advid.net's Journal: Thrifty system for volume billed Internet. -HELP

1) The problem:
At countryside, no ADSL, mobile 3G reachable.
No budget for unlimited plan, stay under a few bucks per month for mobile Internet.
No mobility needed.
Low volume Internet need: text emails on gmail, occasional web site visits.

2) The solution:
3G key + external antenna + PC
Prepaid 3G mobile plan, billed on the volume of data downloaded, only 3.4â / month at least.

3) Need help for:
What system to run the PC on ?
It should not download anything implicitly, neither connect to anywhere by itself.
I'm thinking of a tailored Linux with customized web browser.
Offline email with google chrome app, with online sync, seems interesting.

What else ?
Few people have this need, advices and ideas are rare, did I missed something ?

I dont think OS matters too much, but I would recommend Slackware specifically, since most Linux based systems these days have a lot more automatic stuff to disable for what you want. But you can do it with any OS if you take the time to customize.

For the web browser you want to disable loading of images, scripts, and other extraneous nonsense automatically. This could mean lynx or links or emacs-www but it could also be FF with no script and request policy.
