Yes, and part 2a is qualified by 3c.

(c) This section applies only to a person under 18 years of age who possesses or is armed with a rifle or a shotgun if the person is in violation of s. 941.28 or is not in compliance with ss. 29.304 and 29.593.

941.28 is about short barrelled or sawed off weapons, and the 29.x ones about hunting violations.

This is one of those ugly laws where the legislature says "X is banned!" and then a decade or two later somebody passes an amendment tacked on to the State Fair authorization bill that says "actually X is only banned if Y and Z."

It would be weird if Wisconsin banned anyone under 18 from having a rifle, because then it would be illegal for 15 and 16 year olds to hunt, and teenagers hunting is a pretty standard midwestern pastime.

Anyway, no, it was not illegal for Kyle to have the weapon.

None of this is true, though. He worked in Kenosha as a lifeguard, which is why he was there. "Traveled to another state" is a 20 mile trip he makes most days for work, this one included. While he didn't own the property, the owner asked for volunteers to help guard it since another property of his had been burned previously. He didn't travel with the loaded gun, he borrowed it from his friend in Kenosha when they both went to help guard the shop. Rosenbaum, the pedophile felon who was shot first can be seen on video provoking the guards earlier in the evening.

Later, Kyle got separated from the other volunteers when he went to render medical aid to someone. Then Rosenbaum saw him, recognized him as one of the guards from before, and attacked him. We can see on the video him chasing Kyle as Kyle tries to run away before being forced to shoot him.

When you're attacked by a violent felon while trying to render first aid to someone, I think it's pretty easy to argue self-defense.

Yes he was. It's legal for people under 18 to have rifles so long as they're not short barrelled or violating hunting regulations. See part (3)(c).

Comment Re:Even the OP is biased (Score 1) 432

Well, it's factually incorrect. It's not illegal for a 17 year old to have a rifle. Here's the Wisconsin law.

Part (1)(a) says a person under 18 who possesses or goes armed with a dangerous weapon is guilty of a Class A misdemeanor. Then they provide the exceptions to this rule, including Part (3)(c):

This section applies only to a person under 18 years of age who possesses or is armed with a rifle or a shotgun if the person is in violation of s. 941.28 or is not in compliance with ss. 29.304 and 29.593.

941.28 is about short barrelled or sawed-off weapons, and the 29.x regs are hunting violations. Since Kyle's weapon was not short barrelled and he wasn't in violation of the hunting regulations, it's legal for him to have the weapon. This makes sense because if nobody under 18 could have rifles in Wisconsin, teenagers couldn't go hunting, and that's a not uncommon sport for young people in Wisconsin.

what matters is he drove to another city with an AR-15 looking to shoot somebody and confident he'd find somebody to shoot. This is classic provocateur playbook stuff. The goal is to provoke violence so that a "Law & Order" candidate can crack down.

This is not true. Here's Kyle's statement through is attorneys. He works in Kenosha as a lifeguard, which is why he was there that day. A businessman had one of his businesses burned previously and asked for help guarding his other properties. Kyle and a friend volunteered to help, and Kyle borrowed the AR-15 from his friend.

They guarded a mechanic's shop. Rosenbaum (the bald guy who was shot first) showed up with his friends and accosted the guards, then left. Later, Kyle went to administer first aid to someone hurt at a nearby gas station. While he was there, the police cordoned off the area and he couldn't get back to his friends at the mechanic's shop. Rosenbaum saw Kyle, recognized him as one of guards from before and attacked him. This is the start of the video where you see Kyle running away from Rosenbaum before turning and shooting him.

Kyle did not drive 20 miles with a gun looking to shoot someone. He borrowed in a rifle, in the city where he worked, to help guard a business at the owner's request, and was attacked by hooligans, who I doubt were even protesting anything or cared about BLM and just wanted to burn stuff and fight people.

For any kind of conspiracy theory content there's going to be lots more pro stuff than con. When my son was five we were talking about the moon, and he was shocked when I told him people had been there, and walked on the moon. I went to YouTube and typed in "moon landing" so I could show him the footage. There was one entry for the boring old real moon landing footage and then pages and pages of "MOON LANDING HOAX EXPOSED!!!!" videos. If you were going just by volume, you'd conclude of course the moon landing was faked.

I've always wondered the same thing about white liberal westerners and their ideas about racial equivalence. Only they believe there's no average intelligence difference between whites and blacks, or, say, the Japanese and Australian Aborigines. Go ask any Japanese, or Chinese, or Indian geneticists or intelligence researcher and of course they'll tell you there are obvious and measurable differences in intelligence between different human haplogroups. It's only white liberal westerners who don't. Doesn't give the white liberals any pause, though.

Yes you can, because Medicare doesn't pay based on what you charge. They pay a set rate. You can look them up on the Medicare website.

If Medicare says "well pay $200 for this procedure," stating "the charge for this procedure is $2,000,000,000" is meaningless. Medicare is still only paying the $200.
