Kligat writes: Officials in the U.S. government's Department of Housing and Urban Development have been caught by the Washington Post exchanging e-mails, referring to retaliating against Philadelphia's housing director for not giving city property to one of Secretary Alfonso Jackson's business friends. Said the e-mails, "Would you like me to make his life less happy? If so, how?" and "Take away all of his Federal dollars? :-D"
