a lot of it :)

The energy is not the same, however, it might not be less.
When you launch with a rocket, the rocket accelerates throughout the journey, making the maximum in atmosphere speed lower.
If you launch with a railgun, it starts _really_ fast and then slows down until it hits orbit. The fastest part of this trip is done at the highest air pressure. Which is really bad due to the exponential increase in drag as you increase speed. You would also need to take into account the added weight of heat shielding.

The comparable amount of energy would be launching a rocket with one large explosion on the ground. I would imagine that many of the same problems would exist whether this was done with a railgun or a bomb. I would not assume that the energy used was less.

Now if you launched from the moon (or anywhere else without an atm) then the railgun would have energy advantages.

While you might sue just one of them under joint and several liability, the one you sued could bring the rest of them into the same suit. Damages would then be split among all of them and at the reduced rate it is likely none of them would default, so joint and several liability would not really come into play.

If there was an industry based upon killing people, video taping it and then selling those tapes do you think the tapes would be "evidence"?

A closer analogy would be you stumbling upon someone raping a child, if you took a picture of it and sent it to the police it would almost certainly be regarded as evidence.
If you filmed it, went home, drank a couple of beers and watched it then it would no longer be evidence and you would be committing a crime.

The most likely reason they settled is because the law was clear and both parties knew what would happen if they went to trial.
The most likely reason they did not release the details is that releasing the details hinders the parties ability to deal with 3rd parties.
The most likely reason everyone else gets upset about this is because they are the 3rd party and want whatever advantage the 2 settling parties are holding by keeping it secret.

Its possible only one party benefits directly from the secret, but in that case they certainly paid the other party in the settlement agreement or it would not be secret.

A Media PC with a conventional browser plugged into a nice HDTV is really awesome. A really good cable package + DVR is a nice addition to the media PC if you can afford it, but if you can only choose one it has to be the Media PC.
The only thing that is lagging a little bit are sports channels, but even those have come a long way.

Dell is responsible for his actions he takes as an agent for Dell, such as stealing her pics. At some point the two developed a personal relationship that did not include Dell. Communications between the two that did not take part on company time or as part of his official duties are probably not Dell's problem.

Take your car analogy, the storm blows the tree over and it hits your neighbors car, likely your liability. Your neighbor than starts to date the tree online, buys it a computer and gives it her credit card number which it uses to buy gifts for its other lady friends. Likely not your liability.

Is that 1 in 500 you claim the risk for the women or the man? Or perhaps an average of the two?
I agree educating people is key, but I also think it is rather irresponsible to write a post claiming that heterosexual sex with an HIV-infected person will be ok 499 out of 500 times with posting some very solid evidence to go a long with it.
