The ullage tanks are inside of the other tanks, and the others most probably are too. We know this because it got them in trouble with one of the early launches when the carbon fiber overwrap on the tank sparked inside of the oxygen tank due to expansion and caused a big boom (RUD).
And in the trades it's the exact opposite, severe shortage of people who know what to do and aren't afraid to get dirty and sweat. Especially in the high skill trades like electricians and HVAC.

Whether the effort was as extensive as Cambridge Analytics we will probably never know, but I guarantee that it's been done by both side to polarize voters using trigger topics such as gun control or abortion.
