Game theory would seem to point to sooner rather than later. As of right now, there is almost zero downside (and quite a few perks available if done right.) Of course, this assumes the GOP congresscritters could organize a piss up in a brewery, something that hasn't been a surefire thing since the 90s.

Besides, what's the problem? There are hundreds of people (mostly Somalis) fleeing the US for Canada - they cross some farmer's fields on foot [www.cbc.ca] and then ask for asylum. Though you can freeze to death [www.cbc.ca] if you're not careful.

Refugee claimant is easy-peesey. See the link I posted as just one example. Anyone coming into the country claiming refugee status MUST be granted a hearing. You can do this at a border entry station, or just walk across the border like these guys (and hundreds of others) d every year. You will be brought to the nearest border station, your identity confirmed, and if you're not determined to be a dangerous person, you'll be given a court date and a refugee entry visa. Probably because you'e not in danger for not supporting Trump. Why should bogus refugee claims be accepted "just because you say so." Making your life difficult is no big deal in comparison. Same as bathroom bills, in themselves, are not grounds for refugee status for transsexuals. After all, you can always pee at home, same as people who are afraid to use public toilets. that is the difference between unconstitutional - as the bathroom bills are unquestionably an unconstitutional invasion of privacy (in spite of conservatives calling them "privacy bills") - and sufficiently substantial oppression and endorsed hatred to qualify for refugee status.

The "ability to establish and maintain a career" is not in and of itself anything that makes someone a potential refugee. There is no "right to happiness" even in the USA. And no, a country deporting people to their country of origin based on their religion is also not justification - they're just being sent home, so unless they are in danger in their home country, it's no big deal.
Same as if they started deporting Israelis back to Israel, or any native of any other country back to their country of origin,

You're right, though it would be nice if it wasn't so unnecessarily difficult to move to a country that has demand and appreciation for my work (such as Canada). I wouldn't be seeking refugee status as much as a chance to actually work. When the government in this country takes an active stance against my work, I eventually need to look elsewhere in order to make a livable wage.

If a state is actively taking action against a certain segment of its own population, but war is not declared, at what point do they count as refugees?

I believe I just said that. It not just disconnect, it's plain old corruption that discourages participation. The party serves its own interests, and its members serve the party. The people who believe otherwise are suckers. If you want to encourage more participation, encourage people to vote for non-aligned candidates who are more likely to represent the people that vote for them and not the people who finance them. Screaming that we must for the democrats because, *Trump!* obviously ain't gonna cut it.
