While it might not make sense for 8" of snow in Seattle, this is exactly what many towns in high-snow areas (the upper peninsula of Michigan, for example) do with their snow. When you have several feet of accumulation per month, you quickly run out of places to put the snow after you've plowed it from the streets. So, they just compact it onto the street, and sprinkle on some sand for traction. It's a practical matter there, not an environmental one.
