ChatGPT news has saturated the airways and internet so it's hardly surprising that usage numbers are up. I agree with OP, a real use case of ChatGPT, or any LLM/AI, for most people is not there. One and done for most people is my guess.
I much prefer self-checkout. I have had some minor issues but overall I like not interacting with cashiers who often make the same mistakes I might. The occasional void/interaction with staff is not a show stopper for me.
A shrinking population could be a good thing depending on who is leaving. An exodus of wealth is a problem, which might well explain the decline but an educated immigrant influx is a good thing even if the result is a net loss.

Similar history for me. We ran SunOS 3 diskless nodes (with YP no less) on those awesome pizza boxes for years. They replaced wyse terminals, which were already great for programmers, but X Windows functionality took productivity to a new level. Our disagreements were SunOS vs SYSV but I digress. The only way this will be sorted out will be to wait and see how these students perform during their lifetime. The fact that a government agency doesn't have oversight is not a reason to discount all home schooling. Might be a epic failure, a huge success or just a personal choice leading to an average outcome.
