man, they are strict with criteria, such as does the state have legal casino gambling and so on.
What would be *nice* is if we all just had NORMAL common sense, words mean what webster said they meant back then constitutional freedoms across the board. It would be so much simpler if they didn't constantly try to "interpret" what the founders said, they are already clear on
