Pennsylvania asks: are links long distance calls?

Tony Shepps writes "The Pennsylvania Public Utility Commission regulates telco and other utilities in the state. Prompted by a Bell Atlantic request, the PUC voted 5-0 to study whether Internet traffic, including browsing of out-of-state web sites, are actually long distance phone calls. Based on their findings, internet traffic could be regulated and tariffed. Story here... "
