Submission + - UK may sanction nerve-agent use on rioters scientists fear (independent.co.uk)

Now whilst researching this further there is now this publication http://royalsociety.org/policy/projects/brain-waves/conflict-security and having read the pdf, I find it quite shocking, especially as the riots in Greece over austerity measures; these banned agents were used against the public.

The bigger picture suggests; that the UK government is taking potential precautions against massive protests and possible rioting as a real threat.
