What's unique about these calls is that the automated message initially identifies itself as representing a Democratic candidate, expecting most callers to hang up with negative feelings towards the Democrat, then goes on to bash the Democratic candidate. If the recipient of the call hangs up, they continue to receive the same automated call, often at inconvenient hours. The NRCC has allegedly called over 300,000 voters and initially refused to stop calling people on the Do-Not-Call list in NH. A PBX engineer contends that the calls may be illegal in several ways, including disrupting emergency calls, harassment, and misrepresentation.
