if every clock cycle is not "wringed" out of every CPU, then the language or compiler or linked libraries or operating system or bios or motherboard have failed. there are no excuses for such failures. maintainable code can very easily sit on top of that stack if proper pieces are chosen. not making bad choices is something you "need to do".
