As always, the list is broken down into two broad categories, the classic websites and the undiscovered websites. The two are distinguished based on a set of rules such as, if the site has been on the Top 100 before, it's out of contention for the Undiscovered list and other guidelines which bring time, traffic, and exposure into consideration. The two categories are further broken down into Apps, Fun, Info, News, Shopping, Social and Tech. None of the sites in the Top 100 are mobile only. The sites also aren't download-based, that means no browser plug-ins and no desktop apps. Finally, only free websites were taken into consideration.
