But if the bugs have been there since the place was built in 94/95 as some claim, then:
A, Security is horribly poor. Ensuring phone lines are secure should be security 101.
B, Saying it was the U.S because of the current Iraq crisis would be ridiculous.
If they however are more recent, the U.S would be a prime suspect. It will be interesting to see what comes of this.

Alternatively, security is good and the existence of the bugs were revealed recently for greater political effect. If there were no crisis worth affecting the outcome of, they wouldn't publicly reveal the quality their security to the party that did the bug planting...
