He wants to create a group buying site, so he figured that he would generate some publicity by talking a bunch of businesses into donating products for a charity fundraiser on behalf of two university student groups. So, he's been running a lottery for them, complete with prizes, etc.
But - the laws here are pretty strict. You need to apply for a license at least 10 days in advance, you need to pay a fee of 10% of the total value of the prizes if the total value of the prizes is over $2,000.00, you need to have a mechanism in place to resolve disputes, as well as report all winners of prizes over $100.00 so that the public can see that the contest is not rigged, and the sponsors, etc., are not allowed to participate.
Guess who broke every one of these, and many more, rules?

So I sent him an email letting him know that I just took care of it for him

The people on whose behalf the lottery is run are equally on the hook for compliance. I've sent them an email letting them know that this "oversight" by my former boss was intentional, and that I have a witness to document it. That should help keep them in the clear.
What I didn't tell them was that the marketing guy (Brendan) said "Who gives a s***. We'll probably be out of business by then." I'm saving that for later

My first guess (not really*, this is the nice guess) is that the boss thought the event was so small that it would not be scrutinized by the authorities.
*Real first guess, he thought he could get away with it via the "rules are for others" rule.
