Above 90Hz you cannot see the refresh rate flicker - you can see the pixel update delay flicker, tearing, etc .. as pixels take different times to update

On an old CRT the whole screen takes the same time to update, but you could often see the flicker on most due to the 50/60Hz refresh rate
    Some had 100/120Hz refresh and you simply cannot see any flicker

Most people can't see 60Hz flicker ...and definitely cannot see 70Hz flicker

Old VDU's had low refresh rates like these and didn't have this issue, below 70Hz you could see the refresh of the whole screen, but they could do smooth judder free motion with no issues, as the screen updates at the same rate across the screen - a 120Hz VDU is smoother than butter

It's not that you can see flicker of the screen refresh, it's that you can see the latency of the refresh across the screen as different pixels update at different rates, particularly noticeable when they are showing very different values next to each other

The registered keeper of the vehicle (usually the owner) is responsible, unless they can prove someone else was in charge of the vehicle at the time, note not driving it, but in charge - autonomous vehicles (currently) still have someone in charge of them ...
